The Ministry of National Defense has just issued Instruction 4705/HD-BQP on the selection and calling of citizens for military service in 2025. Accordingly, in 2025, there will be a selection for military service and a call for citizens to join the army in one batch, with the time for military transfer from February 13 to February 15.

In order for the 2025 military recruitment work to meet the assigned targets, ensure quality, and comply with the provisions of the 2015 Military Service Law and its implementing regulations and instructions, the Ministry of National Defense provides guidance on a number of contents of the 2025 military recruitment work.

For localities that conscript soldiers, perform well the work of registering for military service and managing citizens of military service age. In addition, improve the quality of voting and recommending male citizens of military service age to participate in the preliminary selection for military service to ensure democracy, fairness and transparency.

Organize the review of citizens temporarily deferred from military service and exempted from military service, citizens eligible for military service strictly and seriously, not allowing wrong subjects or missing citizens to join the army. Direct the public posting at the headquarters of the People's Committee at the commune level and notify each village of the contents in accordance with regulations.

Focus on selecting citizens who have graduated from universities and colleges with professions suitable to the needs of arrangement and use in order to select a source of high-quality citizens to join the army to meet the requirements of the task of building the Army in the new situation.

At the same time, recruit children from ethnic minority areas (under 10,000 people) to create a source of grassroots cadres for the locality. Ensure that all communes, wards and towns have citizens to join the army. Prioritize the allocation of military recruitment quotas appropriate to each locality, linked to the mobilization areas of units up to the district level.

Coordinate and create conditions to help units penetrate "three times, four times know" and units assigned with the target of selecting female citizens to join the army to comply with regulations.

Complete all military service records and related procedures, prepare well all aspects to ensure citizens joining the army. At the same time, promote reform and simplify administrative procedures; carefully prepare and organize a solemn and ceremonial military handover ceremony.

Continue to care for and implement well the military rear policy for citizens and their families joining the army.

In case of unqualified re-inspection, compensation must be made within the correct time.

Also according to instruction 4705/HD-BQP, units must coordinate and cooperate closely with military units in the process of selecting, training, and reviewing the standards of new soldiers; in cases where the reviewing unit does not meet the standards, compensation must be made to ensure quality, on time, and report to superiors according to regulations.

Improve the quality and effectiveness of inspection and guidance work, grasp the situation, proactively detect, prevent and strictly handle violations in military recruitment in accordance with the law; widely publicize to educate and create consensus among the people.

Timely grasp the aspirations of citizens and families of citizens called up for military service to propagate and encourage citizens to properly comply with the provisions of the law on military service, and not let petitions and complaints go beyond the level.

Ensure good policies, spiritual and material life for soldiers

For units receiving soldiers, leaders and directors develop plans to recruit, receive and train new soldiers. Coordinate and cooperate closely with localities that assign soldiers to recruit and receive soldiers in the right locations, in sufficient numbers, ensuring quality and meeting prescribed standards.

Assign competent, responsible, experienced officers who are well-trained and educated before returning to their localities to recruit soldiers. After the military handover ceremony, sign a strict military handover record in accordance with regulations, transport soldiers to their units on time, ensuring absolute safety.

The organization welcomes and ensures all aspects of policies, material and spiritual life, and disease prevention and control for soldiers from the first day they arrive at the unit.

Conduct a strict review of the new soldier standards. Coordinate with the local military assignment and promptly notify unqualified cases (if any), make compensations to ensure quality and time and report to the Ministry for monitoring and direction. Timely review and make a list of new soldiers and relatives eligible to apply for health insurance cards within the prescribed time.

Prepare well in all aspects to ensure training of new soldiers. Focus on organization and staffing of sufficient training framework. Ensure adequate weapons, equipment, military equipment, facilities, teaching models, training grounds, and training grounds according to regulations.

It is necessary to check, detect and encourage new soldiers with tattoos, tattoo letters, stickers, sprays, drawings... on their bodies to remove the tattoos themselves and strictly comply with regulations. Proactively inspect, promptly detect, prevent and strictly handle violations in military recruitment in accordance with the law.

Units with recruitment targets but not qualified to train new soldiers are assigned by the Ministry of National Defense to other units for recruitment and training. They must regularly coordinate and closely cooperate with the recruiting and training units to organize a strict handover and reception of military personnel before and after the end of training.

At the same time, grasp the ideological and disciplinary situation, promptly resolve any arising problems, and manage military numbers according to regulations.
