Research on investment and synchronous completion of rest stops on 4 key northern expressways

The People's Committees of Tuyen Quang, Ha Giang, Cao Bang, and Lang Son provinces directed the review of capital sources, research on investment plans for rest stops, ITS, and ETC systems, and complete them synchronously when the four key northern expressway projects come into operation.


The above direction is included in the conclusion just issued on March 18 by Deputy Prime Minister Bui Thanh Son - Head of Inspection Team No. 5 on reviewing and removing difficulties and obstacles related to key transport projects scheduled to be completed in 2025.

These are the projects: Tuyen Quang - Ha Giang section through Ha Giang province, Tuyen Quang - Ha Giang section through Tuyen Quang province, Dong Dang - Tra Linh, Huu Nghi - Chi Lang.

Currently, the remaining volume of projects to be completed is very large, while there are still some issues regarding site clearance, materials, capital sources and slow construction progress.

The Deputy Prime Minister requested localities, investors, contractors, and consulting units to clearly state: Promises must be fulfilled, commitments must be fulfilled, and projects must be completed before December 31.

For the Tuyen Quang - Ha Giang Expressway project (phase 1), the section passing through Tuyen Quang province, the remaining site clearance volume of the project is not much, only 5.7km (8%), it is requested that the People's Committee of Tuyen Quang province must commit to completely completing the site clearance work of the project and handing it over in March.

The Secretary and Chairman of the Provincial People's Committee must focus more on leadership and direction... and must participate in site clearance work.

Regarding material sources, there is currently a shortage of 0.35 million m3 of stone and 1.97 million m3 of soil. The project is on the list of projects that are subject to special mechanisms under Resolution No. 106/2023/QH15 of the National Assembly, so this issue is under the jurisdiction of the locality.

The Deputy Prime Minister requested the People's Committee of Tuyen Quang province to urgently direct the Department of Agriculture and Environment to immediately work with the investor and construction contractor to clarify the needs, the missing volume, propose the mine to grant, and resolve the procedures for granting and opening the mine within a maximum of 10 days.

The Deputy Prime Minister requested that the minutes of the meeting between the parties be sent to the Government Office and the Ministry of Construction for synthesis and reporting in the next working session.

Regarding the source of capital to increase revenue and save expenditure from 2023 (capital of 2,000 billion VND), the Deputy Prime Minister requested the People's Committee of Tuyen Quang province to urgently implement the Prime Minister's direction, resolutely without delay.

Regarding the Tuyen Quang - Ha Giang expressway project (phase 1), the section through Ha Giang province, regarding site clearance, the Deputy Prime Minister highly appreciated the efforts of the Ha Giang Provincial People's Committee to complete 100% site clearance.

Regarding material sources, the project still lacks about 0.29 million m3 of stone, which is under the responsibility and authority of the People's Committee of Ha Giang province, the contractor and related units.

The Deputy Prime Minister requested the People's Committee of Ha Giang province to direct relevant units to speed up the procedures for granting mineral exploitation licenses for stone mines, to be completed by March 2025.

Regarding the investment project to build the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway under the form of public-private partnership, phase 1, regarding site clearance, material sources, and dumping sites, the Deputy Prime Minister assigned the People's Committees of Cao Bang and Lang Son provinces to resolutely direct agencies and units to resolve related procedures, speed up the progress of converting forest land use purposes, relocating technical infrastructure, and handing over clean sites.

At the same time, thoroughly resolve the problems and shortcomings regarding material mines and dumping sites; localities must commit to completing them in March.

Regarding construction, the project's site clearance area has reached 95%, the project started construction on January 1, 2024, and has been under construction for 14 months, but has only reached 19% of the contract value, which is very slow.

To complete the remaining 81% of the volume in 10 months, the contractor focused on maximizing resources, machinery, equipment, overtime, and extra shifts to compensate for the slow volume and to achieve the goal of completing the route before December 31.

The Project Management Board, investors, and contractors must have a written commitment to complete the project in 2025.

Regarding the Huu Nghi - Chi Lang border gate expressway project under the BOT form, regarding site clearance, the remaining volume is currently about 9.9 km (equivalent to 17%).

The Deputy Prime Minister requested the People's Committee of Lang Son province to direct relevant agencies and units to completely complete the relocation and renovation of high-voltage power lines in March.

Also this month, there must be a temporary housing plan during the construction of resettlement areas to hand over the entire site.

Lang Son Provincial People's Committee must commit to the Prime Minister to complete site clearance for the project in March.

Regarding the dumping site, the project's current dumping reserve is about 4.0 million m3 short.

The Deputy Prime Minister requested the People's Committee of Lang Son province to direct the Investor/project enterprise to urgently organize a review and supplement dumping sites to ensure the project's dumping needs; at the same time, the project enterprise urgently studies and proposes additional dumping sites to report to the People's Committee of Lang Son province for consideration and approval, with completion time in April.

The People's Committees of the provinces direct investors/project enterprises to review the project's capital sources, study investment plans for rest stops, ITS and ETC systems, and ensure synchronous completion when the project is put into operation.

The Ministry of Construction, as the standing agency of the Inspection Team, continues to proactively monitor and grasp the situation, coordinate with the Government Office to urge assigned tasks, promptly synthesize and report to competent authorities to resolve difficulties and problems.
