Complete the site clearance of Ho Chi Minh City Ring Road 3 project in March

The People's Committees of Dong Nai, Binh Duong, and Long An provinces need to direct the acceleration of site clearance for undelivered locations, to be completed by March 2025; and have solutions to compensate for the slow output at the Ho Chi Minh City Ring Road 3 project.


The above direction was stated in the conclusion of the working session of Deputy Prime Minister Mai Van Chinh, Head of Inspection Team No. 7, after inspecting the construction site and chairing a meeting at the Ho Chi Minh City People's Committee on the Ho Chi Minh City Ring Road 3 Project.

In conclusion, the project's compensation, support and resettlement work has not been fully completed as directed by the Prime Minister.

The Deputy Prime Minister requested the People's Committees of Dong Nai, Binh Duong, and Long An provinces to direct the People's Committees of Nhon Trach district (Dong Nai province), Thuan An and Di An cities (Binh Duong province), and Ben Luc district (Long An province) to speed up the progress of site clearance for undelivered locations, to be completed by March 2025.

The Management Board of Traffic Construction Investment Projects of Dong Nai and Binh Duong provinces and the Management Board of Construction Investment Projects of Long An province were assigned to urgently complete the selection of contractors and relocate high-voltage power stations in April 2025.

Ho Chi Minh City People's Committee directed the People's Committees of Binh Chanh District and Thu Duc City to complete the handover of the remaining 0.15 km of land before March 20, especially the 8 positions of the Thu Duc City overpass; directed Saigon Water Corporation to relocate the D1200 water pipeline at Tan Van intersection in March 2025.

Binh Duong Provincial People's Committee directed the People's Committees of Thuan An and Di An cities to soon complete the infrastructure of resettlement areas, have solutions to arrange enough resettlement for the remaining 155 households to relocate, and hand over the site for the project in March 2025.

Regarding construction, the Deputy Prime Minister requested the People's Committee of Ho Chi Minh City, Dong Nai and Binh Duong provinces to direct investors and contractors to re-establish progress and find solutions to compensate for delayed output.

In particular, the 32.6 km section through Cu Chi, Hoc Mon, and Binh Chanh districts of component project 1, component project 3 through Dong Nai province, and component project 5 through Binh Duong province need to make efforts and have breakthrough solutions to strive to basically complete the expressway section by 2025 according to the Prime Minister's direction.

Localities are fully responsible to the Government and the Prime Minister if they fail to complete on schedule.

The People's Committees of Binh Duong Province, Ho Chi Minh City, and the Ministry of Construction urgently agreed and reported to the Prime Minister on the investment plan for the Tan Van intersection according to the Prime Minister's direction.

The investment project to build Ho Chi Minh City Ring Road 3 has a total length of about 76.34 km, with a scale of the completed phase of 8 expressway lanes; parallel roads on both sides (urban roads with 2-3 lanes); the divergent phase of 4 expressway lanes, parallel roads on both sides (urban roads with 2-3 lanes) with discontinuous investment.

The project passes through 4 localities including Ho Chi Minh City, Dong Nai, Binh Duong, Long An, with a preliminary total investment of 75,378 billion VND, basically completed in 2025 and put into operation from 2026.

The project is divided into 8 component projects including 4 construction component projects and 4 site clearance component projects, assigned to the People's Committee of Ho Chi Minh City, Dong Nai, Binh Duong, and Long An provinces as the managing agencies, implementing investment in the form of public investment.
