On the morning of March 25, the City Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Ho Chi Minh City organized the scientific workshop "Ho Chi Minh City - Achievements in 50 years of construction, protection and development".

Maintain the leading position

Speaking at the closing ceremony of the workshop, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, said that the opinions presented at the workshop focused on 6 key groups of issues.

In particular, Ho Chi Minh City has inherited valuable lessons and promoted the significance of the victory of the struggle for national liberation and reunification in the cause of building, protecting and developing the city.

The discussions also affirmed that Ho Chi Minh City is a special urban area, a major economic, financial and commercial center of the country, a gateway connecting the region and the world. Over the past 50 years, the city's economy has developed remarkably, maintaining its leading position as the economic locomotive of the country.

Currently, Ho Chi Minh City has been transforming its economic model from breadth to depth, aiming to improve growth quality, focusing on developing high technology, green economy, digital economy, and circular economy. The proportion of skilled workers in economic sectors has also increased, while unskilled workers tend to decrease.

Ho Chi Minh City is also a center of culture, education, science, technology and innovation, focusing on foreign affairs and international cooperation activities. The city is not only a model of innovation but also a place where cultural values ​​converge and develop, and is the center of education and training of the whole country. This is the result of continuous investment with the spirit of innovation.

The presentations also affirmed that Ho Chi Minh City is a locality with many policies to care for social security and social welfare. Because the city puts the interests of the people first and foremost. In the development process, social security activities always go hand in hand with economic activities. In particular, it constantly cultivates the tradition of solidarity and affection in the social community.

The Ho Chi Minh City Party Committee focuses on, perseveres in, and improves the effectiveness of Party building, political system building, and mass mobilization work, strives to study and follow Ho Chi Minh's ideology, morality, and style, upholds honesty, sense of responsibility, and is closely attached to the people, is united, has a unified will to act, and is determined to build a clean and strong Party.

Ho Chi Minh City plays a very important role in the strategy of rapid and sustainable development, towards the new era of development of the country. Resolution No. 01-NQ/TW dated September 14, 1982 affirmed that Ho Chi Minh City is a major economic center, an international tourism transaction center of the whole country, with an important political position after Hanoi.

40 years later, Resolution No. 31-NQ/TW dated December 30, 2022 of the Politburo also emphasized that Ho Chi Minh City continues to be the driving force, locomotive, and leader in the role of an economic, financial, commercial, cultural, scientific, technological, innovation, and educational center of the Southern key economic region and the whole country, and is an important gateway connecting the region and the world.

From "go first, finish first" to "go first, finish first"

Previously, speaking at the conference, Major General, Associate Professor, Dr. Vu Quang Dao, former Director of the Vietnam Military History Institute (Ministry of National Defense), in the struggle for independence, freedom, and national reunification, Saigon, Gia Dinh, and Ho Chi Minh City were the places that went first and last, honored to be the places that recorded the opening and ending pages of the two victorious resistance wars against French colonialism and American imperialism.

According to Dr. Le Huu Phuoc, University of Social Sciences and Humanities (VNU-HCM), within 40 years (from 1982 to 2022), 4 resolutions of the Politburo on Ho Chi Minh City (Resolution No. 01-NQ/TW dated September 14, 1982, Resolution No. 20-NQ/TW dated November 18, 2002, Resolution No. 16-NQ/TW dated August 10, 2012 and Resolution No. 31-NQ/TW dated December 30, 2022) have fully demonstrated the increasingly important role and position of the city in all fields, especially the economic field.

Dr. Le Huu Phuoc analyzed that if in the first 20 years, Resolution No. 01-NQ/TW and Resolution No. 20-NQ/TW determined that Ho Chi Minh City would "gradually become an industrial, service, science and technology center of the Southeast Asian region", "make increasingly greater contributions to the Southern region and the whole country", then with Resolution No. 16-NQ/TW, the city was elevated to "a special urban area, leading the industrialization and modernization cause", "a locomotive, a driving force, with great attraction and influence of the Southern Key Economic Zone", "gradually become a major center of economics, finance, trade, science and technology of the country and the Southeast Asian region".

By Resolution No. 31-NQ/TW, the position of Ho Chi Minh City has become even more important as it "maintains its role as a major economic center of the country" and "soon becomes an economic, financial, and service center of Southeast Asia and Asia, with global competitiveness".

According to Dr. Le Huu Phuoc, the Party Committee, government and people of Ho Chi Minh City have made efforts to assume and effectively perform the role of economic locomotive and growth driver, striving to build the city into an economic, financial, commercial, scientific - technological and cultural center of Southeast Asia by 2030.

By 2045, the city aims to "become an economic and financial center of Asia, with sustainable development, high quality of life, GRDP per capita of about 37,000 USD, and an attractive global destination".
