On January 5, at the conference to review the work of 2023 and deploy the work of 2024 of the Government and local authorities, comrade Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, made many important recommendations to the Prime Minister and the Government.
Speaking at the conference, Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, highly appreciated the close direction of the Politburo and the Secretariat; the smooth coordination of the National Assembly and the Government; and the drastic management and direction of the Government in 2023. Thanks to that, Vietnam has been able to withstand the disadvantages of external impacts, which is a very important achievement of the country in 2023.
It is also the joint efforts and consensus of the business community and people at home and abroad to overcome difficulties through the budget contribution to the country and the remittance flow to the country. Especially the dynamism and adaptation efforts of businesses in 2023, this is a factor that needs to continue to be promoted in 2024.
According to him, in 2023, despite many difficulties, thanks to the attention and direct support of the Central Government, Ho Chi Minh City has made efforts and determined to recover each month and each quarter, achieving many important results, contributing to growth recovery, removing long-standing difficulties and obstacles, unlocking resources and creating new driving forces for the city's development through the implementation of Resolution 98/2023/QH15 of the National Assembly.
Specifically, the city has focused on many solutions to promote growth such as promoting consumption (by stimulating consumption, tourism, promotions, public spending, regional linkages with 38 localities); promoting public investment and social investment (removing specific obstacles, resolving backlogs). The recovery of Ho Chi Minh City's growth increased from 0.7% in the first quarter to 9.62% in the fourth quarter and 5.81% in the whole year of 2023, which is very important, contributing to the recovery and implementation of the goal of stopping the overall growth decline of the whole country.
The city also focused on removing obstacles, restarting and starting new projects such as Ring Road 3; Tham Luong - Ben Cat - Rach Nuoc Len; Rach Xuyen Tam; Metro 1, 2... and actively implementing Resolution 98/2023/QH15 of the National Assembly, achieving important initial results. As a result, attracting social investment capital reached nearly 23% of GRDP; budget revenue reached nearly 447,000 billion VND (domestic revenue reached 101.2%), FDI capital reached 5.9 billion USD (up nearly 50%), remittances reached nearly 9 billion USD (up 38%).
In addition, there has been much progress in social culture; people's lives and social security have been taken care of. National defense and security have been ensured; foreign affairs continue to have many bright spots.
The Chairman of the Ho Chi Minh City People's Committee emphasized that Ho Chi Minh City completely agrees with the Government's forecast that there will still be many difficulties in 2024, and in some aspects, even more difficulties. Therefore, Ho Chi Minh City has prepared and implemented early solutions to promote consumption and investment from the beginning of the year to promote these growth drivers. At the same time, implementing the theme of the year, strengthening the building and rectification of the Party and a clean and strong political system, determined to effectively implement digital transformation and Resolution 98/2023/QH15 with 18 targets and 10 groups of tasks, specific breakthrough tasks.
In particular, the city promotes anti-corruption and anti-negativity activities; determines growth in 2024 from 7.5-8%; focuses on implementing digital transformation solutions, building digital government, striving for the digital economy to reach 22% of GRDP.
The city also deployed the Green Growth Strategy Framework for Ho Chi Minh City by 2030 and issued a policy framework, regulations and standards on the green market. Focus on implementing key projects, linking programs and projects to implement the Resolution of the City Congress and the plan to implement Resolution 24 of the Politburo on the Southeast and Resolution 31 of the Politburo on Ho Chi Minh City; complete and submit for approval the city planning and adjust the city's master plan; focus on implementing the policy mechanisms of Resolution 98/2023/QH15 of the National Assembly, effectively promoting working groups to remove difficulties and promote investment; focus on management, tighten discipline, and link the implementation of the Project to build an effective and efficient Ho Chi Minh City civil service and a digital platform for administrative execution.
In order for the city to complete its 2024 tasks and contribute to the overall results with the whole country, Ho Chi Minh City proposed that the Government soon issue 3 decrees guiding the implementation of Resolution 98/2023/QH15; the Prime Minister directed ministries and branches to continue to specify the contents of Resolution 98/2023/QH15 and support the city in removing obstacles (especially legal obstacles, difficult cases, long-standing cases, new complicated cases such as SCB, Van Thinh Phat...).
Comrade Phan Van Mai said that if the Central Government focuses on helping the city overcome these difficulties, Ho Chi Minh City will soon free up resources and have conditions to accelerate in 2024.
Ho Chi Minh City also proposed that the Prime Minister pay attention to directing the completion of the International Financial Center Project, the Can Gio International Transit Port Project, the Project to develop the urban railway system of Hanoi and Ho Chi Minh City until 2035 (according to KL-49/BCT), important traffic projects such as the expressways: Ho Chi Minh City - Moc Bai, Ho Chi Minh City - Thu Dau Mot - Chon Thanh, Ho Chi Minh City - Long Thanh - Dau Giay, Ben Luc - Long Thanh; Ho Chi Minh City - Can Tho railway, Thu Thiem - Long Thanh...
At the same time, Ho Chi Minh City proposed that the Prime Minister direct the Ministry of Health and related ministries and branches to closely assess the situation and be ready in case of an epidemic, so as not to be surprised.
