The restructuring marks a major turning point.

Speaking at the opening of the meeting, Deputy Governor of the State Bank of Vietnam Pham Thanh Ha said that the arrangement and reorganization of 63 State Bank branches in provinces and cities into 15 regional State Bank branches (in which the State Bank of Vietnam Region 6 was arranged from the State Bank branches in 5 provinces of Hai Phong, Hai Duong, Hung Yen, Quang Ninh and Thai Binh) is truly a turning point, marking a great transformation of the State Bank of Vietnam.

In addition, this arrangement has a great impact on professional and technical work such as financial and asset management of the State Bank; information technology system; payment system; monetary and treasury work; banking inspection and supervision work; advisory work for local Party committees and authorities on local economic development; coordination with specialized agencies in the area; management and supply of currency and treasury for credit institutions, enterprises and people in each province...

Deputy Governor of the State Bank of Vietnam Pham Thanh Ha led the State Bank's working delegation to work with the State Bank of Vietnam Region 6.

The Deputy Governor emphasized that the SBV's Board of Directors respectfully acknowledges, recognizes and highly appreciates the important contributions and dedication of SBV branches in provinces and cities in the process of restructuring and streamlining the apparatus; especially respects, commends, recognizes and highly appreciates the cadres and civil servants holding leadership and management positions and those who do not hold leadership and management positions and have been exemplary and responsible for the process of streamlining the apparatus, ready to sacrifice, voluntarily and proactively apply for early retirement; and ready to take on tasks in lower positions to stabilize the organizational structure in the process of restructuring and streamlining the apparatus.

Fast and smooth business operations

Reporting at the meeting, Acting Director of the State Bank of Vietnam Region 6 Nguyen Thi Dung informed that from March 1, 2025, the State Bank of Vietnam Region 6 will officially operate under the new model, with its headquarters located in Hai Phong City and 4 satellite locations operating in the provinces of Hai Duong, Hung Yen, Quang Ninh, and Thai Binh. The organizational structure of the State Bank of Vietnam Region 6 includes the branch leadership board and 7 functional departments. The total number of civil servants as of March 1, 2025 is 236, of which 130 work at the regional headquarters and 106 work at satellite locations, a decrease of 32 compared to before the merger. At the time of reporting, there are 256 credit institutions under the management of the State Bank of Vietnam Region 6.

According to Ms. Nguyen Thi Dung, although newly established and put into operation, the State Bank of Vietnam, Region 6 branch, has now begun to complete the organization, rearrange units, departments, and offices; create favorable conditions for facilities, care for the lives of staff and civil servants, especially staff and civil servants affected by having to move or change their working position from another province to the headquarters in Hai Phong City.

For professional tasks, the State Bank of Region 6 issued a Decision stipulating the functions and tasks of departments and equivalent units under the organizational structure of the State Bank of Region 6; issued the Working Regulations of the State Bank of Region; established a steering committee, council, and one-stop department to implement the tasks of the State Bank of Region; organized statistics and classified branches of credit institutions and people's credit funds in the area; at the same time, continued to organize and implement inspection work in 2025, supervision and enhanced supervision of branches of credit institutions and people's credit funds; established working groups to directly survey and grasp the actual situation at branches of credit institutions and people's credit funds in the provinces of Hung Yen, Thai Binh, Hai Duong, etc.

Overview of the working session

Up to now, the business activities of the State Bank of Vietnam, Region 6 branch have been deployed smoothly. The connection between the branch's headquarters in Hai Phong City and the "satellites" in the remaining 4 provinces has been smooth, continuous, and uninterrupted. Cash supply activities, processing of business transactions on digital platforms, and management, inspection, and supervision of credit institutions' activities in the area have all been smooth, without any problems compared to the time before the State Bank of Vietnam, Region 6 branch was established.

At the meeting, representatives of the leaders of commercial bank branches in the area also reported and spoke about the impact of the new operating model of the Regional State Bank on the operations of credit institutions; pointed out some difficulties, problems and made recommendations and proposals. Representatives of the Departments and Bureaus under the Central State Bank also discussed and answered the recommendations.

Deputy Governor of the State Bank of Vietnam Pham Thanh Ha answered and clarified recommendations and proposals from the State Bank of Vietnam and credit institutions in the region; at the same time, he directed and oriented the State Bank of Vietnam and credit institutions on organization and operation in the coming time towards stabilizing the organizational model, implementing key tasks of the banking sector on monetary, credit, inspection, supervision, payment, etc.
