In recent years, the Department of Agriculture and Environment (DARD) of Hoa Binh province has continuously made efforts to improve the quality of agricultural products, aiming at the export market. One of the important steps to increase value and ensure stable output is the development of growing area codes (MSVT) - a strategic solution in quality management and product traceability.

In Kim Boi district, there are currently over 202 hectares of fruit trees granted MSVT for export. Comrade Nguyen Thi Minh Anh, Deputy Head of the district's Department of Agriculture and Environment, said: After being granted MSVT, a number of agricultural products of the district were proactively sought out by enterprises and small traders to cooperate and purchase at higher prices, with more stable output, and the situation of being forced to buy at lower prices has significantly decreased. It can be seen that MSVT is an important "asset" of enterprises, cooperatives, cooperative groups and producers. This is the "passport" that creates opportunities for agricultural products of the district and the province to reach out to large markets, especially for export.
The issuance of MSVT has been and is being focused on by the provincial Department of Agriculture and Environment. Thereby expanding the consumption market, stabilizing output, increasing competitiveness, contributing to improving the value of agricultural products and economic efficiency for units, enterprises, cooperatives as well as production households in localities. In order to contribute to improving the product quality and added value of these key crops, expanding the issuance of MSVT and packaging facility codes (MSCSĐG) is an important solution to promote consumption in the domestic and export markets. In particular, MSVT is identified as one of the mandatory conditions for fruits to be able to export to demanding markets.
To achieve that goal, in recent years, the Department of Crop Production and Plant Protection (DPP) has developed and issued technical guidance documents for cultivating crops according to export standards. The supervision of MSVT and MSCSĐG for export has been focused on implementation. Accordingly, by the end of 2024, in cases of maintaining MSVT and MSCSĐG without changing the initial registration information, the export code to the markets of the following countries will continue to be maintained: the United States, EU, New Zealand, and South Korea. In cases of overcoming MSCSĐG, the facility has overcome the requirements to maintain MSCSĐG for export to the Chinese market.
Specialized units in localities also regularly strengthen propaganda and monitoring of MSVT and MSCSĐG integrated through technical support for cultivation and periodic surveys of harmful organisms in the fields. Instruct people, businesses, and cooperatives to raise awareness and responsibility in using and maintaining MSVT and MSCSĐG, contributing to ensuring stable and sustainable production and export of agricultural products.
The growing areas and packaging facilities that have been granted codes have maintained the conditions for the codes in accordance with regulations; regularly informed the specialized agencies about the use of the codes, such as the process of consuming and exporting agricultural products. Proactively and promptly updated information on the requirements of agricultural product importing countries to apply and implement the regulations correctly. In addition, the preliminary processing and packaging facilities have also proactively invested in equipment and machinery lines to ensure that the preliminary processing and packaging of exported agricultural products meet the requirements of food safety, plant quarantine and the requirements of maintaining the codes of the importing countries.
With the active support of the Ministry of Agriculture and Rural Development, and the efforts of organizations and individuals, Hoa Binh province currently has 57 growing areas that have been granted MSVT for export with a total area of over 612 hectares. Of which, there are 4 MSVT for red-fleshed dragon fruit for export; 48 MSVT for citrus trees for export, with an area of 332.48 hectares in the districts of Luong Son, Yen Thuy, Tan Lac, Kim Boi and Hoa Binh city. The markets that have been granted codes include: the United States, the EU, Newzaland, Korea, China...
Comrade Nguyen Hong Yen, Head of the Plant Protection Sub-Department, said: Maintaining and expanding MSVT with strict procedures from planting, care, and plant quarantine not only helps to facilitate product consumption, but also contributes significantly to building a transparent and responsible image in agricultural production in the province. Therefore, to achieve the goals set for 2025, the Plant Protection Sub-Department will continue to closely coordinate with local authorities to review and guide organizations and individuals in the province to build growing areas that ensure requirements on area, product quality, production and packaging processes, and complete registration dossiers with the Plant Protection Department to be granted MSVT and MSCSĐG.
