According to the urban zoning plan of the West Lake area and its vicinity (A6) at a scale of 1/2,000 approved by the Hanoi People's Committee in 2014, the land plot marked O1-P3 has a function defined as a parking lot. However, in the past, this planning plot has not been properly exploited, causing difficulties in management for local authorities as well as negatively affecting the landscape along Vo Chi Cong Street due to the lack of landscape trees.
According to the orientation of the Master Plan for Hanoi City Construction to 2030 with a vision to 2050 approved by the Prime Minister in Decision 1259/QD-TTg dated July 26, 2011, Tay Ho District is an inner-city district with high economic, cultural, social development and urbanization speed. Investment and development programs in the district are taking place very quickly and strongly. Public works and urban greening have been and are receiving deep attention.
On November 29, 2024, the Hanoi People's Committee approved the Local Adjustment of the urban zoning plan of the West Lake area and vicinity (A6), scale 1/2000 at the land plot coded O1-P3 (land use planning section) from parking lot to landscape green land in Decision No. 6181/QD-UBND.
The project of building flower gardens and trees in planning block O1-P3, Phu Thuong ward, Tay Ho district, aims to create a green, airy space, beautifying the landscape of the area. The project also contributes to creating favorable conditions to promote socio-economic development in the district in general and in Phu Thuong ward in particular.
The above project has been approved by the People's Council of Tay Ho district in the project investment policy in Resolution No. 22/NQ-HDND dated December 18, 2024 and added to the public investment portfolio for the period 2025 - 2027. On December 31, 2024, the People's Committee of Tay Ho district issued Decision No. 2345/QD-UBND on approving the Local Adjustment of the Master Plan, scale 1/500 at the planning plot O1-P3 and Decision No. 2358/QD-UBND on approving the project to build a flower garden and green trees at the planning plot O1-P3, Phu Thuong ward.
On February 17, 2025, Hanoi People's Committee issued Decision No. 738/QD-UBND on handing over 3,401m2 at planning block O1-P3, Phu Thuong ward, Tay Ho district to Tay Ho district People's Committee to implement the project of building flower gardens and green trees.
On February 24, 2025, Tay Ho District People's Committee issued Decision No. 278/QD-UBND approving the contractor selection plan for the project of building flower gardens and trees in planning block O1-P3, Phu Thuong ward. Up to now, the project has selected construction units with sufficient capacity to implement the scale: Building a new flower garden with an area of 3,401m2; Walking paths paved with rough stone, alternating in size; Flower beds are built and covered with Granite combined with suitable materials; Tree beds are installed with curbs around them; Planting trees and grass; Installing an electric lighting system; Renovating the drainage system connected to the drainage system of the entire area; Paving additional sidewalks in the Vo Chi Cong area...
