3 main solutions to ensure electricity supply

At the regular Government press conference in May 2023, regarding the issue of power shortage as well as solutions in the coming time, Deputy Minister of Industry and Trade Do Thang Hai said that at present, there is a reality that some places are lacking electricity for production as well as people's lives.

Regarding the electricity supply situation, the Deputy Minister said that in the first 4 months of the year, the supply was relatively stable. However, since the beginning of May, the record heat wave has been unpredictable and is expected to continue. This situation has increased the demand for household electricity.

In addition, the low water flow to hydroelectric reservoirs, especially in the North, also greatly affects the electricity supply situation. Especially in late May, the imported coal source was slower than the demand compared to electricity production.

"Recognizing the difficult situation, the Government, Prime Minister and Ministry of Industry and Trade have directed EVN, PVN, TKV and relevant units to closely monitor the weather situation, ensure the supply of raw materials for power generation. Speed ​​up the construction, upgrading and repair of power source and grid works...", Mr. Hai emphasized.

On the side of the Ministry of Industry and Trade, Deputy Minister Do Thang Hai said that he has followed the direction of the Government and the Prime Minister to deploy solutions to ensure electricity supply. He directed units to implement drastic and urgent solutions to respond and ensure electricity supply during the hot months.

In particular, Mr. Do Thang Hai pointed out 3 main solutions, the first is to ensure and strengthen the operation, operate the existing power system and ensure the supply of fuel to serve electricity production.

Along with that, the Ministry of Industry and Trade has directed power units to focus on effectively implementing the tasks assigned by the Prime Minister and the Government to ensure electricity supply in the dry season of 2023. At the same time, review the operation of the power system, direct power generation units to prepare documents ready to serve power generation...

According to Mr. Do Thang Hai, the Ministry of Industry and Trade also requested to increase coal production for electricity supply. Regulate coal supply to increase the amount of coal for electricity generation by about 300,000 tons for May and about 100,000 tons for each following month (June, July). As well as increase 18% of gas supply in the Southeast region and 8% of gas supply in the Southwest region for electricity production.

The second measure is to urgently bring renewable energy power plants to the grid. As of 5:30 p.m. on May 31, 7 projects with a total capacity of more than 430 MW have officially been commercially connected to the grid. 59/85 projects with a total capacity of 3,389 MW have submitted documents to the Electricity Trading Company to negotiate electricity prices...

"There are still 26 transitional power plants with a capacity of about 1,346 MW that have not yet sent documents to EVN to negotiate electricity prices," Mr. Hai informed.

The third measure is to save electricity. "Electricity should not be saved only when there is a power shortage," Mr. Hai emphasized that this is a long-term and consistent solution.

According to the Deputy Minister of Industry and Trade, in the coming time, with a total capacity of 81,504 MW while the highest load demand is 44,000 MW, if we ensure that the generators do not have problems, operate reliably and have enough fuel and water for hydroelectric reservoirs, we will overcome the power shortage and ensure electricity for production as well as people's lives.

The earliest projects to overcome difficulties and obstacles of wind and solar power projects

Regarding solutions to wind and solar power projects not included in the planning, Deputy Minister Do Thang Hai said that recently, the Prime Minister approved the Power Plan VIII, which only stated the total capacity of wind and solar power sources... developed until 2030 without any specific project names.

Currently, the Ministry of Industry and Trade is developing a plan to implement the planning according to the tasks assigned by the Prime Minister and specifying the capacity scale and progress of the project in each locality to report to the Government. For projects not included in the planning, the Ministry of Industry and Trade has issued a guiding document to resolve this issue.

Removing difficulties for projects is necessary, however, in addition to the issue of electricity price mechanism, projects must fully comply with other legal regulations: planning, investment, land, environment, fire prevention and fighting... The Ministry of Industry and Trade has worked directly with EVN and transitional power plants to guide the handling.

"With the viewpoint of harmonizing benefits, sharing risks as well as complying with legal regulations, based on that, we hope that the projects will soon overcome difficulties, obstacles, even violations... to soon be put on the grid," said the Deputy Minister of Industry and Trade.
