Identity cards open the way for special populations

After the police collected information and biometric signs to issue ID cards, many people in special demographics at the Hiep Binh Chanh Social Protection Facility for the Disabled (Hiep Binh Chanh Ward, Thu Duc City, Ho Chi Minh City) burst into tears of happiness.
Identifying special demographics as subjects that need attention and timely support, the Police Force for Administrative Management of Social Order, Ho Chi Minh City Police Department has carried out the "Journey to find digital identification for the disadvantaged" with the motto "leave no one behind".
So happy to do it quickly
On the morning of August 4, the Department of Administrative Management of Social Order (PC06) of Ho Chi Minh City Police in coordination with the Department of Administrative Management of Social Order (C06) of the Ministry of Public Security, the Department of Labor, Invalids and Social Affairs organized the issuance of identity cards (TCC) for 117 special people who are being cared for and raised at the Hiep Binh Chanh Social Protection Facility for the Disabled (abbreviated as BTXHNTT-HBC Facility) in Hiep Binh Chanh Ward, Thu Duc City. The special people here are mostly orphans and disabled people. For them, this facility has become a second home, a place to care for, nurture, and compensate for material and spiritual deprivation.

From 7:30 a.m., nearly 20 officers from PC06 of Ho Chi Minh City Police, Thu Duc City Police, and Hiep Binh Chanh Ward Police checked the machines and were ready to collect information for the TCC for 117 special people at the BTXHNTT-HBC facility. At exactly 8:00 a.m., the first people were supported and guided to the TCC area. Each TCC information collection team has 5-6 police officers to support special people in taking photos, collecting irises, and rolling fingerprints. When their names are called, each person goes to the fingerprint and iris collection area and is then guided to sit in the portrait photo position. There are always police officers standing by to assist with grooming and guidance if necessary. Because information about special populations has been verified by Hiep Binh Chanh Ward Police and integrated into the National Population Database according to the "correct - sufficient - clean - living" standards, the collection of additional identification and biometric information is very quick, in less than 5 minutes. According to Lieutenant Colonel Nguyen Thi Hong Chau, Team Leader of Team 2 (PC06), in the process of collecting information, it is inevitable that special populations will become agitated and anxious. With the spirit of "serving the people" and "leaving no one behind", the police force always tries to create a happy, comfortable atmosphere, reassure these people, and ensure that the information collection process goes smoothly.
Cried when being made TCC
Mr. Huynh Cong Vien (52 years old) is one of the special people at BTXHNTT-HBC who has been granted a TCC. Unlike others, Mr. Vien was born with a physical disability. He choked up: "I was abandoned in the trash, the nuns found me and took me in to raise."

During the conversation with Thanh Nien reporter, Mr. Vien choked up many times, apologizing when he could not clearly tell about his situation: "When I was young, I lived with the nuns, later, when the nuns passed away, I had to take refuge here". With such a difficult situation, he did not have any personal papers. It was not until 2009, when he decided to seek refuge at the BTXHNTT-HBC Facility, that Mr. Vien was supported by the officers to make a birth certificate, and was given an identification code by the Hiep Binh Chanh Ward Police to carry out the procedures for granting a TCC. After nearly half of his life, the first time he directly met the police officers to make a TCC, Mr. Vien expressed his happiness, continuously saying: "I am so happy". Holding our hands tightly, Ms. Tran Thi Diep (69 years old, from Ben Tre) said in tears: "I am alone in my life, I have no papers at all". Ms. Diep said she was born into a poor family in Ben Tre, her parents died early. When she was a teenager, she followed her neighbors to Ho Chi Minh City with the hope of escaping poverty. However, life in the city was not what she dreamed of. Ms. Diep's life was associated with "3 no's": no relatives, no home, no identification papers, having to do many jobs to make a living. Luckily, she met a kind-hearted person who accepted her as a sworn sister and brought her to live with the family in District 4. However, because of her old age, weak health, and severe diabetes, Ms. Diep applied to the BTXHNTT-HBC Facility in 2013. Since entering this facility, Ms. Diep has been supported to make a birth certificate, buy a health insurance card, receive care and enjoy many special benefits. When she heard that police officers would come to the facility to collect documents for TCC, Ms. Diep was very much looking forward to it. Although she had to wait in line, with priority given to many other vulnerable cases, Ms. Diep said she did not feel tired or upset. "Thanks to the police officers who helped us get identity papers and TCC. We are so happy to be Vietnamese citizens," Ms. Diep cried.
"The journey to find digital identity for the disadvantaged"
Issuing TCC for special populations is an important content in the implementation of Plan No. 1878/KH-BCĐ dated April 20, 2023 of the Steering Committee for the implementation of Project 06 of Ho Chi Minh City on coordinating the implementation of population data collection, personal identification, settlement of residence and issuance of citizen identification cards (CCCD), TCC for special populations in the city. Special populations are people in difficult circumstances with no place to rely on, orphans, people with disabilities... who are currently being raised and cared for at social protection centers. For many reasons, they do not have identification papers, causing difficulties in management as well as carrying out administrative procedures.
According to Lieutenant Colonel Nguyen Thi Hong Chau, the issuance of ID cards is extremely important for special populations, helping them confidently become true citizens. "In addition, the issuance of ID cards creates favorable conditions for state agencies, especially for implementing social security policies more conveniently and easily for special populations," Lieutenant Colonel Chau emphasized. The leader of Team 2 (PC06) said that in recent times, PC06 has actively coordinated with social protection centers and the Department of Labor, Invalids and Social Affairs to issue ID cards and ID cards to disadvantaged people at facilities such as the Thu Duc City Mental Health Care Center or other centers for the elderly and disabled in Ho Chi Minh City. "In particular, we also deployed forces to drug rehabilitation facilities in the city to issue ID cards and ID cards to people undergoing drug rehabilitation," Lieutenant Colonel Chau said, adding that after 1 year of implementing the Government's Project 06, Ho Chi Minh City Police issued nearly 2,000 ID cards and ID cards to disadvantaged people in the city. Regarding the work of issuing ID cards to city residents, according to Lieutenant Colonel Ho Thi Lanh, Deputy Head of PC06, Ho Chi Minh City Police has implemented the "Journey to find digital identification for disadvantaged people" with the motto "no one is left behind", contributing to bringing the Government's Project 06 closer and more practical to people's lives.
When do citizens go to work?
Lieutenant Colonel Nguyen Ngoc Hai, Deputy Head of PC06, Ho Chi Minh City Police, said that there are 3 cases that are required to apply for or change a TCC: citizens aged 14 and over who have never been issued a TCC or CCCD card; citizens who have had a CCCD card but it has expired; and citizens who already have an identity card (ID). Deputy Head of PC06 said that according to the 2023 ID Law, by December 31, 2024, 9-digit ID cards will no longer be valid. "Therefore, citizens who are using 9-digit ID cards should arrange a time to apply for a TCC to ensure convenience in carrying out procedures and transactions later," said Lieutenant Colonel Hai. In case the CCCD card was issued before July 1, 2024, it will still be valid until the expiration date stated on the card. However, when a citizen's CCCD has not expired but the citizen still needs to apply for a TCC, the competent authority will still accept the application for a TCC. Regarding the value of CCCD and ID card while waiting for TCC issuance, Deputy Head of PC06 said that in accordance with the provisions of Clause 3, Article 25 of the 2023 Law on Identification, while waiting to receive TCC, people can still use CCCD for transactions as usual. "When people go to the police headquarters to receive TCC, we will collect CCCD and ID card as prescribed. However, Vietnamese citizens who have been issued TCC must carry out procedures to issue and change TCC when they are 14, 25, 40 and 60 years old," said Lieutenant Colonel Hai. According to Lieutenant Colonel Nguyen Ngoc Hai, if Ho Chi Minh City residents encounter difficulties or problems in registration, residence management, issuance and management of CCCD or have contacted the local police but have not been successful, they can report via hotline 0693187111.
Conditions for granting TCC to special population
Lieutenant Colonel Hoang Tuan Hai, Chief of Hiep Binh Chanh Ward Police, said that special populations need to have a birth certificate and have been issued an identification code to be eligible to register for a TCC. To support, Hiep Binh Chanh Ward Police regularly deploy working groups to the BTXHNTT-HBC Facility to take fingerprints and collect information. After taking fingerprints, Hiep Binh Chanh Ward Police will look up the archives at Ho Chi Minh City Police to find background information of each case. For cases with information, Thu Duc City Police will clean the data and issue a TCC in the first batch. For cases without identification papers, the police will send the information to the judicial sector for verification. "Cases with birth certificates will have their data cleaned, identification codes issued, and then TCC issued. Cases with absolutely no information will have a new birth certificate issued by the judicial department of the People's Committee of Hiep Binh Chanh Ward. They will use the last name of the center director to have identification documents," said Lieutenant Colonel Hai.
Hanoi City Police work until late at night to collect TCC application files.
According to statistics from C06 (Ministry of Public Security), as of August 1, 1 month after the 2023 ID Law officially took effect, the police have issued chip-embedded ID cards to more than 2.195 million citizens nationwide, including more than 736,000 cases of citizens aged 14 and over. The 2023 ID Law stipulates that previously issued ID cards are still valid until the expiration date printed on the card, so people do not need to change to a new ID card, unless they need to change. For special cases such as the elderly, the weak, the disabled... who cannot go directly to the location to apply for an ID card, Article 6 of Circular 17/2024/TT-BCA clearly stipulates support measures. Specifically, the elderly, sick, injured, disabled and other special cases will be sent to their residence to collect documents and data for making TCC if the ID management agency has sufficient means, technical equipment and human resources to do so. In Hanoi, the police of all units are still increasing their forces to work until night, until the end of the work day to collect documents for issuing TCC for citizens. According to the leader of PC06 (Hanoi City Police), the current demand for TCC issuance is mostly for children who are newly regulated to be issued cards in the ID Law, due to the need for travel. For special cases such as the elderly, disabled... the leader of PC06 said that in the past, there were still working groups that went to homes to issue mobile cards, but at present, this has not been applied because some data collection devices have not met the mobility requirements, such as voice reception booths. The leader of PC06 of Hanoi City Police said that they are waiting for further instructions from the Ministry of Public Security and will deploy the issuance of mobile TCC for these citizens in the near future.
