Strive to complete the tasks of the National Target Programs in 2024

On July 19, the Steering Committee for National Target Programs (NTPs) of Quang Ninh province held an online conference for the whole province to assess the implementation of tasks in the first 6 months of the year; and directions for the last months of 2024. Vice Chairman of the Provincial People's Committee Nghiem Xuan Cuong chaired the conference.

In 2024, the total provincial budget allocated to implement national target programs in Quang Ninh province is over 1,291 billion VND. As of July 15, 2024, the total disbursed development investment capital was 381,822/981,947 million VND, reaching 38.88% of the assigned plan. All 3 national target programs achieved positive results.

Regarding the National Target Program on socio-economic development in ethnic minority, mountainous, border and island areas, on the basis of active implementation in conjunction with Resolution 06-NQ/TU dated May 17, 2021 of the Provincial Party Committee, people's quality of life continues to be improved. Traffic infrastructure, electricity and clean water continue to be improved. Many sustainable agricultural and forestry production models have been deployed, contributing to the economic development of ethnic minority areas. The whole province has 393 OCOP products with 3-5 stars, of which 50/393 OCOP products with stars belong to 15 entities, cooperatives and enterprises of ethnic minorities, remote areas...

Healthcare and education activities continue to be taken care of. Initial solutions to promote traditional cultural values ​​associated with tourism development in ethnic minority, mountainous, border and island areas are being implemented.

Regarding the National Target Program on Sustainable Poverty Reduction, by the end of 2023, the whole province will have no more poor households according to the Central multidimensional poverty standards. According to the provincial poverty standards, after the first 6 months of the year, the province has reduced 121 poor households and 828 near-poor households.

Implementing the National Target Program on New Rural Construction, currently, 7/7 districts in the province have been recognized as meeting new rural standards; 6/6 towns and cities have been recognized as completing the task of building new rural areas; 2 districts, Dam Ha and Tien Yen, have met advanced new rural standards. Some basic targets have been achieved and exceeded: the rate of national standard schools reached 90.22%, the health insurance coverage rate reached 95.3%; the income of people in mountainous, border and island ethnic minority areas reached an average of over 73.34 million VND/person/year...

In the last months of the year, to complete the tasks set out in the implementation of the National Target Programs in 2024, Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee emphasized that the Steering Committees of the National Target Programs at all levels need to continue to closely follow the plans and programs, have solutions to synchronously and comprehensively implement the assigned tasks, associated with the key tasks of the province as well as localities. The Fatherland Front, all levels and sectors need to promote propaganda to implement the emulation movement: "Quang Ninh joins hands to build new rural areas associated with the successful implementation of Resolution 06/NQ-TU; the movement "For the poor, no one is left behind", promoting the role of the people. Relevant units focus on directing the review, analysis and giving specific solutions to promote the OCOP 2024 program; complete the dossier to recognize Van Don and Hai Ha districts as meeting advanced new rural standards in 2023, complete the dossier in July 2024 and submit to the Central Appraisal Council the dossier to recognize Quang Ninh province as completing the task of building new rural areas.

He also requested the Department of Agriculture and Rural Development and localities to promote restructuring of the agricultural sector, develop the rural economy, especially focus on supporting the development of large-scale production, applying modern science and technology, linking in chains to increase product value; strive to raise the average income to 100 million VND/person/year.
