Concluding the national conference on social housing, Prime Minister Pham Minh Chinh directed 10 groups of important tasks and solutions, including breakthrough solutions, proposing a number of pilot mechanisms, such as bidding, building houses with mass-produced prefabricated components, cutting at least 30% of administrative procedures by 2025...
On the afternoon of March 6, Prime Minister Pham Minh Chinh chaired a national online conference on removing difficulties and obstacles and promoting the development of social housing.
The conference was held directly at the Government headquarters and online to 63 locations in localities across the country.
Attending the conference were Deputy Prime Ministers: Tran Hong Ha (Can Tho bridge point), Ho Duc Phoc; leaders of ministries, branches, central agencies; leaders of provinces and centrally-run cities; experts, leaders of real estate associations, banks, and large real estate enterprises across the country.
In recent times, the Prime Minister has chaired many conferences and given many instructions on social housing development. Most recently, on February 27, the Prime Minister signed Decision No. 444/QD-TTg assigning targets for completing social housing in 2025 and by 2030 for localities to add to their socio-economic development targets. Accordingly, in the 2025-2030 period, the whole country must complete 995,445 apartments to achieve the goal of building at least 1 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period.
According to reports and opinions at the conference, ministries and branches have urgently developed and submitted to the Government for promulgation 9 decrees and 2 decisions of the Prime Minister, and at the same time issued documents detailing newly promulgated laws (Housing Law 2023, Real Estate Business Law 2023, Land Law 2024, Law on Credit Institutions 2024...).
Regarding the results of social housing and housing development for workers, 103 projects with a scale of 66,755 units have been completed. The number of projects that have started construction is 137 projects with a scale of 114,618 units. The number of projects that have been approved for investment policy is 415 projects with a scale of 412,055 units.
Preferential credit capital of VND120,000 billion for social housing (currently VND145,000 billion) has been disbursed VND2,845 billion, including VND2,580 billion for investors in 20 projects and VND265 billion for home buyers in 15 projects.
There have been 655 social housing projects implemented with nearly 600,000 apartments.
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the reports of the Ministry of Construction and ministries, branches and localities on the current situation, implementation results, limitations, shortcomings, causes and experiences in removing difficulties and promoting the development of social housing; the opinions were very frank, close to the actual situation, practical, the solutions proposed were very specific and feasible.
Emphasizing the viewpoints on social housing development , the Prime Minister stated that the State has issued a number of mechanisms and policies to reduce costs and prices for social housing, but quality, standards and regulations must be guaranteed; infrastructure for transportation, society, health, culture, education, sports, electricity and water, etc. must be synchronous and convenient.
Developing social housing is a driving force for socio-economic development in the current context, contributing to increasing investment, consumption, ensuring social security, progress and equity, population development, and developing clean, green and beautiful urban areas. "Now there is no limit on having children to combat population aging, but with housing of only 10 m2, 15 m2, 20 m2, how can we have 3 children? This is a driving force for population development, not just a matter of accommodation," the Prime Minister said.
Investing in social housing is investing in the development of society and the country; it is an important task of the political system, requiring the participation of the entire political system, Party committees, authorities, the Fatherland Front, organizations, people and businesses.
The Prime Minister assessed that recently, the construction of social housing has had certain results, progress, and changes, but compared to requirements and expectations, it has not been achieved; nationwide, 655 social housing projects have been implemented with a scale of 593,428 units.
However, many localities have had slower implementation results than the plan registered in the Project. The disbursement of preferential credit capital of 120,000 billion VND for social housing is still slow and difficult. There are still obstacles and difficulties for social housing investment enterprises in accessing land, construction investment procedures, contractor appointment, credit, preferential policies, etc.
10 groups of tasks and solutions
To create positive and clear changes after the conference and achieve the set goals, the Prime Minister pointed out 10 groups of tasks and solutions for ministries, branches and localities.
Firstly , regarding institutions, the Ministry of Construction will take the lead in reviewing institutions, processes, and procedures to determine where the problems are, who will resolve them, how long it will take, when there will be results, "clearly identify the people, the work, the progress, the responsibilities, and the products"; if there are problems in laws, decrees, and circulars, which agencies must amend them and propose to the Government and submit them to the National Assembly. Emphasizing that preferential sectors must have preferential policies, the Prime Minister requested that this be submitted in March, at the latest in April.
Second, regarding planning, localities must plan and adjust social housing planning appropriately, and must be completed by the second quarter at the latest. If there are any problems, they must propose them. Localities must have plans and proactively allocate land to investors; study the recovery of wasteful projects and land that has been abandoned for many years, resolve problems and allocate them to investors; resolve and arrange adequate and quick land funds for investors; and clear land for businesses. The spirit is to be proactive and creative but clear, open, transparent, and prevent corruption, negativity, and waste.
Third , the Ministry of Construction reviews standards, norms, and norms related to social housing (such as height, construction materials, etc.). The Prime Minister directed that it is necessary to design models suitable for each region so that mass production can be studied, using prefabricated structures for quick construction; assigning large enterprises to implement, contributing to the development of industries serving social housing such as the production of steel and concrete components, etc.
Fourth , regarding infrastructure, localities must develop synchronous infrastructure to meet requirements, and if necessary, invest in public works; it is possible to assign synchronous contracts between social housing projects and infrastructure projects. It is important to prevent corruption, negativity, and waste.
Fifth, regarding the capital mechanism for social housing projects, the Prime Minister requested to study the appropriate profit level (currently 10%), which can be increased, but it is important that the project must be done quickly and promptly, "instead of having to complete procedures that take 3 years, doing it in just 1 or 2 months will help save compliance costs", if the project is prolonged, compliance costs will also increase, causing waste of time, effort, trust, and having to do each task and finish it.
Sixth , regarding resource mobilization, the Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to direct the Ministry of Finance to complete the establishment of a national housing fund in March 2025. Approve the list of people eligible to buy, rent, or lease social housing based on population data integrated with standards and criteria. Along with that, there is a mechanism to support local site clearance; mobilize social resources, people, public-private partnerships; local budget capital entrusted through the Bank for Social Policies... The State Bank does not count social housing loans in the credit 'room' of banks.
Seventh, the Government Office will preside over, review, and cut at least 30% of administrative procedures by 2025. People in need having to wait 5 years, 10 years to get social housing will not have much effect, the Prime Minister said.
Eighth , the Ministry of Construction assigned the Vietnam Association of Architects to organize a social housing architecture design competition, with prizes from the State budget, to be implemented before April 30, 2025.
Ninth , the Prime Minister emphasized the need to fight corruption, negativity, and waste.
Tenth , press and media agencies promote social housing programs, create motivation and inspiration for the whole society, people, businesses, and praise good practices and good experiences...
Regarding the recommendations, the Prime Minister assigned the Government Office to synthesize and report to the Government for competent proposals on matters beyond the Government's authority (such as related to bidding, contractor appointment, land allocation, appropriate financial models, appropriate profit levels, authorization for provinces and cities to expand capital for enterprises, infrastructure incentives, administrative procedures, etc.); including the proposal to issue a Government resolution to pilot contractor appointment in the implementation of social housing projects.
Increase social housing targets for Hanoi and Ho Chi Minh City
The Prime Minister requested that enterprises implementing social housing projects comply with regulations and avoid negativity and corruption. For social housing projects that have selected investors, the investors are requested to promptly complete legal procedures to start construction according to approved planning projects and investment policies.
When implementing social housing projects, it is necessary to ensure the best quality, synchronous investment in technical infrastructure (electricity, roads, clean water, etc.), synchronous investment in social infrastructure (such as: schools, kindergartens, flower gardens, parks, playgrounds, cultural houses, etc.). After starting construction of a social housing project, it is necessary to quickly provide, publicly announce, and fully provide information related to the project so that people know how to register to buy, rent-purchase, or rent.
Urgently start construction and ensure the completion of projects on the 20% land fund for social housing. Investors of industrial park projects urgently build accommodation to ensure accommodation for workers in the industrial park.
Along with that, proactively review the subjects and conditions, register with the People's Committees of provinces and centrally-run cities to be announced in the list of preferential loans from the 120,000 billion VND support package.
The Prime Minister also requested to study regulations allowing foreign enterprises and organizations to buy and rent social housing for workers and laborers, with the spirit of harmonious benefits and shared risks.
For localities, the Prime Minister requested the establishment of a Steering Committee for social housing development. For projects that have started construction, they must be determined to complete and put into use in 2025. Localities with great demand for social housing, especially Hanoi and Ho Chi Minh City, must enhance their responsibility in leadership, direction, and exemplary leadership, taking the lead in promoting social housing development, and completing the assigned goals in the project. Particularly, Ho Chi Minh City and Hanoi, each locality must complete 100,000 apartments by 2030 (the current target is nearly 67,000 apartments for Ho Chi Minh City and nearly 45,000 apartments for Hanoi).
Along with that, strictly implement regulations on reserving land for workers' accommodation in industrial parks and 20% of residential land in commercial housing projects and urban areas for investment in social housing development according to the law.
In localities with large social housing needs, it is necessary to plan and arrange independent social housing projects in suitable and convenient locations, with appropriate scale, full technical and social infrastructure; allocate funds, organize site clearance to create clean land for social housing to carry out procedures for selecting investors.
Resolutely direct the removal of obstacles in the coordination of work between departments, branches, districts, and counties, reduce and simplify administrative procedures on investment in social housing construction (project establishment, approval, investor selection, land allocation, land lease, site clearance, etc.) to support and encourage businesses to invest in the construction of social housing projects.
Urgently develop and promulgate annual and five-year plans for social housing development; based on the housing development program and plan and social housing completion targets assigned by the Prime Minister, allocate local budgets to carry out compensation and site clearance work to have clean land for social housing development.
Balance and arrange local budget capital to authorize the Social Policy Bank to provide loans for purchasing, leasing, and building, renovating, and repairing houses.
The Prime Minister also directed the Ministry of Public Security to intervene and strictly handle cases of fraud and violations of the law in social housing development.
