According to the report, Dong Da district has 138 old apartment buildings. To date, the district has completed 100% of inspections, checks, and reviews according to the city's assigned targets.

For the level D dangerous apartment building at 51 Huynh Thuc Khang, the district has completed the relocation of households and is expected to start construction in the second quarter of 2025.

The 51 Huynh Thuc Khang apartment building is 5 stories high, consisting of 2 units with a construction area of ​​about 600m2. The entire area of ​​the 1st and 2nd floors of unit 1 is the working and business area of ​​the Vietnam Environment and Natural Resources Corporation (under the Ministry of Natural Resources and Environment). The remaining usable area is 1,490m2 including 42 apartments for families to live in.

In early 2011, the apartment building at 51 Huynh Thuc Khang, Hanoi was severely affected by the collapse of the house next door, number 49. During the collapse, the 5-story house number 49 collided with the apartment building at 51 Huynh Thuc Khang, causing several apartments on the 3rd and 4th floors to collapse.

The collapse also caused the balcony, extension room and supporting columns in unit 1 of building 51 to collapse. Two of the three load-bearing columns of building 51 were cracked and severely sunk, and the railing system on the floors was also severely damaged.

After the collapse, 19 households in unit 1 were urgently evacuated to temporary housing, but since then, house 51 Huynh Thuc Khang has not been rebuilt.

According to statistics, Hanoi currently has 1,579 old apartment buildings built from 1960 to 1994. The 1998 master plan for the capital city set out the issue of renovating old apartment buildings with the goals of creating a new, civilized and modern urban appearance; improving the quality of life for people. However, to date, only 19 projects have been completed and 14 projects are under implementation.

In the 2021-2025 period, the city aims to renovate 10 old apartment buildings, including 3 in Ba Dinh district. Currently, none of these buildings have been renovated due to the old regulations limiting the maximum height of 18-24 floors in the inner city.
