General Phan Van Giang assessed that the adjustment of the organization and military forces is an objective necessity, consistent with reality, and at the same time demonstrates new thinking and a new vision in adjusting the organization and forces of the military, increasingly better meeting the requirements of the cause of building, consolidating national defense and protecting the Fatherland.
The Minister of National Defense requested that Party committees, commanders at all levels, officers, soldiers and employees deeply, fully and correctly understand the position and significance of the merger and reorganization of agencies; determine determination, overcome difficulties, successfully complete assigned tasks; build a comprehensively strong agency that is "exemplary and typical", maintain and promote the achievements of agencies and units in the past time.

Previously, on February 20, reporting to President Luong Cuong, General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense, said that the army had adjusted nearly 2,900 organizations. Of which, 1 general department, 2 army corps, 37 department-level and equivalent levels, and nearly 300 departments were reduced. By the end of 2024, the organization of the Vietnam People's Army would be basically streamlined, strong, and have a synchronous and reasonable organizational structure among its components and forces, one year ahead of schedule compared to Resolution No. 05-NQ/TW.
