Politburo member, Party Central Committee Secretary, Chief Justice of the Supreme People's Court Nguyen Hoa Binh chaired the conference. This is the second time President Vo Van Thuong has worked with the Court sector.

In 2023, the Courts at all levels will perform their duties in the context of the number of cases to be resolved continuing to increase with increasingly diverse and complex nature and levels. In addition to the requirement to do a good job of resolving and adjudicating all types of cases, the Courts must also organize the implementation of judicial reform tasks such as implementing the Law on Mediation and Dialogue at Court or organizing online trials.

Speaking at the Conference, President Vo Van Thuong assessed that in 2023, the Court sector has been proactive and creative, with many breakthrough policies and solutions to improve the quality of work. Trial work has had many positive changes; the rate of resolving cases is high; the quality of trials is increasingly improved; the law is strictly and uniformly enforced; litigation in court is expanded, more substantial, and more effective...; contributing to curbing the increase in crime, promoting the development of civil transactions, commercial business, and protecting the peaceful life of the people. The rate of cases annulled or amended due to subjective errors is lower than the previous year, reaching and exceeding the target assigned by the National Assembly.

In particular, the Courts at all levels have successfully tried many major corruption cases. The cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Anti-Negativity have been tried on schedule and strictly in accordance with the law. The Courts have proactively coordinated with the inter-sectoral litigation sector to resolve difficulties and obstacles in the process of handling major cases. The tried cases have received the approval, trust and high appreciation of cadres, party members and people; demonstrating the strictness of the law, affirming the determination to prevent and combat corruption and negativity of our Party and State.

The application of information technology is promoted; the public disclosure of court judgments and decisions is strictly implemented, ensuring people's right to access information, creating conditions for people and elected bodies to monitor court activities, while improving the capacity and responsibility of officials and judges in performing public duties.

Praising and appreciating the achievements of the Court sector in 2023, the President also pointed out that, in addition to the achieved results, the activities of courts at all levels still have some limitations and shortcomings such as: The rate of judgments and administrative decisions being annulled or amended due to subjective reasons has not met the target set by the National Assembly; there are still a number of cases being resolved beyond the statutory time limit due to subjective reasons; the capacity, responsibility, and qualities of a number of officials are still weak, with some officials violating the law...; the organization of the execution of death sentences is slow, the number of death row inmates who need to be executed is still low.

The President analyzed that, along with the process of deep international integration and the rapid growth of the economy, civil, commercial, labor and administrative disputes have increased dramatically, making the trial activities of the courts increasingly difficult and complicated. Meanwhile, the requirements of building a socialist rule-of-law state and judicial reform require further improvement of the efficiency and quality of judicial activities, in which trial activities are the center and litigation is the breakthrough.

On that basis, the President requested that Party committees and court leaders at all levels focus on promoting judicial reform, ensuring the independence of courts according to their jurisdiction, judges and jurors trying cases independently and only obeying the law; ensuring the substance of the independence of the two levels of trial.

“It is necessary to continue to improve the quality of trials, to prevent injustice, mistakes, and criminals from escaping, to ensure that they are reasonable, humane, and convincing. The prestige of the Court is the prestige of the Party, the State, and the regime, and the people's trust in justice and social equity. Each verdict must truly convince everyone, subdue criminals, convince all parties, and gain the sympathy of society; have a deterrent and warning effect, and contribute to building a society of order and discipline,” the President emphasized.

Specifying that the most important task of the courts is to improve the quality of trials, the President directed that it is necessary to focus on litigation activities in court in the spirit of judicial reform; to minimize the number of judgments that are annulled or amended due to subjective errors of judges. It is necessary to improve the quality, accuracy, feasibility of court judgments, especially the application of penalties.

“When mistakes are discovered, we must sincerely admit our shortcomings, promptly and resolutely overcome and correct them to protect the rights and interests of organizations and individuals; that is also a way to enhance the prestige of the court. Focus on handling requests for review and retrial. Promote the public disclosure of court judgments and decisions as a basis for people and relevant agencies to monitor court activities, and enhance people's trust in justice and social equity,” said the President.

The President requested that the trial of corruption and economic cases must study, evaluate, and decide on penalties commensurate with the nature and severity of the defendants' crimes; impose strict penalties on masterminds, ringleaders, and those who abuse their positions and powers; be lenient with salaried workers, first-time offenders, and those who confess honestly; focus on and effectively recover assets of organizations and individuals that have been misappropriated, lost, or damaged.

“Every mistake in the performance of public duties by judicial officials affects the political life, the legitimate rights and interests of organizations and individuals, and even the lives of people,” the President said, emphasizing the top priority in building a team of officials and civil servants, especially a team of judges who are truly “public-serving, law-abiding, impartial, and fair-minded”, with clear ethics, integrity, uprightness, thirst for justice, compassion, scientific, thorough, cautious working methods, good at their profession, and well-versed in the law.

In particular, the Head of the Central Steering Committee for Judicial Reform directed the Court sector to focus on completing the construction of the e-Court by 2025, improving the capacity of court administration on a digital platform, providing people with many convenient judicial services, contributing to improving the quality of court operations, building the image of a friendly court, truly a support for the people in protecting justice, human rights, and civil rights.

Along with that, it is necessary to strengthen the Party's leadership over court activities, uphold the principle of democratic centralism, promote the leadership role of Party committees, Party organizations, authorities and unions in each court agency; promote the exemplary role of cadres and Party members of the Court sector in society, especially the heads of courts at all levels; build a clean and strong Court sector; strictly implement the Politburo's Regulations on controlling power, preventing and combating corruption and negativity in investigation, prosecution, trial and execution activities.

At the Conference, the Supreme People's Court launched the book series History of the People's Court of Vietnam (1945 - 2023).
