On February 28, the People's Council of Quang Yen Town, term XX, 2021-2026, held the 25th session (special session) to discuss and resolve a number of contents related to the establishment and reorganization of specialized agencies under the Town People's Committee and adjustment and supplementation of socio-economic development targets and tasks in 2025.
At the meeting, the People's Council of Quang Yen town decided to establish 5 specialized agencies; reorganize 2 specialized agencies; and maintain the functions and tasks of 3 specialized agencies. After the arrangement, establishment, and reorganization, the specialized agencies under the People's Committee of Quang Yen town were reduced from 12 to 10 agencies compared to before.
Accordingly, the town People's Council delegates voted to pass 3 resolutions at the meeting: Resolution on supplementing the socio-economic development tasks in 2025 with the economic growth target of 18.9%; Resolution on establishing and reorganizing specialized agencies under the People's Committee of Quang Yen town; Resolution on dismissing the town People's Council delegate for the 2021-2026 term for Mr. Do Van Vui.
According to the Resolution on the establishment and reorganization of specialized agencies under the People's Committee of Quang Yen Town: Establish the Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor - Invalids and Social Affairs; establish the Department of Agriculture and Environment on the basis of the Department of Natural Resources and Environment and receive additional functions and tasks on agriculture and rural development from the Department of Economy and functions and tasks on poverty reduction from the Department of Labor - Invalids and Social Affairs of the town; establish the Department of Economy, Infrastructure and Urban Area on the basis of the Department of Urban Management and receive additional functions and tasks on the field of small-scale industry, industry and trade from the Department of Economy of the town; establish the Department of Culture, Science and Information on the basis of the Department of Culture and Information and receive additional functions and tasks on science and technology from the Department of Economy. Reorganize the Department of Education and Training on the basis of receiving functions and tasks on vocational education from the Department of Labor - Invalids and Social Affairs of the town; Reorganize the Office of the People's Council and People's Committee of the town, transfer the function of advising on ethnic affairs to the Town's Internal Affairs Department, transfer the state management function of controlling administrative procedures, the one-stop mechanism, the interconnected one-stop mechanism in handling administrative procedures under the management function of the Town's People's Committee... to the Provincial Public Administration Service Center; maintain 03 specialized departments: Department of Justice, Department of Finance and Planning, and Town Inspectorate.
The Town People's Council also resolved to adjust the target of the town's production value growth rate in 2025 from 14.5% to 18.9%. Of which, services will increase by 23% or more; industry and construction will increase by 16.1% or more; agriculture, forestry and fishery will increase by 9.5% or more; striving to disburse 100% of the total capital for basic construction investment granted. The urbanization rate will reach over 90%, shifting from the social indicator group to the economic indicator group; the rate of rural households using clean water will reach over 95%.
