At the Dialogue, the two sides discussed the global and regional situation and issues of mutual concern, highly appreciated the role of the region and ASEAN-led mechanisms, and affirmed their joint efforts to actively contribute to strengthening and consolidating ASEAN's solidarity and central role in the regional security structure. The two sides also emphasized the importance of resolving disputes by peaceful means, on the basis of international law.
Senior Lieutenant General Hoang Xuan Chien affirmed that Vietnam consistently pursues a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations; persists in the "Four No's" Defense Policy; persistently struggles to resolve all disputes and disagreements by peaceful means on the basis of international law. Regarding the East Sea issue, Vietnam's consistent stance is that relevant parties need to comply with international practices and laws, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS); comply with the Declaration on the Conduct of Parties in the East Sea (DOC), and promote the early conclusion of negotiations and the signing of a Code of Conduct of Parties in the East Sea (COC) in a substantive and effective manner.
On the basis of the 5th Vietnam - Thailand Defense Policy Dialogue in December 2023, the two sides assessed that bilateral defense cooperation continues to be actively and effectively implemented, achieving many outstanding results in areas such as exchanging delegations at all levels; maintaining and establishing new cooperation mechanisms; cooperation between military branches and services; education and training; military medicine; border management and protection; preventing transnational fraud and cross-border crimes; overcoming the consequences of post-war bombs and mines; coordinating and supporting each other at multilateral mechanisms and forums led by ASEAN...
In the coming time, the two sides agreed to continue to make efforts to promote the development of Vietnam-Thailand defense cooperation, in line with the Vietnam-Thailand Enhanced Strategic Partnership. In particular, the two sides will focus on strengthening the trust between the Ministry of National Defense and the two countries' armies, increasing the exchange of delegations at all levels, especially at the high level; effectively maintaining existing cooperation mechanisms, including the defense policy dialogue mechanism; education and training; enhancing the Young Officer Exchange; military-service cooperation; promptly consulting and sharing views on issues of mutual concern and orienting cooperation to be more substantive and effective; continuing to coordinate and support each other at regional and international multilateral forums...
On the afternoon of March 18, at the Thai Government Headquarters, Senior Lieutenant General Hoang Xuan Chien led a delegation from the Vietnamese Ministry of National Defense to pay a courtesy visit to Mr. Phum-tham (Phumtham Wechayachai), Deputy Prime Minister and Minister of Defense of Thailand.
Deputy Prime Minister and Minister of Defense of Thailand Phumtham Wechayachai welcomed Senior Lieutenant General Hoang Xuan Chien to Thailand to co-chair the 6th Defense Policy Dialogue; highly appreciated the bilateral defense cooperation as well as the support and participation of the Vietnamese Ministry of Defense in multilateral initiatives and activities organized by Thailand in recent times.
Mr. Phumtham Wechayachai expressed his impression when attending the activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army in December 2024, emphasizing that the bilateral defense cooperation between Vietnam and Thailand is a traditional and friendly relationship, with much room for expansion and development.

Senior Lieutenant General Hoang Xuan Chien highly appreciated the position, role and active and proactive participation of Thailand in general, and the Thai Ministry of Defense in particular, in promoting multilateral cooperation, especially within the framework of ASEAN, contributing to strengthening intra-bloc solidarity and enhancing the position of ASEAN. He hoped that in the coming time, the Thai Government and the Deputy Prime Minister himself would continue to pay attention and create conditions for defense cooperation between the two countries to continue to develop strongly, becoming one of the important pillars in the overall relationship between the two countries, for peace and stability in the region and the world.
On this occasion, Senior Lieutenant General Hoang Xuan Chien said that the Vietnamese Ministry of National Defense will send a delegation to attend the Defense and Security Exhibition in Thailand in November 2025. Mr. Phumtham Wechayachai happily accepted the invitation to visit the Vietnamese Ministry of National Defense, affirming his support for implementing the results of the Dialogue, enhancing defense cooperation between Thailand and Vietnam, including promoting cooperation between the Vietnam Coast Guard and the Thai Maritime Enforcement Command Center, cyber security cooperation, cross-border crime prevention, etc., making substantial contributions to the enhanced Strategic Partnership between the two countries.
Deputy Prime Minister and Minister of Defense Phumtham hopes that the two sides will continue to coordinate and support each other at multilateral forums, especially within the ASEAN framework, contributing to strengthening intra-bloc solidarity and enhancing ASEAN's position.
