The Prime Minister set out a number of key tasks for relevant ministries, sectors and localities to carry out in the coming time; requested many localities to start construction of key transport projects in March and April.
Urgently carry out key tasks
On March 19, the Government Office issued a Notice of Conclusion of Prime Minister Pham Minh Chinh - Head of the Steering Committee at the 16th Meeting of the State Steering Committee for important national projects and works, key to the transport sector.

Regarding site clearance, the Prime Minister requested that localities mobilize the entire political system to implement commitments and not delay progress.
According to the content of the Announcement, regarding the implementation of projects to complete 3,000 km of expressways and 1,000 km of coastal roads, the Prime Minister concluded: The goal of completing 3,000 km of expressways and 1,000 km of coastal roads by 2025 is a particularly important political task to celebrate the country's major holidays and effectively implement the goal of accelerating the disbursement of public investment capital, creating momentum for socio-economic growth, creating livelihoods and jobs for people and businesses.
There are only about 10 months left from now until December 31, 2025, while there is still a lot of work to do.
Therefore, the Prime Minister requested ministries, branches and localities to seriously review and urgently implement key tasks to complete the goal of the emulation movement "500 days and nights of emulation to complete 3,000 km of expressway", especially in projects in the group that are behind schedule and have difficulties and problems.
The Prime Minister has established 7 inspection teams and assigned 7 Deputy Prime Ministers as Heads of the teams, along with ministries and branches, to directly inspect the site to remove difficulties and obstacles and urge progress.
The competent authorities, investors, contractors, etc. must have written documents and minutes of commitment to complete the tasks on schedule and complete the project in 2025.
Removing difficulties and obstacles in investment procedures
The Prime Minister also set out a number of key tasks that relevant ministries, branches and localities need to carry out in the coming time.
Regarding investment preparation procedures, the Prime Minister requested the Ministry of Finance to preside over the review of the provisions of the Law on Public Investment, the Law on Bidding, and the Law on Investment under the public-private partnership model to propose amendments, especially the procedures for selecting investors and contractors, with the aim of shortening the time, simplifying implementation procedures, removing difficulties and obstacles in procedures, promoting economic growth (developing one law to amend many laws); report to the Government in March, submit to the National Assembly in April, and avoid further delays.
The Ministry of Finance guides localities on transferring public investment capital allocated in 2024 to 2025; balances and arranges sufficient capital for the Dong Dang - Tra Linh project as requested by Cao Bang province, the coastal road of Quang Binh province; guides Lang Son province on procedures for adjusting the investment policy of the Huu Nghi - Chi Lang project; guides Binh Phuoc, Thai Binh, and Lam Dong provinces to speed up procedures for selecting investors for PPP projects in March.
At the same time, promptly complete the appraisal of the Pre-Feasibility Study Report of the Ho Chi Minh City Ring Road 4 project, adjust the investment policy of the Bien Hoa - Vung Tau project in March and appraise the Feasibility Study Report of the Gia Nghia - Chon Thanh project in March.
Lam Dong province urgently speeds up the approval of the Feasibility Study Report for the Tan Phu - Bao Loc and Bao Loc - Lien Khuong projects, to be completed before March 25.
Ho Chi Minh City and Tay Ninh province are speeding up the preparation and approval of the Feasibility Study Report for the Ho Chi Minh City - Moc Bai project, to be completed in March.
Binh Phuoc and Dak Nong provinces are speeding up the completion of procedures to start the Gia Nghia - Chon Thanh project on April 30, 2025.
Hoa Binh province urgently submits for approval the investment policy of Hoa Lac - Hoa Binh, to be completed in March.
Ninh Binh province urgently completes procedures to start the Ninh Binh - Hai Phong project through Ninh Binh in April as committed.
Thai Binh province and Hanoi city are speeding up the bidding process to select investors to start construction in April for the Ninh Binh - Hai Phong Expressway Project through Nam Dinh and Thai Binh and to start construction in May for Component 3 Project of Ring Road 4 - Hanoi Capital Region.
Hai Phong City proactively implements the Ninh Binh - Hai Phong project through Hai Phong, promptly making proposals if there are any difficulties or problems.
Hanoi City shall decide, within its authority, to adjust the total investment between the site clearance component projects of the Hanoi Capital Region Ring Road 4 project, ensuring that it does not exceed the preliminary total investment approved by the National Assembly; without corruption, negativity, or waste.
Mobilizing the entire political system for site clearance
Regarding site clearance, the Prime Minister requested that localities mobilize the entire political system to participate in site clearance for projects, fulfill commitments on progress, and not delay progress.
The provinces: Tuyen Quang, Khanh Hoa, Binh Duong, Dong Nai, Da Nang, Ho Chi Minh City, Long An, Thai Nguyen, Kien Giang, Bac Lieu need to make more efforts and determination to hand over the entire remaining land of projects planned to be completed in 2025, completed in March.
Provinces and cities: Lang Son, Hanoi, Hung Yen, Bac Ninh, Can Tho review the remaining site clearance volume, coordinate with investors to drastically implement, meet the progress of the implementation of the Ring Road 4 project of Hanoi Capital Region, Huu Nghi - Chi Lang, Chau Doc - Can Tho - Soc Trang, to be completed in March.
Regarding construction materials in the Mekong Delta, the Prime Minister requested the Ministry of Agriculture and Environment to urgently review legal regulations on minerals that are not consistent with the implementation of construction projects in recent times, and report to the Government on contents that need to be amended in March in time to submit to the National Assembly at the May session.
Review procedures and coordinate with Tay Ninh province on exploiting sediment sources at Dau Tieng lake; guide dredging procedures to clear waterways to serve traffic projects in the area.
Building a Railway Industry Development Project
Regarding railway projects, the Prime Minister requested that localities with high-speed railway projects on the North-South axis and the Lao Cai-Hanoi-Hai Phong railway project passing through, on the basis of the project investment policy approved by the National Assembly, proactively coordinate with the Ministry of Construction to immediately implement site clearance procedures and approve resettlement projects to meet project progress.
The Ministry of Construction urgently presides over and coordinates with the Ministry of Science and Technology, the Ministry of Industry and Trade and relevant agencies to develop a project on railway industry development, including: studying and proposing Vietnam Railway Corporation and capable domestic enterprises to participate in receiving and transferring technology to develop the railway industry, to be completed in June 2025.
Ho Chi Minh City urgently organizes research and implementation of urban railway (metro) projects from Ho Chi Minh City to Can Gio and Ho Chi Minh City to Long Thanh International Airport; calls for investors and contractors with capacity to participate in investment; reports to the Prime Minister in April 2025.
Regarding the Long Thanh International Airport construction investment project and connecting infrastructure, the Prime Minister requested relevant ministries, localities and agencies to thoroughly grasp and promptly carry out the tasks assigned by the Prime Minister in Notice No. 545 dated December 4, 2024.
ACV reviews procedures to soon start construction of the second runway in March 2025.
