The Tuyen Quang - Ha Giang expressway project, the section passing through Tuyen Quang province, is entering a fierce construction phase with the goal of completing it on schedule.
Take advantage of sunny days to work
In early March, the atmosphere at the Tuyen Quang - Ha Giang expressway construction site was very urgent. Present at package No. 19 constructed by Truong Son Construction Corporation and Thanh Hung Investment and Construction Company Limited, reporters recorded dozens of workers working hard under the scorching sun. The sounds of excavators and rollers echoed everywhere.
Mr. Nguyen Van Hoa, an excavator operator for a contractor, shared: "For the past 3 weeks, the weather has been drizzling continuously, the wet soil is not suitable for foundation work. On rainy days, we take advantage of the opportunity to construct box culverts.
Now the weather is favorable, the sun is shining, we have started the construction. The mountainous terrain is complicated, there are places where we have to level the mountain, fill the soil which takes a lot of time. But everyone is trying because we want the highway to be completed soon."

Not only Mr. Hoa, many other workers are also trying their best to bring the project to the finish line on time. However, they also encounter many difficulties, especially the unpredictable weather.
Mr. Tran Van Dung, a road construction worker, said: "At the construction site, it is dusty in the dry season and muddy in the rainy season. Sometimes the construction has to be temporarily stopped because the ground is soft. But the company has arranged more machinery and mobilized more manpower to make up for the progress."
Talking to reporters, Mr. Nguyen Tien Thanh, Deputy Construction Site Commander of Truong Son Construction Corporation informed: "Package No. 19 has a total length of 16.62km, of which 2 sections are temporarily not under construction due to project adjustments (Km3+200 - Km3+800 and Km10+215 - Km10+615).
Currently, Package 19 is leading among contractors in terms of site clearance and road construction progress. There are 105 households on the route that must be resettled, of which 101 households have drawn lots and received land; 4 households have not agreed to draw lots; 55/101 households have moved their houses and handed over the land.

Regarding the construction progress, Mr. Thanh said: "Currently, the contractor has mobilized 132 pieces of machinery and equipment on the route, and arranged 19 construction teams, including: 12 teams for digging and filling the roadbed; 02 teams for blasting and breaking rocks; 02 teams for constructing the N1 bridge and Kim Phu bridge; 03 teams for manufacturing components.
The cumulative construction value reached 304.56/885.316 billion VND, reaching 34.40%. However, the contractor is still facing difficulties due to lack of soil for embankment, specifically, it is estimated that the route is short of about 800,000 cubic meters.
Difficulty in space
At package No. 20 (from Km23+00-Km43+00) under the responsibility of 168 Vietnam Construction Group Joint Stock Company - Cuong Thinh Thi Construction Investment Group Joint Stock Company, the construction of items is being accelerated and rushed to make up for the time the construction site was delayed due to the drizzly weather that has lasted for many weeks.
Talking to reporters, Mr. Pham Dac Dien, Commander of Package No. 20 said: "Taking advantage of the sunny weather, the unit deployed 19 construction teams with 242 machines and equipment and about 140 workers.
Currently, the contractor has implemented the construction of 14/27 civil underpasses; 8/14 large box culverts; 75/144 Assembled culverts of various types; Excavated unsuitable soil 364626/472084m3, reaching 77.24%; Excavated various types of roadbed soil 1,647,729/5,965,719m3, reaching 27.62%; Filled soil on K95 roadbed 1,126,298/3,623,672m3, reaching 31.08%; Filled sand to treat weak foundation 70,878/83,926m3, reaching 84.45%. The value of construction and installation is 253.08/1,250.85 billion VND, reaching 20.23% of the contract value".
Machinery, equipment and workers are mobilized densely on the route to ensure progress.
According to Mr. Dien, package 20 has received 16.5/20km of land. However, the land handed over is not continuous, "mixed", so the construction work is very difficult. Many sections of the route handed over are embankments but the hills have not been cleared, leading to a lack of land for embankment.
"Many households have just paid for property on the land but have not paid for the land, many households have land disputes with Tan Phong Forestry, and some households have not completed the resettlement site so their families have not moved, on the route there are still power lines crossing the route, transformer stations, and transmission towers that have not been moved... causing many difficulties for the construction work. There was a lot of rain in February, so it also significantly affected the progress and output of the construction package," Mr. Dien added.
Not only is package 20 facing problems related to land, many other packages of the Tuyen Quang - Ha Giang expressway project are also in a similar situation because the section through Ham Yen district is entangled with many areas of forestry land.
Speaking with Giao thong Newspaper reporters, Mr. Hoang Van Hai, Deputy Director of the Traffic Construction Project Management Board of Tuyen Quang province, informed: "On the route, there are still 93 households that have approved the compensation plan but have not agreed to receive the money, and have petitions related to low compensation prices, lack of assets, building houses on agricultural land without compensation...; 162 households have not approved the compensation plan related to Sub-project 1 and Sub-project 2, which exceed the total investment, requiring adjustment of the Sub-project.
Regarding the issue related to land originating from Forestry Companies, land of Programs 327 and 661 in Ham Yen district; 184 households have not yet handed over the land because the land and procedures for land allocation and issuance of land use right certificates to households have not been completed... creating 65 bottlenecks, especially for major bottlenecks related to land of Forestry Companies in Ham Yen district".
According to Mr. Hoang Van Hai, Deputy Director of the Management Board of Traffic Construction Projects in Tuyen Quang province, there are still many sections on the route that have land clearance problems.
With such a large number of problems, this person believes that the resolution time will be very long if the resolution plan is not synchronous and timely.
"If we do not focus on resolving this issue, we will not be able to complete 100% of the site clearance to hand over to the contractor for construction in the first quarter of 2025 as directed by the Provincial People's Committee, which will greatly affect the construction progress, making it very difficult to urge and direct the construction, and there is a risk that the project will be behind schedule," Mr. Hai added.
