Don't set moderate growth targets to make it easier to strive.
On the afternoon of February 14, the National Assembly discussed in groups the supplementary plan for socio-economic development to achieve 8% GDP growth in 2025 and double-digit growth in the following years.
Speaking at the meeting, Prime Minister Pham Minh Chinh summarized the world and domestic situation since the beginning of his term, which has posed many challenges and difficulties, affecting the country's socio-economy.

"In particular, the change of leadership at the local and central levels during this term also has an impact. For example, in Ho Chi Minh City, up to now, there have been 3 changes in the chairmen of the City People's Committee, 5 deputy secretaries... The same is true in some other provinces," the Prime Minister shared.
Along with that, the scale, openness, and transformation of the economy are also a challenge for the 100-year goals set by the 13th Party Congress.
In such a context, with the efforts of the entire political system under the leadership of the Party, the consensus of the people, businesses, and the help of international friends, the country has overcome difficulties. Many socio-economic targets have been exceeded and achieved.

The Prime Minister informed that the Politburo met in the morning of the same day to summarize the reform of the apparatus according to Resolution 18 and commented that: the current reform of the apparatus has the people's consensus and support, the whole political system is involved so it is implemented very quickly. The Central Government sets an example and the localities follow. The motto of action is to do it from top to bottom, from bottom to top, from simple to complex.
In the current world situation, along with the demands and expectations of the people, the requirements of development to achieve the 100-year goal, the task of 8% GDP growth in 2025 "must be done no matter how difficult, it must be done, not done is impossible".
Emphasizing not to postpone the growth target, he shared that since the time of Typhoon Yagi, many people have advised to reduce the growth target to strive. However, the Prime Minister replied: "Strive for a rich people and strong country, not set a moderate target to strive for easily. Our national and cultural traditions from the past to the present are that the more pressure, the more effort, the more difficulty, the more solidarity and unity".
The Prime Minister said that this issue has been reported to the Politburo and the Central Committee because the growth target of 8% (instead of 6.5-7%) will lead to growth in many indicators, from per capita income to labor productivity.
Although this is a huge challenge, if we do not set such a target, an average growth rate of 6-7% will make it difficult to achieve the 100-year goal.
"The whole country must grow. All actions must be for the growth target," the Prime Minister emphasized.
Must be truly scientific and courageous in organization and implementation
Regarding solutions, the Prime Minister said it is necessary to create creative space for ministries, sectors, businesses, people and all relevant entities to achieve growth targets. Along with that, it may be necessary to expand credit growth, combine fiscal policy cooperation, and expand the deficit ratio in the context of public debt and government debt being well controlled in recent years.
The Prime Minister informed that recently, the banking sector reported that the country's outstanding credit balance is currently 14.7 quadrillion VND. This outstanding balance must be put into the economy to serve development.
In addition, the Prime Minister mentioned solutions to promote public investment, using public investment to lead private investment; promoting three strategic breakthroughs in institutions, infrastructure and human resources in the spirit of "solving problems wherever they are, solving problems whenever they are, and resolving those under whose authority they are responsible".

Regarding infrastructure breakthroughs, in addition to digital infrastructure, health, education and social infrastructure, the Prime Minister mentioned strategic infrastructures such as the North-South high-speed railway, the Hai Phong-Hanoi-Lao Cai railway connecting with China and Europe; and urban railways in Hanoi and Ho Chi Minh City.
According to the Prime Minister, railway is a form of transport that is a compromise between sea transport (cheap but long if it has to go around) and air transport (fast but expensive).

Regarding the Hai Phong – Hanoi – Lao Cai railway project, the Prime Minister emphasized the need to promote the spirit of self-reliance and self-improvement, and to transfer technology, train human resources, and mobilize capital appropriately.
To implement this project, recently, the Minister of Transport, on behalf of the Government, submitted the investment policy for this project with a number of important principles and proposed specific mechanisms and policies.
Taking the example of a specific mechanism in bidding, the Prime Minister said that if we just sit and bid for consultancy, supervision, and construction, it will take a lot of time. Therefore, it requires a specific mechanism to be able to do it quickly to reduce costs and avoid capital increase. At the same time, it is necessary to strengthen supervision and inspection of the implementation.
Besides, the Prime Minister affirmed that it is necessary to develop urban railways and Hanoi and Ho Chi Minh City are determined to work with the Government to do so.
Regarding human resources, the Prime Minister said that it is necessary to make breakthroughs in training high-quality human resources through promoting new growth drivers in science, technology, and innovation.
Resolution 57 of the Politburo on scientific, technological and innovation breakthroughs is being vigorously implemented. Following the Government's proposal, the National Assembly has institutionalized both short-term and long-term solutions to remove difficulties and obstacles.
"We do it but not recklessly, we do it based on science and practice based on the created development space. Whether we do it quickly or slowly, effectively or not, depends on us," said the Prime Minister.
Citing evidence from the implementation of the 500kV line 3 in just 6 months, compared to the previous 3-4 years; the Long Thanh airport project being effectively implemented in the last 2 years, or ensuring electricity supply in the context of the total power source remaining unchanged, the Prime Minister pointed out that the implementation must be scientific and truly courageous.
"Not only the central government, ministries, departments, branches and localities must work together. In short, we must unite and agree. Once we agree, we will only discuss action, not retreat. All for the development and future of the country. If we want to achieve double-digit growth and achieve the 100-year goal, we must make efforts," said the Prime Minister.
District level cadres in communes and wards are also for the people.
One of the other solutions the Prime Minister mentioned is to reform the apparatus, improve efficiency, reduce administrative procedures, and eliminate the request-grant mechanism.
According to the head of the Government, just removing one level will reduce administrative procedures. Combined with applying digitalization to improve efficiency, the remaining procedures can be simplified.
Taking the example of abolishing district-level police, the Prime Minister said that a district has about 100 police personnel. When abolishing the district level and reorganizing, some will be transferred to the province, while the majority will go to the grassroots level because "everything happens at the grassroots level".
"If we say it is for the people, for the happiness of the people, then where are the people - the people at the grassroots, communes, and wards. This reform of the apparatus, including the Party apparatus, is to serve development.
"People must be happy and prosperous, the country must be strong and prosperous. Whatever we do, we must aim for that goal. From now until the end of the year, we have to do a lot of work," said the Prime Minister.
