Changes to the national identity card effective July 1st.

Circular 16/2024/TT-BCA stipulates the specifications, other languages, shape, size, and material of identity cards; the specifications, shape, size, and material of identity certificates; the encoding of information in the storage section of identity cards; and the responsibilities of police units and localities in the production, issuance, and management of identity cards and identity certificates.

Regulations regarding the design of identity cards

Accordingly, Circular No. 16/2024/TT-BCA stipulates the specifications for the official identity card issued to citizens from July 1, 2024, as follows:

Both sides of the identity card are printed with a pattern of blue transitioning to yellow in the middle, then to blue. The front background includes an administrative map of Vietnam, a bronze drum, and traditional decorative patterns and motifs. The back background features patterns combined with images of lotus flowers and interwoven diagonal curves.

The national emblem of the Socialist Republic of Vietnam and the photograph of the cardholder's face (for identity cards issued to Vietnamese citizens aged 6 and above) are printed directly in color on the identity card. The national emblem of the Socialist Republic of Vietnam has a diameter of 12mm; the photograph of the cardholder's face measures 20mm x 30mm; and the QR code area measures 18mm x 18mm.

The colors of the information on the identity card are regulated as follows:

The text in bluish-purple is used for the following lines: SOCIALIST REPUBLIC OF VIET NAM, Independence - Freedom - Happiness; IDENTITY CARD; Personal identification number; Full name; Date of birth; Sex; Nationality; Place of residence; Place of birth; Date of issue; Date of expiry; MINISTRY OF PUBLIC SECURITY and the electronic chip symbol.

The text "ID CARD" is in red.

Black is used for information regarding the personal identification number; information of the cardholder; information about the issuance date; information about the expiration date; QR code; and MRZ line.

The front of the identity card issued to Vietnamese citizens aged 6 and above includes the following information:

The back of the identity card issued to Vietnamese citizens under 6 years old and the identity card issued to Vietnamese citizens 6 years old and above contains the following information from top to bottom, left to right: Place of residence; Place of birth; Electronic chip; QR code; Date of issue; Date of expiry; MINISTRY OF PUBLIC SECURITY; MRZ line.

The other language on the identity card is English.

In terms of shape, size, and material, the identity card is rectangular, with a width of 53.98mm, a length of 85.6mm, and a thickness of 0.76mm. The four corners are rounded with a radius of 3.18mm. The identity card is made of plastic.

The information encoding in the storage section of the identity card is regulated as follows:

The information storage components on the identity card are the QR code and the electronic chip embedded on the back of the card. The information stored in the electronic chip on the identity card is displayed in either character or image format.

The information is encrypted in the storage section of the identity card as follows:

The information stored in the electronic chip is encoded according to ICAO standards and includes: Last name, middle name and given name; personal identification number; nationality; date of birth; gender; expiration date; place of birth; and biometric information about the facial image.

The information stored in the electronic chip is encoded using an algorithm created by the identity card management agency and includes: Other names; place of birth; place of birth registration; ethnicity; religion; blood type; 9-digit identity card number; date, month, year of issuance, place of issuance, validity period of the identity card, citizen identity card, or 12-digit identity card already issued; permanent residence; temporary residence; current address; biometric information on fingerprints and iris; personal identification information; surname, middle name and given name, personal identification number, 9-digit identity card number, nationality of father, mother, spouse, child, legal representative, and represented person; information integrated into the identity card.

The QR coded information includes: Personal identification number; surname, middle name, and given name; date of birth; gender; place of residence; date of issuance of the identity card; 9-digit citizen identification number (if any); cancelled personal identification number (if any); surname, middle name, and given name of father and mother (for identity cards issued to Vietnamese citizens under 14 years old).

Circular No. 16/2024/TT-BCA stipulates the format of identity cards issued to people of Vietnamese origin whose nationality has not been determined and who are residing in Vietnam as follows:

Both sides of the identity card are printed on a textured background designed with traditional ethnic images and motifs. The front background includes an administrative map of Vietnam, a bronze drum, and various ethnic decorative patterns and motifs. The back background also includes a bronze drum and various ethnic decorative patterns and motifs.

The national emblem of the Socialist Republic of Vietnam and the photograph of the identity card holder's face are printed directly in color on the identity card. The national emblem of the Socialist Republic of Vietnam has a diameter of 13mm; the photograph of the identity card holder's face measures 20mm x 30mm; the QR code area measures 18mm x 18mm; the left index finger fingerprint area measures 22mm x 25mm; and the right index finger fingerprint area measures 22mm x 25mm.

The text "IDENTITY CERTIFICATE" is red; the seal bears the national emblem of the agency issuing the identity certificate.

Black is used for information regarding the personal identification number; information of the person issued the identity card; information about the expiration date; information of the father, mother, spouse, legal representative, guardian, or ward; information about the date and year, and information of the issuing authority.

The front of the identity card contains the following information:

From top to bottom, left to right: Left index finger fingerprint; right index finger fingerprint; Father's surname, middle name and given name, Nationality; Mother's surname, middle name and given name, Nationality; Spouse's surname, middle name and given name, Nationality; Surname, middle name and given name of legal representative, guardian, ward, Nationality; Day, month, year.

In terms of shape, size, and material, the identity card is rectangular, with a width of 74mm and a length of 105mm. The identity card is made of paper.
