The Standing Committee of the Quang Ninh Provincial Party Committee agreed to report and propose that the Standing Committee of the Central Party Secretariat add it to the Politburo's work program; propose that the Politburo allow Quang Ninh province to preside over and coordinate with a number of central ministries and branches to develop and complete the "Project on building pilot mechanisms and policies for the development of Van Don Economic Zone, Quang Ninh province" to report to competent authorities according to regulations.

Economic development targets by 2030 are to achieve an average growth rate of 25-30%/year; by 2030, the total production value will reach 5.6 billion USD... To promote the advantages of Van Don, the Government assigned Quang Ninh province to preside over and coordinate with ministries and branches to implement the Project on Building pilot mechanisms and policies for the development of Van Don Economic Zone.
