Nearly 700 projects and works to welcome
To achieve the results of the district-level Fatherland Front Congress up to this point, according to Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City Pham Anh Tuan, first of all, the 5 Steering Groups of the district-level Congress have closely followed the plans and guidance documents of the higher levels to promptly guide, direct, urge, and inspect the organization of the district-level Congress and monitor the commune-level Congress to ensure progress and content according to the plan of the Vietnam Fatherland Front Committee of the City.
The Congress Steering Committees proactively coordinate with district-level Party Committees to focus on leading and directing the organization of the Congress, especially commune-level units subject to administrative unit rearrangement or having personnel difficulties; weekly summarize the situation and progress of organizing the Congress at commune and district levels to report to the Central and City. Personnel work ensures that the structure, composition, and number of personnel are correct and sufficient, meeting the requirements of the new term.
Fully aware of the significance and importance of the Vietnam Fatherland Front Congress, the Standing Committee of the City Fatherland Front Committee proactively coordinated with the City Party Committee's Mass Mobilization Commission to advise the City Party Committee's Standing Committee to issue Circular No. 07 dated July 4, 2023 on "Leading the Vietnam Fatherland Front Congresses at all levels and the 18th Hanoi City Vietnam Fatherland Front Congress, term 2024-2029".
The City organized a conference to directly disseminate to 180 people who are full-time officials of the Vietnam Fatherland Front Committee of the City, Chairmen, Vice Chairmen, and Standing Committee members of the Vietnam Fatherland Front Committee at the district level, and online to 6,988 people who are Heads of the Vietnam Fatherland Front Committee, Chairmen of the Vietnam Fatherland Front Committee at the commune level, and full-time officials at the district level, to deploy documents of the Central and City on the work of the Vietnam Fatherland Front Congresses at all levels. Immediately after the grassroots congresses, the Standing Committee of the Vietnam Fatherland Front Committee of the City focused on directing localities to prepare conditions to complete the organization of the Vietnam Fatherland Front Congress at the district level in June 2024.
Thanks to that, the organization of the Congress took place solemnly, practically, effectively, on schedule and according to regulations, creating an exciting and united atmosphere among the people. At the city level, the preparation of the content of the Congress documents and the personnel work for the new term are also being urgently implemented in accordance with the spirit of Directive 22 dated May 25, 2023 of the Central Secretariat on "Leading the Congresses of the Vietnam Fatherland Front at all levels, towards the 10th National Congress of the Vietnam Fatherland Front, term 2024-2029".
Notably, looking back at the organization of the Congress of the Fatherland Front of districts in Hanoi this time clearly shows the initiative and creativity of each locality. 100% of units have done a good job of propaganda, from visual propaganda decoration to promoting propaganda on the media; there are works and tasks supporting propaganda activities, such as displaying, exhibiting photos, local OCOP products..., creating a truly profound political activity among all classes of people. Up to now, the whole city has nearly 700 works and tasks to celebrate this important political event.
To create an exciting atmosphere towards the City Fatherland Front Congress, the city has been organizing many exciting activities: Conference to honor outstanding Front officials at all levels of Hanoi City for the period 2024-2029, Green Journey Cycling Festival "Sac Sen Tay Ho", Singing Festival of religious organizations, completion of construction of 724 Great Solidarity houses to support households with difficult housing circumstances, Competition to learn about the Law on Democracy at the grassroots level...
According to the assessment of the Standing Committee of the City Fatherland Front Committee, the City Fatherland Front Congresses at all levels have been carefully prepared, from the content of documents, personnel plans to the Congress program and script; the Congress has been run seriously, ensuring the content and time prescribed. In particular, the preparation work for the District Fatherland Front Congress has received attention from the Party Committee and the Government, creating favorable conditions, with the majority of localities having implemented innovation, applied IT, and scanned QR codes of Congress documents.
The contents of the Congress program were carefully prepared, with specific assignments for each member of the Presidium and the Congress Secretary. The summary report on the Front's work for the 2019-2024 term highlighted the achievements of the district-level Fatherland Front Committee; pointed out shortcomings, lessons learned, and built specific goals and action plans for the coming term. Not only that, the presentations had rich content, raising issues that needed attention and resolution.
The process of preparing personnel for the District-level Fatherland Front Committee for the 2024-2029 term is also carried out in accordance with the Charter of the Vietnam Fatherland Front and the direction of the Party Committee and the guidance of the Central Committee of the Vietnam Fatherland Front, ensuring democracy, objectivity, and focusing on members who are non-party members and outstanding individuals from all walks of life.

Enhancing the Front's position
According to leaders of the Fatherland Front at all levels as well as the majority of people in the capital, completing the district-level Fatherland Front Congress on schedule is not only a premise for successfully organizing the 18th Congress of the Vietnam Fatherland Front in the city, but with a specific action program, guaranteed personnel... will be the conditions to open up a new direction, enhancing the position of the Front's work in the coming period.
For example, with the policy of rejuvenating and expanding the members of the District Fatherland Front Committee, at the 3rd Congress of Delegates for the 2024-2029 term, the Vietnam Fatherland Front of Nam Tu Liem District recently negotiated to elect 61 members, an increase of 4 members compared to the previous term, ensuring structure, standards, and quality, including increasing the proportion of outstanding individuals, women, and non-Party members...
As a young delegate attending the 17th Dong Da District Fatherland Front Congress for the 2024-2029 term for the first time and being elected to the District Fatherland Front Committee, Chairwoman of the Vietnam Fatherland Front Committee of Phuong Lien Ward, Hoang Thi Oanh, shared that she will strive to promote the strengths of young cadres, apply IT to propaganda work, improve the effectiveness of interactions on the ward's Front Facebook page, in order to bring campaigns and movements to the people, creating the highest consensus in building a modern civilized district.
Notably, according to the Standing Committee of the Vietnam Fatherland Front Committee of the City, the personnel of the Vietnam Fatherland Front Committees of districts, towns and cities for the 2024-2029 term has been improved in both quantity and quality. The new point is that the Congresses pay great attention to the representativeness of social classes and people.
Through the district-level Congress, localities have consulted and elected 1,821 members of the Vietnam Fatherland Front Committee, of which 476 are non-Party members, 654 are female, 38 are ethnic minorities... Of the 30 Chairmen of the Vietnam Fatherland Front Committee at the district level, 22 were re-elected, 29 were standing members of the same-level Party Committee, 1 was a member of the same-level Party Committee, 2 concurrently held other positions; many units focused on rejuvenating cadres...
In particular, the action programs of the Vietnam Fatherland Front Congress of 30 districts, towns and cities all focus on breakthrough tasks: Improving the quality of Front cadre work to meet the requirements and tasks of the new period; improving the effectiveness of social supervision and criticism activities; supervising the cultivation and training of ethics and lifestyle of leaders, cadres and party members; focusing on mobilizing resources to work with the city to best implement social security...
To contribute to the success of the 18th Congress of the Vietnam Fatherland Front of the City, Chairwoman of the Vietnam Fatherland Front Committee of the City Nguyen Lan Huong requested the Fatherland Front Committees at all levels in the area to promote propaganda about the Congress in many forms, focusing on visual propaganda, on the unit's media, through activities and tasks to welcome the Congress; at the same time, responsibly participate in assigned activities and tasks.
“The Front at all levels needs to urgently disseminate and concretize the Congress Resolution to Front officials, people of all walks of life, and member organizations; 15 districts urgently supervise and complete the construction of Great Solidarity houses for poor households according to plan, to welcome the 18th Congress of the Vietnam Fatherland Front in the City, towards the 10th Congress of the Vietnam Fatherland Front, commemorating the 70th anniversary of the Liberation of the Capital. At the same time, focus on overcoming the limitations and shortcomings in the Front work of each level and each unit that were pointed out at the recent Congress in the units, increase the application of IT in the Front work..., in order to increasingly meet the requirements, tasks and trust of the Party Committee, government, and people in the Front work" - Ms. Nguyen Lan Huong clearly stated.
