The rate of party members admitted at school is still low.
From 2020 to 2022, the country admitted 12,093 student party members. Of these, 6,839 were female party members (56%), 575 were ethnic minorities (5%); 233 were religious party members (2%); 3,102 were union officials (25%); and 7,101 were party members with achievements in studying and scientific research. Of these, 86% of admitted party members were between 18 and 22 years old.
The work of developing Party members among students is still not commensurate with the scale. The rate of union members admitted to the Party in the school sector is low, accounting for an average of only 6% of the total number of excellent union members admitted to the Party.
The forum is an opportunity for provinces, agencies and units to share difficulties, limitations as well as experiences and good practices in the process of implementing Party development work among students.

Speaking at the forum, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai said that the work of developing party members in general and developing the party among students is one of the important contents in the work of Party building.
This is a difficult task, requiring perseverance and determination from the entire political system. Party committees, socio-political organizations, agencies and units must create conditions, opportunities and trust for young party members, helping them to be more aware of their responsibilities to the community and be ready to devote their youth to the country.
In recent times, the Standing Committee of the Ho Chi Minh City Party Committee has always focused on leading and directing the implementation of Party development work among students. From 2020 to present, Ho Chi Minh City has admitted 1,000 student party members, reaching 4.8% of the Party members admitted by the City Party Committee. After admission, the Party Committees of the schools continue to pay attention to monitoring to support, encourage and guide the new party members to ensure the responsibilities of party members, becoming an example for students to strive to follow.
Analyzing the reasons for the low rate of party membership development in schools, Deputy Head of the Organization Committee of the Da Nang City Party Committee Nguyen Trong Hung said that students at universities and colleges are still hesitant, do not really want to join the Party, are afraid of being tied down, and even do not strive to join the Party because they do not see any specific benefits. In the coming time, Party committees at all levels need to improve propaganda, education, and orientation of revolutionary ideals. At the same time, it is necessary to promote the role of party organizations, unions, and associations in schools; create dialogue forums between leaders and students to listen to the opinions, thoughts, and aspirations of union members and students.

Speaking at the forum, Secretary of the Ho Chi Minh City National University Youth Union Phung Thi Dieu Huong said that it is necessary to pay attention to the orientation of students' jobs after graduation in the public and private sectors. This is one of the reasons that affects students' choice to join the Party. At the same time, it is necessary to promote the development of party organizations in the private sector.
In addition, it is necessary to adjust the regulations on admitting party members and streamline them; increase the application of information technology, and connect information between relevant units in verifying backgrounds and collecting feedback from localities related to applicants for Party membership.
According to Ms. Phung Thi Dieu Huong, the time for students to study and practice in university is not long, while the process of examination, verification, and receiving comments from local authorities takes a long time. By the time it is completed, students have already decided to graduate.

Concluding the forum, Chairman of the Central Committee of the Vietnam Student Association Nguyen Minh Triet said that opinions at the forum affirmed that building a contingent of young party members among students is of particular importance. Developing a good force of party members in this group will create an abundant, high-quality human resource.
All opinions emphasized that Party committees and organizations in colleges, universities, and academies need to focus on leading and directing the Youth Union in schools to improve the quality of political and ideological education and Youth Union activities. Thereby, select and nurture excellent students; assign tasks and challenges at the right level, and at the same time review according to the right standards, principles, and procedures to nurture and develop Party members.
In addition, there are also opinions that the regulations and criteria for admitting students to the Party are not suitable for practice. Delegates proposed to study and advise the Central Committee to have general guidelines for the standards and criteria for admitting students to the Party.
With the comments, the Central Secretariat of the Youth Union will absorb and supplement the contents, solutions, and work of the union and youth in establishing specific tasks to be implemented in the coming time.

Head of the Party Grassroots Department, Party member of the Central Organization Committee Nguyen Xuan Liet, said that he will absorb the opinions and suggestions at the forum, synthesize and advise the Central Organization Committee to propose appropriate measures to improve the quality of admitting Party members who are students and in non-state enterprises.
Mr. Nguyen Xuan Liet said that in the past, the work of propagating and educating revolutionary ideals for youth at all levels has been focused on but has not yet achieved the desired results. In the coming time, it is necessary to continue to promote the implementation of this work. In addition, it is necessary to strengthen the role of Party committees at all levels; reform the procedures for Party admission to suit the situation of students.
