On the afternoon of October 7, at the regular Government press conference in September, Major General Hoang Anh Tuyen, Deputy Chief of Office of the Ministry of Public Security and spokesman of the Ministry of Public Security, announced many results in the issuance of ID cards and ID certificates after 3 months of implementing the ID Law.
Over 9.58 million ID cards issued
According to Major General Hoang Anh Tuyen, the 2023 Law on Identification, which will take effect from July 1, 2024, has several new points. These include changing the name of citizen identification card to identity card; removing information about hometown and fingerprints on the identity card; and expanding the subjects eligible for identity cards.
The Law also adds provisions on granting identity certificates to people of Vietnamese origin whose nationality has not been determined; adds provisions on granting electronic identity cards; and adds provisions on collecting biometric information.
To implement the law, the Ministry of Public Security has advised on the promulgation and promulgation of documents detailing the assigned contents in the Law on Identification; reviewed documents related to the Law on Identification and amended them according to its authority or recommended that competent authorities promptly amend, supplement, replace, abolish or issue new ones, ensuring compliance with the provisions of the Law on Identification.
In addition, the Ministry of Public Security has also promoted the connection and sharing of database information; ensured information security and safety and protected personal data; prepared conditions in terms of means and technical solutions to organize the implementation of biometric collection of iris, DNA, voice; integrated and exploited information in ID cards and electronic ID cards...
The Ministry of Public Security has directed the Public Security of all units and localities to simultaneously deploy solutions to ensure the collection of documents, issuance of ID cards and electronic identification accounts for citizens; and launch a peak period to implement the Law on Identification.
As a result, from July 1 to October 7, the police force issued more than 9.58 million ID cards; of which nearly 3.2 million cards were for children under 6 years old; more than 4 million cards were for children from 6 to 14 years old and nearly 2.4 million cards were for people from 14 years old.
Notably, the country has collected more than 1,500 voice biometric data and collected more than 260 DNA samples.
According to Mr. Tuyen, the implementation of the Law on Identification and the work of receiving documents and issuing basic identification cards have been smooth, ensuring progress, quality and efficiency.
Proposal to establish a data exchange
Responding to questions about the development of the Data Law project, which proposes the establishment of a data trading floor, the spokesperson of the Ministry of Public Security said that in the world, many data products and services are developing with an increasingly expanding trend, connecting with all economic sectors and social activities.
Mr. Tuyen cited data trading floors; data intermediary services; data analysis and synthesis services; electronic authentication for data not associated with electronic identity subjects...
However, our country does not have legal regulations regulating these activities to create a legal basis to promote and develop data products and services and create a data market.
Therefore, the draft Law on Data supplements regulations on data trading floors to contribute to establishing a data market, promoting the development of data-related products and services, promoting digital transformation in economic sectors, transforming communication methods between state agencies and organizations, individuals and social relations in the digital environment.
According to Major General Hoang Anh Tuyen, these are new regulations, being prescribed for the first time, so a flexible mechanism is needed to promptly adjust when necessary, to meet the requirements of society.
At the Government's special meeting on law-making on September 23, the Government agreed to draft a law in the direction of not specifically regulating this content in the law, but assigning the Government to prescribe a roadmap and solutions for market development in accordance with reality.
