On March 21, the Department of Home Affairs of Dak Nong province reported the results of the inspection of the petition of Mr. Ha Xuan Binh, former Head of the Department of Technical Infrastructure and Housing Management (currently Deputy Head of this Department) related to the organization and arrangement of the apparatus at the Department of Construction.

According to the inspection results of the Department of Home Affairs, after merging with the Department of Transport, the Department of Construction has 8 departments, currently has 7 department heads.

As for the Department of Transport, Vehicle and Driver Management, the Department of Construction did not select a head but assigned Mr. Nguyen Dung, Deputy Head of the Department of Transport, Vehicle and Driver Management, as deputy head.

Meanwhile, Official Dispatch No. 2152 dated February 26 of the Provincial Party Committee and Notice No. 372 dated March 4 of the Provincial People's Committee both have instructions and orientations that when arranging, all department-level leaders must be assigned.

The inspection results of the Department of Home Affairs also showed that, at the time of the inspection, the Department of Construction had not yet completed the position of Head of the Department of Transport, Vehicle and Driver Management.

While there are still redundant department heads, they must be arranged to be promoted to deputy levels, but they have not yet reported as requested in Official Dispatch No. 57 dated March 10 of the Department of Home Affairs.

Therefore, the Department of Home Affairs recommends that the Provincial People's Committee criticize and seriously learn from the experience of the leaders of the Department of Construction; direct the Department of Construction to strictly arrange the head of the department that is lacking a head according to regulations.

Review the entire process of implementing personnel work in arranging the organizational structure, and be responsible for the implementation results.

Previously, Mr. Ha Xuan Binh submitted a petition to the Dak Nong Provincial People's Committee regarding the arrangement of department-level leaders at the Department of Construction after the merger. This included transferring Mr. Binh from department head to deputy department head, while the Department of Construction still had a vacant department head position.

After that, the Provincial People's Committee assigned the Department of Home Affairs to handle the petition according to its authority. The Department of Home Affairs established an inspection team to handle Mr. Binh's petition.
