On the morning of March 13, National Assembly Chairman Tran Thanh Man, Head of Inspection Delegation No. 1910 of the Politburo, chaired a working session to announce the draft Inspection Results Report to the Standing Committee of Binh Dinh Provincial Party Committee.

Also attending the meeting were Vice Chairman of the National Assembly Vu Hong Thanh, Deputy Head of the Standing Inspection Delegation.

At the working session, Deputy Head of the Central Inspection Commission, Deputy Head of the Inspection Delegation Doan Anh Dung briefly presented the draft Inspection Results Report.

Accordingly, the four inspection contents include: The summary of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient" and Conclusion 121 on the summary of Resolution 18, associated with the establishment and operation of new Party committees; the organization of the implementation of Directive No. 35-CT/TW on Party congresses at all levels towards the 14th National Congress of the Party and Conclusion No. 118-KL/TW adjusting and supplementing a number of contents of Directive No. 35; the dissemination and organization of the implementation of Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; the implementation of Conclusion No. 123-KL/TW on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more.

Strive to double achievements in 2025

After listening to the opinions and concluding the working session, National Assembly Chairman Tran Thanh Man stated that all opinions agreed with the draft Inspection Results Report.

Regarding the summary of Resolution No. 18-NQ/TW, all opinions agreed with the policy of streamlining the apparatus. In the first phase, the locality did a good job of reorganizing and the new apparatus was effective.

Regarding the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more, the National Assembly Chairman requested the province to strive to achieve and exceed the set target.

The National Assembly Chairman said that during the 7th and 8th Sessions and the 9th Extraordinary Session, the National Assembly issued many mechanisms and policies to remove institutional and policy difficulties, promote resources, and promote the country's socio-economic development.

In the near future, the Government, ministries and branches will issue decrees and circulars to guide the implementation of policies in a synchronous manner. The National Assembly Chairman suggested that the province develop a plan so that when there are guiding documents, they can be implemented immediately.

The National Assembly Chairman assessed that in 2024, despite facing many difficulties and challenges, the entire political system and people in the province joined hands and achieved many positive results.

The province achieved 20/21 targets, including many important targets that were achieved and exceeded the set plan. Gross Regional Domestic Product (GRDP) increased by 7.78%, higher than the national average. GRDP scale reached 5.3 billion USD, ranking 25/63 localities nationwide.

Per capita income reached 97.3 million VND, up 9.7%. Domestic revenue was estimated at 15,694 billion VND, up 30.5% over the same period. Disbursement of public investment capital was among the top 5 localities with the highest disbursement rate in the country, about 8,800 billion VND. The poverty rate decreased by 2.12%, exceeding the plan by 2%.

Stating the ultimate goal of improving people's material and spiritual life, the National Assembly Chairman emphasized that the results in 2024 were very positive, the province needs to double the achievements in 2025; proactively remove difficulties to implement socio-economic development tasks.

Binh Dinh continues to analyze and evaluate many new models so that the Party Committee, government and people in the province can be more proud and excited, and at the same time determined and resolute to achieve the set goals.

The National Assembly Chairman noted that the province should pay attention to political and ideological work. Despite efforts, the implementation of the Party's guidelines and the State's policies and laws has not been consistent. "Only when the guidelines, policies and laws are clear can we do anything," the National Assembly Chairman pointed out.

According to the National Assembly Chairman, the unevenness of cadres from provinces, districts, and communes has led to limited development. In particular, the professional qualifications, skills, thinking, ability, management, etc. of cadres are still limited.

"The cadres have not been assigned correctly and accurately; or the cadres have been assigned but are not resolute, determined, and determined to do it. If "One call, all respond", "Top and bottom are of one mind", "Everything is clear", the cadre team will be stronger and better," the National Assembly Chairman pointed out.

Stick to 5 pillars of growth

Regarding the development orientation in the coming time, the National Assembly Chairman suggested that the province stick to 5 growth pillars. These are industrial development, focusing on developing high technology, high-value processing and manufacturing industry center; developing tourism into a spearhead economic sector, tourism into a smokeless industry, a driving force for economic development.

In addition, developing agriculture, forestry and fisheries based on high technology, focusing on the field of science and technology to modernize, increase production value and export; developing urban areas quickly and sustainably, urbanization becomes an important driving force to promote economic growth; strongly developing logistics services.

The National Assembly Chairman requested the province to stabilize the favorable investment and business environment, improve local competitiveness, and reform and simplify administrative procedures.

At the same time, develop high-quality human resources, improve the quality of the team of leaders, managers, civil servants and public employees. The arrangement and streamlining of the apparatus aims to select talented people, virtuous people, with enough heart and capacity to work.

In the current period, if cadres are not resolute and determined, have a mindset of waiting and relying on others, are afraid of hardship and difficulties, then they must be rearranged. "We must be bold, impartial, and objective in rearranging the apparatus. Rearranging the apparatus is a difficult task, but only when it is difficult can it be successful," the National Assembly Chairman emphasized.

The National Assembly Chairman hopes that Binh Dinh province will focus on developing synchronous socio-economic infrastructure; attach importance to and improve the quality of planning with breakthrough thinking, long-term vision, promoting potential and advantages, creating space and motivation for long-term stable development.

The province proactively coordinates with localities in promoting regional economy; strengthening Party building and rectification.

Emphasizing that the upcoming workload is still very large, the National Assembly Chairman requested Binh Dinh province to closely follow the Party's guidelines and the State's policies and laws in implementing tasks, especially the issue of streamlining the organizational apparatus.
