Ho Chi Minh City prepares to start a series of "super" projects worth tens of thousands of billions

From now until the end of 2025, Ho Chi Minh City will start construction on many large-scale projects such as Can Gio International Transit Port, Xuyen Tam Canal, 2 sections of Ring Road 2...

On March 4, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc worked with the Department of Transport and Public Works on the progress and investment plan for key transport projects in 2025.

Reporting at the meeting, Mr. Tran Quang Lam, Director of the Department of Transport and Public Works, said that in 2025, the City's transport sector plans to start 15 large projects (or packages) with capital of thousands of billions of VND.

Among them, the Can Gio International Transit Port Construction Project (Phase 1) must be mentioned. This project was approved by the Prime Minister in mid-January 2025, with a total investment of VND 113,531 billion (equivalent to USD 4.8 billion).

Perspective of Can Gio International Transit Port Project

For bridge and road projects, the City will start construction of a pedestrian bridge across the Saigon River (investment capital of VND 1,000 billion); Ring Road 2 Project, Phase 1 (VND 9,328 billion) and Phase 2 (VND 4,543 billion); Nguyen Khoi Bridge and Road Project (VND 3,724 billion).

Regarding the dredging and environmental improvement projects, there are two large-scale projects that have been started: the Xuyen Tam Canal Improvement Project (from Nhieu Loc - Thi Nghe Canal to Vam Thuat River), with an investment capital of VND 17,229 billion, and the Northern Bank of Doi Canal Environmental Improvement Project in District 8, with an investment capital of VND 7,415 billion.

In addition, the City also expanded the Ho Chi Minh City - Long Thanh - Dau Giay Expressway connecting road, with an investment capital of VND938.9 billion; Component project 2 (residential access road, overpass) of the Ho Chi Minh City - Moc Bai Expressway Project with an investment capital of VND2,422 billion.

Mr. Tran Quang Lam said that the total public investment capital plan allocated for the City's public transport sector in 2025 is 36,433 billion VND, accounting for 43% of the City's total public investment capital of 81,149 billion VND (an increase of 15% compared to the public investment capital plan allocated in 2024).

Speaking at the meeting, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, said that the reason he chose the public transport sector as the first field he worked in after taking office as Chairman of the City People's Committee was because transport plays an important role, considered the "blood vessel" of the economy.

Mr. Duoc believes that the key task of Ho Chi Minh City in the coming time is to promote infrastructure investment, remove slow-progressing projects, put them into operation, and unlock resources for development.

“When there is a good transportation system, it will open up development space for the City, unleashing local and national resources,” the Chairman of the Ho Chi Minh City People's Committee emphasized.

To speed up the progress of project commencement, the head of the Ho Chi Minh City Government requested departments and branches to focus and accompany the transport sector in implementing project groups, especially coordinating in site clearance.

In particular, the Department of Agriculture and Environment of Ho Chi Minh City must strengthen guidance and remove obstacles for localities to have land for early implementation of traffic projects. The Department of Finance must pay attention and promptly allocate capital for the project.

The Chairman of the Ho Chi Minh City People's Committee requested that in addition to complying with legal regulations, heads of units must be flexible in implementing procedures. For example, doing steps in parallel, not mechanically making one procedure wait for another.
