On the afternoon of March 13, in Lao Cai, Deputy Minister Nguyen Sinh Nhat Tan had a working session with the Provincial People's Committee on the construction of the Vietnam-China cross-border economic cooperation zone.


Survey of the area planned to build a cross-border economic cooperation zone

Within the framework of the working session, Deputy Minister Nguyen Sinh Nhat Tan visited and surveyed the area planned to build a cross-border economic cooperation zone.

The Lao Cai province cross-border economic cooperation zone is located entirely within the Lao Cai border gate economic zone in Decision No. 1627/QD-TTg, dated November 23, 2018 of the Prime Minister approving the Master plan for the construction of the Lao Cai border gate economic zone - Lao Cai province to 2040, with a vision to 2050, including core and buffer zones.

Of which, the core area has a total area of ​​1,405 hectares, planned into 5 functional areas, including: Kim Thanh border gate area; park and entertainment area of ​​Bat Xat district, Lao Cai province; logistics area (logistics service area) in Kim Thanh - Ban Vuoc area; industrial park for processing, manufacturing, and packaging of import and export goods; Ban Vuoc sub-border gate area, Bat Xat district, Lao Cai province.

In this core area, regulations on incentives and investment attraction for the Border Gate Economic Zone are currently being applied, such as incentives on land policies and corporate income tax.

In the period of 2015 - 2022, the total mobilized social resources for investment in construction and development of the Border Gate Economic Zone reached 12,138 billion VND, of which the investment capital from the state budget was 2,566 billion VND; the capital attracted from non-budget investment was 9,572 billion VND.

The buffer zone has a total area of ​​4,133 hectares, expected to include: Muong Khuong border gate area; Y Ty and Bat Xat urban areas and Coc My - Trinh Tuong Industrial Park (Bat Xat).

The buffer zones have some areas within the border economic zone that are subject to investment attraction mechanisms and policies as the core zone. The remaining areas (mainly in the Y Ty urban area) are subject to investment incentive attraction mechanisms and policies of areas with particularly difficult socio-economic conditions.

Efforts to develop border gate economy

Border gate economy is one of the important economic sectors of Lao Cai. Information from Lao Cai Border Gate Customs Branch recently said that in the first 2 months of 2025, the total value of imported and exported goods through Lao Cai border gate reached over 160 million USD.

The main imported goods are agricultural products, confectionery, iron, steel and steel products, machinery and mechanical equipment, fertilizers, chemicals, and coke. The main exported goods include various types of peeled wood, dragon fruit, various types of cassava, green bananas, footwear, and durian.

Currently, the export of goods to China through Lao Cai border gate is showing signs of decreasing. The reason for this situation is that China has stricter management of imported goods. In addition, the decrease in Vietnamese agricultural exports is also due to the fact that many types of Vietnamese fruits have not entered the harvest season yet, so there are no goods to clear customs.

In 2025, Lao Cai province has directed the competent authorities at the border gate to continue to accompany businesses, creating favorable conditions for the import and export of goods, especially agricultural products of Vietnam exported to China through International Road Border Gate No. II, Kim Thanh, Lao Cai. The competent authorities continue to cut down administrative procedures, handle procedures quickly and smoothly to serve the customs clearance of goods well.

Lao Cai is striving to bring the total import-export value through border gates in the province to 9 billion USD by 2025.
