In Phu Tho, based on the unified plan from the grassroots level, the Provincial People's Committee has developed a Master Plan for arranging administrative units at district and commune levels in Phu Tho province for the period 2023-2025.
Accordingly, the total number of commune-level administrative units to be reorganized in the 2023-2025 period in Phu Tho province is 80, of which 53 commune-level administrative units are subject to reorganization and 27 adjacent commune-level administrative units; the number of commune-level administrative units formed after the reorganization is 32 units; the number of units reduced after the reorganization is 48 units. Thus, the number of commune-level administrative units in Phu Tho province after the reorganization in the 2023-2025 period is 177 (including 15 wards, 11 towns, and 151 communes).
According to the report, Phu Tho province has 3 district-level administrative units including Thanh Thuy, Tam Nong, Phu Ninh and 7 commune-level administrative units subject to arrangement in the period of 2023-2025, but due to special factors, the 7 administrative units related to national defense and security, the Provincial People's Committee proposed to postpone the arrangement time to the period of 2026-2030.

Along with the arrangement plan, the report of the People's Committee of Phu Tho province also pointed out some difficulties such as: The number of administrative units at the commune level expected to be arranged is large, leading to an increase in the number of surplus commune-level cadres, civil servants and non-professional workers at the commune level, causing difficulties in arranging and resolving cadres and civil servants; the conversion of functions and purposes of using the headquarters of the People's Committee at the commune level after the arrangement and merger is still problematic.
The Provincial People's Committee also requested the Ministry of Home Affairs, central ministries and branches to consider cases of district and commune-level administrative units that are subject to rearrangement but have special factors, and localities have proposed not to carry out the rearrangement in the 2023-2025 period; requested the Central Government to issue documents regulating standards for mountainous administrative units so that localities can use them as a basis to review and prepare reports to competent authorities to classify mountainous administrative units...
Reporting on the progress and explaining at the meeting, Vice Chairman of the Provincial People's Committee Phan Trong Tan said that the process of developing a plan to arrange administrative units at district and commune levels was seriously implemented by the Phu Tho Provincial People's Committee, in accordance with the policies and guidelines of the Politburo, the Secretariat, and the Central Government's guiding documents, considering this a key political task of the province; the ultimate goal is to ensure a streamlined, effective, practical administrative apparatus and create consensus among the people.
Regarding the plan to postpone the arrangement of administrative units at district and commune levels, comrade Phan Trong Tan said that the Provincial People's Committee has considered and researched to ensure that the arrangement is consistent with the provincial planning, rural planning, and urban planning according to the provisions of Clause 3, Article 2, Resolution No. 35/2023/UBTVQH of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels for the period 2023-20230; especially Decision 1579/QD-TTg of the Prime Minister on the Planning of Phu Tho province for the period 2021-2030, with a vision to 2050.

In addition, the number of surplus commune-level civil servants due to the arrangement of commune-level administrative units in the 2019-2021 period is still large, and at the same time, the implementation of the policy of streamlining payroll has created pressure and difficulties for localities in arranging and resolving commune-level cadres and civil servants in new administrative units, so voters in many localities are still concerned.
Vice Chairman of the Provincial People's Committee Phan Trong Tan also suggested that the Central Government should have a special preferential policy before arranging for cadres, civil servants and public employees in the newly established commune-level administrative units after the arrangement so that cadres, civil servants and voters can feel secure. Based on the comments of the Working Group, the province will review and re-evaluate the entire plan to complete and send to the Ministry of Home Affairs.

Concluding the meeting, Deputy Minister of Justice Dang Hoang Oanh highly appreciated the achievements of Phu Tho and Son La provinces in the past time. Acknowledging the difficulties, obstacles and proposals of Phu Tho province, he requested the members of the delegation to synthesize and send them to the relevant agencies to coordinate with Phu Tho province to thoroughly resolve them.
In the upcoming task, he requested Phu Tho province to quickly complete the Project on arranging administrative units at district and commune levels in the province for the period 2023-2025 and send it to the Ministry of Home Affairs within the prescribed time. He requested that the administrative units after the arrangement must meet the prescribed criteria and continue to promote propaganda to create high consensus among the people.
