Despite many difficulties, with high determination, Can Tho City has successfully completed military and defense work, in which the activities of the militia and self-defense force (DQTV) have been improved.
In mid-May, in My Phuoc hamlet, My Khanh commune, Phong Dien district (Can Tho city), a landslide suddenly occurred along more than 50m of the riverbank, 8m deep into the bank. Upon receiving the news, the Phong Dien district Military Command immediately mobilized more than 50 militia soldiers to the scene to help people relocate their property, arrange temporary accommodation for people; place signs, barricades in dangerous areas, areas at risk of landslides... The landslide did not cause any human casualties but damaged 10 houses, worth about 10 billion VND. "Each person has a task, the militia soldiers are not afraid of hardships and dangers, wholeheartedly helping people in the dark. If it weren't for you, we would have lost everything due to the landslide," said Mr. Nguyen Van Lanh, a resident of My Phuoc hamlet.
According to Lieutenant Colonel Chau Minh Hai, Deputy Chief of Staff of the Can Tho City Military Command, with a high sense of responsibility, in recent times, the militia force has always been at the forefront in preventing, combating, and overcoming the consequences of natural disasters and incidents. From 2021 to present, the militia force in the whole city has participated in helping people overcome more than 30 landslides, storms, fires, and house collapses. In addition, during each "Military-Civilian Tet" and Chol Chnam Thmay, militia soldiers also participate in repairing roads; traffic diversion, hanging warning signs of danger in deeply flooded areas, barricading pond areas... during the flood season and high tides.
Realizing the important role of the militia and self-defense force, in recent years, the Party Committee and the Military Command of Can Tho City have advised and assisted the City Party Committee, People's Council and People's Committee in developing and promulgating leadership documents, directives, plans and projects on organization, training, operation and ensuring policies for the militia and self-defense force; thoroughly implementing the Party's directives and resolutions and the State's legal documents on the militia and self-defense force. In particular, strictly implementing Directive No. 16-CT/TW dated October 5, 2002 of the Central Party Secretariat on "Strengthening the Party's leadership over the militia and self-defense force and reserve forces in the new situation", the Law on Militia and Self-Defense Forces. Colonel Huynh Van Phuong, Deputy Commander and Chief of Staff of the Can Tho City Military Command, added: “The city directs military agencies at all levels to do a good job in selecting and recruiting members of the militia. Over the past years, the entire city has maintained effective operations in 83/83 military party cells in communes, wards and towns; the percentage of party members in the militia has reached 28.58%.”
Along with that, the work of selecting, training and using cadres of the commune-level military command has been paid attention to, led and directed by the local Party Committee and government in accordance with the regulations and procedures for cadres. From 2012 to present, the city has opened 3 intermediate professional classes in the basic military sector, training 226 comrades; sending 170 comrades to college, university and regular college and university training. Returning to their work agencies, this force has promoted their responsibilities well, meeting the requirements of the tasks in the new situation. In particular, 43 comrades have developed and assumed local leadership positions such as secretary, deputy secretary of the commune party committee, chairman and vice chairman of the People's Committee, vice chairman of the People's Council at the commune level.
In addition, to improve the quality of training and exercises, every year the City Military Command and the Military Commands of districts and towns organize training and fostering for cadres; organize competitions for initiatives to improve models and teaching aids; ensure good facilities, training grounds, and training grounds; and regularly innovate training methods. Lieutenant Colonel Vu Duc Binh, Deputy Commander and Chief of Staff of the Ninh Kieu District Military Command shared: "The District Military Command closely combines military training with political and legal education, building regulations, and training discipline... Thanks to that, the overall quality and capacity to perform tasks of the militia and self-defense forces are increasingly improved; 100% of annual training results meet requirements, of which good and excellent accounts for over 75%".
Currently, in addition to the regime implemented under Decree No. 72/2020/ND-CP dated June 30, 2020 of the Government, the militia force of Can Tho City is entitled to a daily allowance of 119,200 VND/person/day; in case of extending the time of participating in militia service, they will receive an additional allowance of 59,600 VND/person/day, and enjoy social insurance, health insurance and food allowances like non-commissioned officers and soldiers on active duty according to regulations. The work of building the militia force has received consensus and attention from local Party committees and authorities. All 83/83 commune, ward and town military command boards have their own offices, ensuring places to eat, rest, live and be ready for combat. Some communes are building separate houses for the standing militia platoons; District level has separate housing for permanent militia platoons, living regime and other aspects of implementation according to Decree No. 72 of the Government.
The results achieved show that with the attention and direction of local Party committees and authorities, and the Can Tho City Military Command, the city's militia and self-defense forces have been continuously built strong and widespread; contributing to building an increasingly strong national defense posture associated with a people's security posture in the area, meeting the requirements of the task of building and protecting the Fatherland in the new situation.
