Efforts to promote and support investment
Van Don Economic Zone (EZ) was established by the Prime Minister in 2007 and its master plan was adjusted in 2020.
This economic zone is oriented to be a multi-sector, multi-field marine economic zone, high-class sea-island tourism, comprehensive services; an international trade gateway to create unique, different, modern products with high quality, brand and international competitiveness...
After many years of investing resources and promoting and attracting strategic investors, up to now, the technical infrastructure and service system in the area has basically met the development needs, creating a new and outstanding appearance for Van Don Economic Zone.
In recent times, the investment promotion and support work in Van Don Economic Zone has been proactively and flexibly implemented by the Van Don Economic Zone Management Board in accordance with the situation and each specific stage; regularly posting projects and orientations to attract investment in Van Don Economic Zone; organizing direct working sessions and exchanges via phone, email, and social networks to introduce specific projects to investors.
In addition, the Economic Zone Management Board regularly meets to resolve difficulties and obstacles for ongoing projects; proactively coordinates with infrastructure investors to call for and promote the attraction of potential, reputable and truly capable investors to form joint ventures and associations to soon implement commercial, service and hotel projects.
Up to now, in Van Don Economic Zone, there have been 64 projects registered for investment using non-budgetary capital, with a total capital of 62,900 billion VND (including 61 domestic investment projects, with registered capital of 62,683 billion VND; 3 FDI projects with capital of 226 billion VND).
Since the pilot establishment of the Van Don Economic Zone Management Board, Van Don Economic Zone has attracted an additional VND37,403 billion in non-budgetary investment capital, equivalent to 146.6% of the total capital attracted in the previous period. Of which, 9 new projects were attracted, with a registered capital of VND35,669 billion; 10 projects were adjusted, with an additional registered capital of VND1,734 billion.
Some typical projects include: Ao Tien high-class port with an investment capital of 613.3 billion VND; Ao Tien - Cat Linh high-class hotel and resort apartment complex with an investment capital of nearly 4,000 billion VND; Crystal Holidays Harbor Van Don tourism, resort and entertainment complex with an investment capital of over 3,600 billion VND; Monbay Van Don high-class tourism, resort - entertainment complex, golf course and residential area interacting with tourism activities with an investment capital of over 24,800 billion VND; Van Hai high-class eco-tourism area with an investment capital of over 1,300 billion VND; New urban area northeast of Cai Rong port with an investment capital of over 1,000 billion VND; Dong Dong reservoir with an investment capital of over 700 billion VND.
The above projects have been mobilized by investors and actively implemented. Currently, many projects have been completed and put into operation in 2023, such as Ao Tien high-class port, Van Hai eco-tourism resort, Whyndham Garden Sonasea Van Don hotel, Van Don industrial cluster...

Important breakthrough
According to Mr. Cao Tuong Huy, Acting Chairman of the People's Committee of Quang Ninh province, the province is determined to build and develop Van Don Economic Zone into one of the driving forces for Vietnam's economic development by 2040, among the leading livable cities in the Asia-Pacific region; an international trade and business center of the region, ensuring a clean environment based on the application of green technology, friendly to the environment.
At the same time, build and develop this area into a dynamic economic center, focusing on tourism, high-end product and service production; an attractive place for people to live, work and play in harmony with nature...
In fact, Van Don Economic Zone has been identified by the Central Government and Quang Ninh province as one of two breakthroughs in the socio-economic development strategy, ensuring national defense and security not only for Quang Ninh province but also for the entire northern region in the future.
Van Don Economic Zone owns the most diverse and synchronous infrastructure and transportation methods in Quang Ninh province. Specifically, the international airport, considered the gateway to the sky of Quang Ninh province, is located in Van Don. Meanwhile, the nearly 200km Hai Phong-Mong Cai expressway along the province also chooses Van Don as the connecting center. This expressway has created a new position and strength for Van Don Economic Zone.
In particular, recently, the Ao Tien high-class port with a scale of nearly 30 hectares was put into operation, shortening the time to bring tourists to the islands of Van Don and Co To districts and becoming a modern gateway to Bai Tu Long Bay, as well as island tourism activities.
In addition, with the goal of developing Van Don Economic Zone into a green, modern, smart coastal city; an economic and cultural center of the region; a center for startups, innovation and international trade of the region, the zoning plans and detailed plans in Van Don Economic Zone have also been developed and approved by the Van Don Economic Zone Management Board to serve as an important basis for calling for investment projects.
Each planning project is closely linked to the characteristics of the region, not creating conflicts between sectors and development fields; ensuring harmony between economic development benefits and environmental protection and ecological landscape.
