Create powerful and comprehensive transformation
Presenting the Government's Summary Report, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy said that the Program will be implemented over 11 years, with a total estimated capital of 122,250 billion VND, nationwide and in a number of countries with long-term cultural relations and long-term cultural interactions with Vietnam, and where a large number of Vietnamese people live, work and study.
The 11-year implementation period of the Program is divided into phases. In 2025, activities will be carried out to develop policy mechanisms, a system of documents guiding the implementation of the Program's tasks, a monitoring and evaluation system; training and capacity building of Program management staff; preparation for investment in tasks and other management contents.
The 2026-2030 period will focus on resolving the limitations and challenges that have arisen in the past; implementing the goals and tasks set for 2030. The 2031-2035 period will continue to build and develop an advanced Vietnamese culture with strong national identity so that culture becomes an endogenous strength and a driving force for national development and defense; implementing the tasks and goals set for 2035.
The program has 7 overarching goals including:
Create a strong and comprehensive change in cultural development and building and perfecting personality, ethical standards, identity, bravery, and value system of Vietnamese people and families.
Improve people's spiritual life, access to and enjoyment of culture, exercise and entertainment needs, narrow the gap in cultural enjoyment between regions, areas, social classes and genders, thereby improving labor productivity and work efficiency.
Mobilize the participation of all organizations, individuals and communities in managing, protecting and promoting the value of the nation's cultural heritage.
Mobilize resources, focus on key, quality and effective investments for cultural development, contribute directly to socio-economic development, promote cultural industries to become important components of the national economy.
Building a professional, high-quality cultural and artistic human resource with political courage to serve domestic needs and aim to meet foreign markets.
Promote the national, scientific and popular character of culture through investment to preserve traditional national culture, build a grassroots cultural environment, with the people as the creative subjects, and the intellectual and artistic team playing an important role.
International integration and absorption of the quintessence of human culture, building an advanced culture imbued with national identity, promoting the soft power of Vietnamese culture.
Presenting the Review Report, Chairman of the Committee on Culture and Education Nguyen Dac Vinh said that the Committee on Culture and Education agreed with the necessity of the investment policy for the Program and believed that the development of the Program at the present time fully meets the political, legal, scientific and practical bases. The dossier has met the requirements according to the provisions of law; it is proposed to continue to coordinate with relevant agencies to report to competent authorities for early comments on the Program.
Agreeing with the goals of the Program, however, the Committee on Culture and Education proposed to consider the feasibility and achievability of two specific goals by 2030. Specifically, Goal No. 5 strives for 100% of cultural and artistic units to implement digital transformation, applying achievements of the 4th Industrial Revolution and Goal No. 6 strives for 100% of students in the national education system to access and participate effectively and regularly in art education and cultural heritage education activities.
Members of the National Assembly Standing Committee basically agreed with the investment policy of the Program; they said that this is an important national target program with broad content, related to many fields and the entire social life.
Members of the National Assembly Standing Committee noted that the Program is a breakthrough, will concretize and promote the effective implementation of the Party's viewpoints, leadership and direction on cultural development, as well as the constitutional idea that everyone has the right to enjoy and access cultural values, participate in cultural life, and use cultural facilities in Article 41 of the 2013 Constitution.
Ensure the feasibility and consistency of the Program
Speaking at the meeting, National Assembly Chairman Tran Thanh Man noted that the general and specific objectives of the Program have been adjusted to avoid duplication with approved or ongoing programs and projects. The general objectives have become more general; the specific objectives are also more consistent and logical with the general objectives.
Emphasizing the need to ensure the feasibility and consistency of the Program, the National Assembly Chairman suggested that the Ministry of Culture, Sports and Tourism continue to review to ensure that the general goals closely follow the Party's policies and guidelines on developing Vietnamese culture and people, promptly update new policies; promote the strength of the people to build cultural and tourism brands; determine a system of goals with content, general goals with focus and key points...
The National Assembly Chairman suggested that the Program should focus on implementing activities in the fields of culture and arts, cultural heritage, grassroots culture, performing arts, music, dance, literature, fine arts, photography and film exhibitions, cultural education and training libraries, ethnic culture, etc. In particular, for grassroots culture, it is necessary to review and evaluate the promotion of cultural houses and information houses in hamlets and areas at present, as well as pay attention to evaluating according to the specific characteristics of each region.
Emphasizing that grassroots culture is an area that can be formed and exploited effectively without spending the budget, the National Assembly Chairman noted that it is necessary to pay attention to implementing the construction of grassroots culture so that all people are aware of building moral values and standards for Vietnamese people in the new period.
"The cultural sector coordinates with the agencies of Propaganda, Information and Communication, the Fatherland Front and organizations to promote the strength of the entire people in building cultural strength. Cultural strength lies in the people, at the grassroots level. This strength will help preserve the cultural heritage and traditions of our nation and country," the National Assembly Chairman emphasized.
To promote grassroots culture, the National Assembly Chairman noted that in the coming time, it is necessary to promote an important area, which is the area of agency culture. Accordingly, each cadre, civil servant, and public employee needs to promote the implementation of a culture of living and working according to the Constitution and the law, complying with office culture standards; units should focus on developing physical strength, stature, and life skills of people... In addition, localities should effectively implement movements to build cultural, green, clean, and beautiful hamlets, alleys, and houses to build culture.
"These are things that can be implemented immediately while the Program has not yet been included in the medium-term public investment plan." Emphasizing this, the National Assembly Chairman also requested the Government to report more clearly on the ability to mobilize and arrange resources to implement the Program in accordance with the response capacity of national resources within the overall medium-term investment plan for the period 2025 - 2030, and report to competent authorities for consideration.
"In particular, it is necessary to promote decentralization and delegation of power to localities; clearly define the contents that the Central Government implements and the localities implement; ensure that the contents assigned to localities for implementation, the Central Government only urges and guides localities to implement well," the National Assembly Chairman stated.
In the context of limited resources in our country, the National Assembly Chairman pointed out that when investing in programs and projects, feasibility must be ensured, and at the same time, it is necessary to change the viewpoint and thinking of directing and operating national target programs.
Based on the opinions of the National Assembly Standing Committee, the National Assembly Chairman requested the Government to direct ministries and branches to receive, review and adjust the Submission.
In her concluding remarks, Vice Chairwoman of the National Assembly Nguyen Thi Thanh suggested that, based on the opinions of the National Assembly Standing Committee, the Standing Committee of the Committee for Culture and Education preside over and coordinate with the National Assembly agencies to complete the Verification Report and develop the Conclusion of the Session on this content, and send it to the Government soon for timely completion, adjustment and revision of the contents.
