Strong resources for national target programs

From this investment resource, the lives of people in rural areas, ethnic minority areas, mountainous areas, border areas, and islands of Quang Ninh province have increasingly improved.

In 3 years of implementing the national target programs and Resolution 06 dated May 17, 2021 of the Provincial Party Committee on sustainable socio-economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas, Quang Ninh province has mobilized over 82,000 billion VND. This is a large number, in the context that by the end of 2023, many localities have low disbursement rates for national target programs.

The highlight of Quang Ninh is mobilizing all resources in society, arousing the will and strength of the people. According to data from the Quang Ninh Provincial Statistics Office, of the 82,000 billion VND mobilized, state budget capital accounts for about 25% (equivalent to 20,700 billion VND). Credit capital alone is 60,000 billion VND, accounting for 73.1%, nearly 3 times higher than state budget capital. The remaining capital of business organizations and cooperatives is 165.3 billion VND, accounting for 0.2% and legally mobilized capital is over 1,100 billion VND, accounting for 1.35%.

Thus, from one dong of the state budget, Quang Ninh attracts four dong of non-budgetary capital to achieve the goal of improving the quality of life of the people, especially ethnic minority areas.

Quang Ninh has completed the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period 3 years ahead of schedule, moving to the construction and implementation phase according to the province's new multidimensional poverty standards, which are higher than the national average.

To achieve these results, during the implementation process, the province has led and directed the development and completion of documents, mechanisms and policies in accordance with actual conditions and regulations of the Central Government to develop agricultural and rural production, reduce poverty and build new rural areas (NTM). Provincial leaders have regularly inspected the progress and evaluated the results of the implementation of programs on a monthly, quarterly and annual basis, especially for communes building NTM in ethnic minority, border, mountainous and island areas.

The Fatherland Front and mass organizations have promoted their role in propaganda, mobilization, and helping people build new rural areas, supporting communes in ethnic minority, mountainous, border, and island areas to develop the economy, national defense, security, and social stability.

From the large resources mobilized, creating a vibrant atmosphere for poverty reduction, building new rural areas in the whole province in general and building sustainable socio-economic development associated with firmly ensuring national defense and security in communes, villages, and hamlets in ethnic minority areas, mountainous areas, border areas, and islands of Quang Ninh province in particular.

Thanks to that, the face of Quang Ninh's countryside has changed significantly. According to the provincial Ethnic Minorities Committee, up to now, 100% of mountainous communes have car roads to villages; 100% of communes in mountainous, border and island areas have national electricity grid; 100% of households have access to national electricity grid; 100% of households have solid houses. Many educational, cultural and medical facilities, centralized water supply facilities, and commercial infrastructure in ethnic minority areas have been invested in to be spacious and modern, meeting the needs of studying, medical examination, treatment and entertainment for the people. The rate of households using clean water is over 70%...

Economic models are increasingly numerous with high efficiency, many households have risen to escape poverty sustainably, even becoming well-off and wealthy. Many localities that used to be called "core poor" areas now have new, much more progressive lives. Typically, Ba Che district has 7 communes in ethnic minority areas, in mountainous areas, 4 communes have an average income higher than the average income of the district, with an income of 69.6 million VND/person/year; Binh Lieu district has 3/7 communes with an average income higher than the average income of the district, with an income of 64.3 million VND/person/year.
