Kinhtedothi - On the afternoon of March 18, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired an online meeting with four provinces and cities in the Mekong Delta (MD), including An Giang, Hau Giang, Soc Trang, and Can Tho, on the progress of the Chau Doc - Can Tho - Soc Trang expressway construction investment project.
Also attending were Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Le Thanh Long, representatives of leaders of central ministries, branches and 4 localities.
The investment project to build the Chau Doc - Can Tho - Soc Trang expressway phase 1 was approved by the National Assembly in Resolution No. 60/2022/QH15.
The project is 188.2km long, has 4 lanes, and a total investment of VND44,691 billion; the required progress is to basically complete the entire route in 2026 and put the entire project into operation in 2027.
The project is divided into 4 component projects, Project 1 is managed by the People's Committee of An Giang province, 57km long, total investment of 13,526 billion VND. Project 2 is managed by the People's Committee of Can Tho city, 37.4km long, total investment of 9,725 billion VND. Project 3 is managed by the People's Committee of Hau Giang province, 36.7km long, total investment of 9,601 billion VND. Project 4 is managed by the People's Committee of Soc Trang province, about 58.4km long, total investment of 11,961 billion VND.
According to the report of the Ministry of Construction and opinions at the meeting, the project's site clearance work has been completed 99% of the volume. Currently, there is only 1 rest stop location in Can Tho, 2 households in Soc Trang have not handed over the site, and 15 high-voltage power pole locations.
Regarding construction, Project 1 achieved 46% of the contract value, basically meeting the output requirements. Project 2 achieved 25% of the contract value, 15% behind schedule. Project 3 achieved 35% of the contract value, basically meeting the output requirements. Project 4 achieved 25% of the contract value, 8% behind schedule.
Regarding raw materials, the Prime Minister has strongly directed that localities have completed the licensing procedures for mining projects for 22.6/29 million m3 of demand. However, the current mining capacity of mines is only about 24,000 m3/day, which can be increased to 29,000 m3/day (when completing the procedures to exploit sand at mines in Tien Giang and Ben Tre in March 2025), but is still lower than the required capacity (97,000 m3 need to be brought to the construction site each day).
Concluding the meeting, Prime Minister Pham Minh Chinh said that according to the plan, by 2030, 1,200km of expressway must be built in the Mekong Delta region, and this term alone must complete about 400 - 600km.
In which, Chau Doc - Can Tho - Soc Trang expressway is a vital expressway passing through 4 localities of the dynamic region of the Southwest, along with a series of other strategic transport infrastructure projects in the region such as the North - South expressway, Ho Chi Minh City Ring Road 3..., when completed, the project will contribute to removing bottlenecks in transport infrastructure of the Mekong Delta, having great significance for the region in terms of socio-economic development, production and business, social security, national security and defense.
The Prime Minister said that since the beginning of this term, agencies have made efforts to find capital sources (increase revenue, save expenses, transfer capital from other projects), and implement investment procedures to build this expressway.
The Prime Minister commended the leaders of the four provinces for their responsibility and activeness in carrying out procedures, taking responsibility as investment management agencies, conducting site clearance, and implementing the project; the contractors have upheld their responsibility in implementation and construction, promoting the spirit of mutual support and assistance to each other and to local businesses and contractors to help these contractors and businesses grow and develop.
The Prime Minister requested that local Party committees, authorities, and key agencies of the political system, especially local secretaries and chairmen, need to take action more decisively, strongly, and effectively, do their best, and coordinate more closely and synchronously; contractors should be more proactive and flexible; and a sense of responsibility should be promoted, especially in resolving issues related to raw materials. The Army, Police, youth, women, veterans, etc. need to coordinate closely, help, and support investors and contractors in whatever they can do.
The subjects work on the spirit of "3 yeses" and "2 noes": "3 yeses" are beneficial to the country, beneficial to the people, beneficial to businesses, "2 noes" are no personal motives, corruption, negativity and no loss or waste of State assets, people's assets, and country's resources; all for the common good, national and ethnic interests; whatever is beneficial to the people and the country, we will do our best to do it, whatever is harmful to the people and the country, we will avoid at all costs.
The Prime Minister requested to regain the delayed progress and further accelerate the progress, completing the project by June 2026, while ensuring quality, because the sooner it is completed, the higher the efficiency.
To do so, the Prime Minister directed that site clearance must be completed by March 2025, and Vietnam Electricity Group must urgently relocate high-voltage power poles.
Emphasizing that the total amount of sand is not lacking, the problems and difficulties are due to management, the Prime Minister requested the leaders of the Ministry of Agriculture and Environment and the Ministry of Construction to work together in the locality, under the direction of Deputy Prime Minister Tran Hong Ha, to focus on reviewing and thoroughly handling problems related to construction materials, not allowing contractors to complain about a lack of construction materials.
Contractors continue to promote the construction spirit of "braving the sun and rain", "working overtime", "eating and sleeping quickly", "working at night when the day is not enough", "working in 3 shifts, 4 shifts, through holidays and Tet". The Ministry of Construction works with contractors, discusses and guides on technical measures to improve productivity, shorten time, and ensure quality.
The Prime Minister also directed to strengthen inspection and supervision, the Ministry of Public Security to investigate, detect and strictly handle violations (if any).
