The total rooftop solar power capacity installed according to this draft decision nationwide is prioritized for unlimited development and is part of the national power development plan approved in Decision 500 dated May 15, 2023 of the Prime Minister.
Decision 500 sets out priorities and has breakthrough policies to promote the development of rooftop solar power for people and construction projects, especially in areas at risk of power shortages such as the North, and self-produced and self-consumed solar power. From now until 2030, the capacity of this type of power source is estimated to increase by 2,600 MW. This type of power source is prioritized for unlimited capacity development, provided that the cost is reasonable and the existing grid is utilized, without having to be upgraded.
Rooftop solar power systems installed at offices are given priority in budget allocation for implementation.
The incentive mechanism and requirements according to the draft are as follows: Organizations and individuals investing in developing rooftop solar power systems are exempted from electricity operation licenses and electricity business registration certificates. Rooftop solar power systems installed at offices are given priority in budget allocation for implementation.
Organizations and individuals investing in and using rooftop solar power systems are exempted from taxes and fees; and are entitled to loans with preferential interest rates according to the provisions of law.
Rooftop solar power systems installed in the power system that has been connected according to the regulations on the power distribution system do not have to perform a connection agreement. Previously installed rooftop solar power systems that meet the requirements of this decision are subject to this regulation.
The draft decision also states that the State Bank directs commercial banks to take measures to reduce lending interest rates to support organizations and individuals investing in rooftop solar power or design preferential interest rate loan packages. "Priority will be given to the Northern region," the draft emphasizes.
The Ministry of Finance allocates budget to support the development of rooftop solar power systems installed at offices, with priority given to the Northern region. The Ministry of Construction simplifies procedures for granting, exempting construction permits, and assessing construction safety for construction works with rooftop solar power systems installed. The Ministry of Public Security simplifies procedures on fire prevention and fighting. The People's Committees of provinces and cities report to the Ministry of Industry and Trade on the development of rooftop solar power systems in their localities before June 25 and December 25 every year.
In addition, Vietnam Electricity Group must develop a program to mobilize and propagate people and public offices to install rooftop solar power systems with the goal that by 2030, 50% of public buildings and private homes will use rooftop electricity for self-use purposes.
The Decision takes effect from the date of signing until December 31, 2025.
