Circular 16/2024/TT-BCA stipulates the specifications, other languages, shape, size, and material of identity cards; specifications, shape, size, and material of identity certificates; information encryption in the storage unit on identity cards; responsibilities of the Public Security of units and localities in the production, issuance, and management of identity cards and identity certificates.
Regulations on ID card form
Accordingly, Circular No. 16/2024/TT-BCA stipulates the specifications for official ID cards issued to citizens from July 1, 2024 as follows:
Both sides of the ID card are printed with a blue pattern that changes from yellow to blue. The front background includes an administrative map of Vietnam, a bronze drum, traditional decorative patterns and motifs. The back background includes patterns combined with lotus images and interwoven crisscrossing curves.
The national emblem of the Socialist Republic of Vietnam and the face photo of the ID card holder (for ID cards issued to Vietnamese citizens aged 6 years and older) are printed in color directly on the ID card. The national emblem of the Socialist Republic of Vietnam is 12mm in diameter; the face photo of the ID card holder is 20mm x 30mm in size; the QR code printing position is 18mm x 18mm in size.

The colors of the information on the ID card are specified as follows:
Purple for the following lines: SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; IDENTITY CARD; Personal identification number; Full name; Date of birth; Sex; Nationality; Place of residence; Place of birth; Date of issue; Date of expiry; MINISTRY OF PUBLIC SECURITY and the electronic chip icon.
Red for the word ID.
Black for information about personal identification number; information of the person issued the ID card; information about date, month, year of issue; information about date, month, year of expiration; QR code; MRZ line.
The front of the ID card issued to Vietnamese citizens under 6 years old includes the following information:

The front of the ID card issued to Vietnamese citizens aged 6 years and older includes the following information:
From left to right, from top to bottom: The national emblem of the Socialist Republic of Vietnam; the words SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; the words IDENTITY CARD; electronic chip symbol; facial photo of the person issued the ID card; Personal identification number; Last name, middle name and full name; Date of birth; Sex; Nationality.
The back of the ID card issued to Vietnamese citizens under 6 years old and the ID card issued to Vietnamese citizens from 6 years old and above includes the following information from top to bottom, from left to right: Place of residence; Place of birth registration; Electronic chip; QR code; Date of issue; Date of expiry; MINISTRY OF PUBLIC SECURITY; MRZ line.
The other language on the ID card is English.
Regarding the shape, size, and material of the ID card, the ID card is rectangular, 53.98mm wide, 85.6mm long, 0.76mm thick, and the four corners are rounded with a radius of 3.18mm. The ID card is made of plastic.
Encryption of information in the storage unit on the identity card is regulated as follows:
The information storage part on the ID card is the QR code and the electronic chip attached to the back of the ID card. The information stored in the electronic chip on the ID card is shown in character format or image format.
Encryption of information in the storage unit on the identity card is performed as follows:
Information stored in the electronic chip is encoded according to ICAO standards, including: Surname, middle name and birth name; personal identification number; nationality; date of birth; gender; expiration date; hometown; biometric information on facial photo.
Information stored in the electronic chip is encoded using an algorithm created by the identity management agency, including: Other names; place of birth; place of birth registration; ethnicity; religion; blood type; 9-digit identity card number; date, month, year of issue, place of issue, validity period of the issued identity card, citizen identity card, 12-digit identity card; permanent residence; temporary residence; current residence; biometric information on fingerprints, irises; identification information; last name, middle name and first name, personal identification number, 9-digit identity card number, nationality of father, mother, wife, husband, child, legal representative, represented person; information integrated into the identity card.
QR encoded information includes: Personal identification number; last name, middle name and given name; date of birth; gender; place of residence; date of ID card issuance; 9-digit ID number (if any); cancelled personal identification number (if any); last name, middle name and given name of father and mother (for ID cards issued to Vietnamese citizens under 14 years old).
Identity card form
Circular No. 16/2024/TT-BCA stipulates the specifications for identity certificates issued to people of Vietnamese origin whose nationality has not been determined and who are living in Vietnam as follows:
The two sides of the identity card are printed on a background pattern designed with traditional national images and motifs. The front background includes an image of an administrative map of Vietnam, a bronze drum, and ethnic decorative motifs and patterns. The back background includes a bronze drum, and ethnic decorative motifs and patterns.
The national emblem of the Socialist Republic of Vietnam and the face photo of the person issued with the identity card are printed in color directly on the identity card. The national emblem of the Socialist Republic of Vietnam is 13mm in diameter; the face photo of the person issued with the identity card is 20mm x 30mm; the QR code printing position is 18mm x 18mm; the fingerprint printing position of the left index finger is 22mm x 25mm; the fingerprint printing position of the right index finger is 22mm x 25mm.
Front of the identity card issued to people of Vietnamese origin whose nationality has not been determined and who are living in Vietnam from July 1, 2024.
Color of information on identity card:
Purple for the words SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness; Personal identification number; Surname, middle name and first name; Date of birth; Gender; Place of birth; Hometown; Ethnicity; Religion; Marital status; Current residence; Expiry date until; Left index finger; Right index finger; Surname, middle name and father's name; Surname, middle name and mother's name; Surname, middle name and first name of wife (husband); Surname, middle name and first name of legal representative, guardian, person under guardianship; Date, month, year and the words Nationality.
Red for the words CERTIFICATE OF IDENTITY; the stamp has the national emblem of the agency issuing the identity certificate.
Black for information about personal identification number; information of the person issued the identity certificate; information about the expiration date; information of father, mother, wife, husband, legal representative, guardian, person under guardianship; information about date, month, year and information of the agency issuing the identity certificate.
The front of the identity card includes the following information:
From left to right, from top to bottom: The national emblem of the Socialist Republic of Vietnam; the words SOCIALIST REPUBLIC OF VIETNAM, Independence - Freedom - Happiness; the words IDENTITY CERTIFICATE; facial photo of the person granted the identity certificate; QR code; Personal identification number; Surname, middle name and given name; Date of birth; Gender; Place of birth; Hometown; Ethnicity; Religion; Marital status; Current residence; Expiry date.
The back of the identity card includes the following information:
From top to bottom, from left to right: Left index finger fingerprint; right index finger fingerprint; Father's surname, middle name and first name, Nationality; Mother's surname, middle name and first name, Nationality; Spouse's surname, middle name and first name, Nationality; Legal representative's surname, middle name and first name, Nationality; Date, month, year.
In terms of shape, size, and material, the ID card is rectangular, 74mm wide, and 105mm long. The ID card is made of paper.
