The Deputy Prime Minister requested the People's Committee of Tuyen Quang province to promptly complete site clearance for the Ha Giang - Tuyen Quang expressway project and hand it over for construction in March 2025.
On the morning of March 8, the Government's inspection delegation led by Deputy Prime Minister Bui Thanh Son worked in Tuyen Quang. The content was to review and remove difficulties and obstacles related to key transport projects scheduled to be completed in 2025.
Also attending were leaders of the Ministry of Construction, Ministry of Finance, Ministry of Industry and Trade, Ministry of Agriculture and Environment, and Government Office.

Inspecting the construction site of the Tuyen Quang - Ha Giang Expressway project through Tuyen Quang province, Deputy Prime Minister Bui Thanh Son highly appreciated the efforts of the provincial Party Committee and authorities in implementing the project. He praised the spirit and efforts of the construction units in mobilizing human resources and machinery to organize the construction, basically meeting the schedule.
The Deputy Prime Minister emphasized the importance of the Tuyen Quang - Ha Giang Expressway to the development of the Northern midland and mountainous region, and is also an important route to connect with China via the Thanh Thuy international border gate. Therefore, he requested the construction contractors to increase the mobilization of machinery, equipment and human resources to construct in accordance with the Prime Minister's direction, determined to complete the route by the end of 2025.

According to the report of the Ministry of Construction at the working session, the Tuyen Quang - Ha Giang expressway project, phase 1 through Tuyen Quang province, is currently stuck with 5.7km of undelivered land; lacking 0.35 million m3 of stone; lacking 1.97 million m3 of soil. Construction output reached 28%, 7% behind the contract; the section through Ha Giang province is still lacking 0.29 million m3 of stone.
Reporting to the working delegation, Chairman of Tuyen Quang Provincial People's Committee Nguyen Van Son said that the province is focusing on removing obstacles related to site clearance, resettlement, technical infrastructure relocation, lack of land for filling... The total accumulated value of implementation to date is over 1,341/4,7890 billion VND, reaching 28% of the contract value. The province is committed to completing the project according to the approved schedule.

Tuyen Quang Province proposed that the Government allocate an additional VND2,000 billion; consider supporting an additional VND1,800 billion to complete phase 1 of the project in 2025; support additional capital for the project of VND5,437 billion to implement phase 2. The province also requested the Ministry of Agriculture and Environment to soon give opinions on the recovery of minerals on the construction route.
Speaking at the meeting, the Deputy Prime Minister requested the People's Committee of Tuyen Quang province to promptly complete the project site clearance and hand it over for construction in March 2025. The People's Committee of Tuyen Quang province was assigned to direct the Department of Agriculture and Environment to work with the investor and contractor to clarify the needs and volume of missing materials, propose the mine to grant, and resolve the procedures for granting the mine within a maximum of 10 days.

In addition, Tuyen Quang directed the investor and contractor to build the "critical path" of progress to ensure the project's completion in 2025, have solutions to compensate for the delayed volume, and ensure quality, technical - aesthetic, environmental sanitation, and labor safety.
The Deputy Prime Minister requested the People's Committee of Ha Giang province to direct relevant units to speed up the procedures for granting mineral exploitation licenses for 4 quarries, to be completed in March 2025. The Ministry of Finance urgently submitted to the Prime Minister to balance and arrange additional capital for Ha Giang province to complete phase 1 (27.48 km).
In addition, continue to proactively review capital sources, balance capital allocation from local budgets and other legal sources to implement the project, proactively work with the Ministry of Finance to promptly allocate capital for the project in April 2025...
The Deputy Prime Minister also requested the People's Committees of the provinces to direct investors and enterprises to review capital sources, study investment plans for rest stops, ITS and ETC systems, and ensure synchronous completion when the project is put into operation.
