Ho Chi Minh City starts construction of 3,500 billion VND waste-to-energy plant project
On the morning of March 5, in Cu Chi district, Ho Chi Minh City, VietStar Joint Stock Company held a groundbreaking ceremony for the VietStar waste-to-energy plant project with a processing capacity of 2,000 tons/day and a total investment of VND 3,500 billion.
VietStar waste-to-energy plant project is the second plant in Ho Chi Minh City to be built under Resolution 98/2023/QH15 on piloting special mechanisms and policies for the development of Ho Chi Minh City.
The project has a total investment of 3,500 billion VND, with a capacity to process 2,000 tons of waste per day.
According to the investor, the project will apply German technology to both treat waste and burn waste to generate electricity. The plant is expected to be completed after 16 months of construction.
Mr. Ngo Nhu Hung Viet, General Director of VietStar Joint Stock Company, said that the company has been preparing for 10 years for the project to start as it is today. Mr. Viet affirmed that the project will apply the most advanced machinery and technology.
"We commit to Ho Chi Minh City that the project will be completed as quickly as possible and will apply the best technology. We will work with the City to protect and build the environment," Mr. Viet pledged at the groundbreaking ceremony.

Speaking at the groundbreaking ceremony, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong said that the city is facing major challenges in environmental pollution, especially the issue of urban waste management.
Currently, the City generates 10,000 tons of household waste every day. This figure not only reflects the scale of socio-economic development but also poses an urgent need to transform the management model from traditional waste treatment to exploiting waste as a valuable resource.
“The VietStar Waste-to-Energy Plant Project is one of the key projects in the new era of waste management in the City. More importantly, this is not just a waste treatment plant, but an important step forward in the strategy of developing renewable energy, reducing greenhouse gas emissions, improving the living environment and ensuring urban energy security, in accordance with Resolution No. 28/2023/NQ-HDND of the City and the sustainable development orientation of the whole country,” said Mr. Cuong.
Mr. Cuong suggested that VietStar Joint Stock Company try to shorten the progress from 16 months to 12 - 14 months.
In addition, the Vice Chairman of the Ho Chi Minh City People's Committee requested investors to increase the rate of recycling and reusing waste, not only focusing on burning to generate electricity but also aiming at the long-term goal of reducing waste generation, increasing source classification and developing modern recycling technology.
In particular, the City People's Committee has granted investment certificates to the project of Vietstar Company with a capacity of 2,000 tons/day and Tam Sinh Nghia Investment and Development Joint Stock Company (2,000 tons/day).
In July 2024, the Tam Sinh Nghia Waste-to-Energy Plant Project in Thai My Commune, Cu Chi District, Ho Chi Minh City started construction. On March 5, 2025, the Vietstar Company Project started construction.
The project of Tasco Joint Stock Company and Vietnam Waste Treatment Company Limited is carrying out procedures related to investment.
