The Party and Government's policy of promoting economic growth, determined to achieve over 8% by 2025, is a correct and necessary direction in the context of Vietnam facing many opportunities and challenges. However, to achieve this goal, a synchronous strategy is needed, focusing on institutional reform, infrastructure development, improving labor productivity and ensuring macroeconomic stability, towards a sustainable and self-reliant economy.

For Quang Tri province, implementing Conclusion No. 123-KL/TW dated January 24, 2025 of the Party Central Committee and Conclusion No. 123-KL/TW dated January 24, 2025 and Resolution No. 25/NQ-CP dated February 5, 2025 of the Government, the Provincial Party Committee issued Conclusion No. 738-KL/TU dated February 18, 2025 and the Provincial People's Council issued Resolution No. 04/NQ-HDND dated February 20, 2025 on adjusting a number of socio-economic development plan targets for 2025.
Accordingly, a number of key economic indicators will be adjusted compared to the original, specifically: the growth rate of gross regional domestic product (GRDP) will reach 8% compared to 2024; GRDP per capita will reach 89.7 million VND; total social development investment capital will reach 32,800 billion VND and the poverty rate will decrease by over 1.5%. This is a very difficult and heavy task because the average growth rate of the province in the period 2021-2024 is 6.6% and the highest year (2022) will only reach 7.15%.
Therefore, it is necessary to focus on directing the development of specific plans to synchronously and effectively implement the goals, tasks and solutions set out in the Conclusion of the Provincial Party Executive Committee and the Resolution of the Provincial People's Council.
Mobilize the participation of the entire political system, create high consensus, unity and great efforts of all levels, sectors, localities, economic sectors and the People to remove bottlenecks; unblock resources; promote potentials and advantages; seek out potentials; exploit new growth drivers to create combined strength, ensuring the completion of the set goals. In particular, it is necessary to focus on the following important solutions:
Firstly, regarding mechanisms, policies and planning: The province focuses on perfecting mechanisms and policies to create momentum for socio-economic development, associated with effective decentralization and delegation of power. Implementing the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, ensuring consistency with the orientation of sustainable development. Completing the adjustment of the master plan in key economic zones such as the Southeast Quang Tri Economic Zone and the Lao Bao Special Economic and Commercial Zone to promote investment attraction.
Second, speed up the progress of construction works and investment projects in the area, especially key projects such as Quang Tri Airport, My Thuy Port Area, Coastal Road connecting the East-West Economic Corridor, Eastern Bypass Road of Dong Ha City, Quang Tri Ancient Citadel Special National Monument, Hai Lang LNG Plant, works under the BIIG2 Project... to create added value for the industry - construction sector, increase budget revenue and total social investment capital, create jobs and increase income for people. The rapid disbursement of public investment capital will create a strong spillover effect, activating and attracting investment capital sources.
To do this, it is necessary to improve the operational efficiency of the Provincial Dynamic Project Steering Committee, the Site Clearance Steering Committee, and the Special Working Group of the Provincial People's Committee. Focus on reviewing and classifying difficulties and problems (regarding mechanisms, policies, planning, compensation, site clearance, earthwork and construction materials, etc.) to direct and assign each department, branch, and locality to have solutions to promptly, appropriately, and thoroughly resolve them.
Boldly remove administrative barriers in construction licensing, mining bidding and site clearance to support speeding up project construction progress. Actively and proactively support investors to remove difficulties and obstacles, ensuring project implementation progress as planned.
Third, focus on improving the investment environment, administrative reform and digital transformation, with a focus on reforming administrative procedures and creating a favorable investment environment for businesses. Promoting digital transformation and applying modern technology to management and production will help improve productivity and economic efficiency.
Increase the attraction of high-tech investment projects, promote innovation and science and technology. Promote the attraction of private investment in profitable projects such as agricultural processing factories, small and medium-sized eco-tourism areas, and logistics centers serving seaports. Provide maximum support to enterprises in legal procedures, tax and land incentives to speed up the progress of construction and operation. Organize specialized investment promotion activities, focusing on calling for FDI and private enterprises to invest in areas that have a direct impact on growth.
Fourthly, resolutely and boldly implement policies to support businesses in recovering and expanding production. Especially reducing taxes and fees for businesses in key sectors such as processing industry, agricultural exports and renewable energy. Providing short-term preferential credit packages, helping businesses access capital at low interest rates to invest in production. Promoting the practical effectiveness of the hotline to support businesses, immediately resolving issues related to administrative procedures, labor and markets.
Fifth, promote the development of agriculture, industry and services. Promote the restructuring of the agricultural sector towards modernization, develop organic and high-tech agriculture, and ensure sustainable value chains. The industrial sector will be developed in depth, increasing productivity and added value, focusing on the fields of renewable energy and industrial production.
In particular, focus on investing in developing industrial park infrastructure, creating favorable conditions to attract large enterprises. Carry out well the task of investing in preserving and embellishing historical relics such as Hien Luong - Ben Hai Banks, Quang Tri Ancient Citadel, and at the same time develop typical tourism products, exploiting the cultural and historical values of the locality to attract tourists. Implement solutions to stimulate consumption and tourism; organize large-scale events and festivals such as the Sea Tourism Festival, international trade fairs to attract tourists and increase spending in the province.
Strengthen tourism promotion on digital platforms, cooperate with travel companies to increase the number of domestic and international visitors. Issue consumer stimulus packages, reduce taxes, support retail businesses and domestic consumer goods production. Actively promote and link tourism development with other localities, make the most of geographical advantages and potential for sea and island tourism,...
The 8% growth target in 2025 is a big challenge for Quang Tri. However, with the strong determination of the political system, the consensus of all classes of people and the business community, the province can completely achieve this goal.
The synchronous implementation of solutions from institutional reform, accelerating investment, supporting businesses, developing the digital economy to improving labor productivity will be the “key” to help Quang Tri make a strong breakthrough. If successfully implemented, Quang Tri will not only complete the growth target but also lay a solid foundation for sustainable development in the following years.
