In recent days, social networks have been buzzing about the construction of two new cultural houses in Ha Long City at a cost of over 6 billion VND each. Many people believe that the cost of building these two cultural houses is too high.

Previously, in early January, the People's Committee of Hoanh Bo Ward (Ha Long City) held an inauguration ceremony and installed a signboard to welcome the 25th Ward Party Congress for the 2025-2030 term for the cultural houses in Troi 2 and Troi 5 areas.

Specifically, the Troi 2 cultural house was started construction on September 18, 2024 with a total planned area of ​​2,277m2. Of which, the construction area of ​​the cultural house is 316.8m2, with a scale of 1 floor, the main hall can accommodate over 160 seats.

The project includes items such as a traditional room, a sports training area, a restroom, and a warehouse with a total investment of 6.6 billion VND from the targeted supplementary budget of Ha Long City.

The Troi 5 Cultural House has a total planning area of ​​2,266m2, a construction area of ​​323m2, and a scale of 1 floor. The main hall of the Troi 5 Cultural House has 200 seats with a total investment of 6.4 billion VND from the targeted supplementary budget of Ha Long City.

Speaking to VietNamNet reporter, Chairman of Hoanh Bo Ward People's Committee Nguyen Viet Hung confirmed that the construction cost of the above two projects is correct. This budget includes design, survey and construction costs.

Regarding conflicting information on social networks, Mr. Hung said that construction was carried out in accordance with State regulations and policies and through appraisal and approval at all levels according to unit prices and norms.

"Currently, these two projects are being finalized. The functional units will review them again to check," said Mr. Hung.

According to the leader of Hoanh Bo ward, the letter calling on people to contribute funds to buy equipment inside the cultural house is in accordance with the resolution on investment, renovation, and upgrading of infrastructure in residential areas and urban areas formed before 2005 in the wards of Ha Long city, which includes the content that the State and the people do together. Specifically, the State invests in the cultural house and the people in the area contribute according to their ability to buy equipment inside.

"The ward chiefs are responsible for mobilizing contributions according to each family's ability and are not required. Some people do not support it, but they also have opinions," said Mr. Hung.

According to Ms. Pham Thi Lan Chi, Secretary and Head of Troi 5 area, after receiving the cultural house, Troi 5 area mobilized people to contribute to buy equipment. Troi 5 area has more than 420 households, each household was mobilized to contribute 300 thousand. However, some households did not agree, so it is estimated that only about 400 households contributed 120 million VND.

Ms. Chi added that up to now, she has only received 105 million VND in contributions from the people. With this amount, Troi 5 area has bought about 30 tables, more than 100 chairs, speakers, fans, connected a 3-phase electrical system, and a television was contributed by a household.

"Calling on people to contribute money to buy equipment for the cultural house is not mandatory, everyone volunteers to complete the interior. Any furniture purchased will have invoices and be made public to the people for transparency," Ms. Chi affirmed.
