On the afternoon of March 25, concluding the National Conference summarizing the work of the People's Councils of provinces and centrally run cities in 2023 and deploying the work plan for 2024, National Assembly Chairman Vuong Dinh Hue emphasized that the activities of the People's Councils are increasingly effective and authentic, contributing to the socio-economic development tasks as well as the general development tasks of the locality. "A country with a population of nearly 6 million people but a total GDP of 260 billion USD, ranked first in the human development index and innovation index like Finland, places great importance on Vietnam. Finnish leaders said that Vietnam was the first country outside Europe they visited," Mr. Hue said, emphasizing that the country's achievements have been recognized by the world. In that general achievement, according to Mr. Hue, there are contributions from the National Assembly and local elected bodies. "Last year, we assessed that there was a fresh breeze in the activities of local elected bodies, this year we see that assessment is correct. That fresh breeze has a wider scope, more widespread impact, and better efficiency than last year," according to the National Assembly Chairman. As evidence, he said that the workload of the People's Council last year was very large. "Thus, the number of special and extraordinary meetings is greater than the prescribed number of meetings. Each locality has 3.6 more meetings than the prescribed number. Of which, there are many special and extraordinary meetings," Mr. Hue said, with 130 regular meetings, 154 special meetings and 73 extraordinary meetings. Ninh Binh and Quang Ngai alone have 6 extraordinary meetings, according to Mr. Hue. The National Assembly Chairman added that the number of resolutions issued by the People's Council is also at a record level, with 6,377 resolutions issued by the People's Council, an average of 193 resolutions/province or city. Of these, there are 1,681 legal resolutions, showing that the workload of the People's Council on legislation and regulation is very large. Regarding supervision, Mr. Hue said that there are 1,332 supervision delegations in 63 provinces and cities; through supervision, 13,273 problems and shortcomings have been discovered. In addition, in 2023 there will be an extraordinary volume that other years do not have, which is the vote of confidence for positions elected and approved by the People's Council, including 1,700 positions at the provincial level and 12,028 positions at the district level.

According to the National Assembly Chairman, localities with good People's Council activities have good budget collection and growth, demonstrating the important role of elected bodies. However, the National Assembly Chairman said that there are still some limitations that need to be overcome in the activities of People's Councils. For example, the settlement of recommendations and resolutions on supreme supervision on practicing thrift and fighting waste has not seen many changes, as shown by slow-progressing projects in localities. According to Mr. Hue, the situation of shirking responsibility and avoiding responsibility still exists. Accelerating to complete tasks Referring to the direction for the coming time, National Assembly Chairman Vuong Dinh Hue proposed to strengthen the implementation of the functions of local elected bodies to best complete the tasks in 2024. In particular, he requested to focus on reviewing and perfecting legal documents at the local level, contributing more and being more responsible for the development of laws and resolutions of the National Assembly, especially laws related to local socio-economic life. According to Mr. Hue, this year, many resolutions of a special nature are expected to be submitted by the Government to the National Assembly Standing Committee and the National Assembly for approval. Many localities are looking forward to issuing a pilot resolution on free trade economic zones. The Politburo has also just met to give opinions on a project to remove difficulties for projects in some localities after the conclusion of inspections, audits and verdicts.

Agreeing on the policy of issuing political decisions to remove obstacles related to this matter, the National Assembly Chairman emphasized the spirit of strictly handling violations, not legalizing violations, but removing obstacles to exploit the resources of the State and investors. In addition, the National Assembly Chairman said that this year, the National Assembly will conduct a general review of administrative procedures, so the People's Council needs to coordinate with the government to review administrative documents created by localities, and abolish unreasonable ones, along with increasing decentralization to localities. Mr. Hue also noted the task of preparing for public investment right now, otherwise it will be very "difficult". "It cannot be said that this is the government's, whenever he submits it, he will submit it. If you have money but no projects, you will die. This year, we must speed up to complete this term and prepare for the next term," Mr. Hue emphasized. Referring to the task of establishing new administrative units and rearranging administrative units at commune and district levels, resolving surplus labor as well as policies on treating people in the rearrangement, the National Assembly Chairman requested special attention to this work. In addition, Mr. Hue emphasized the need to comprehensively innovate the activities of the People's Council, improve the quality of sessions and the quality of People's Council delegates because this is a decisive factor in the quality of the elected body.
