Continue to implement the Resolution of the 13th Party Congress and the National Assembly's program
Speaking at the opening of the meeting, National Assembly Chairman Vuong Dinh Hue said that it is expected that during the 2.5-day regular July meeting of the National Assembly Standing Committee, the 24th session will consider and give opinions on important contents.
Regarding the law-making work, at this session, the National Assembly Standing Committee will give opinions on the draft Law on Roads and the draft Law on Road Traffic Safety and Order. The National Assembly Chairman said that these are two draft laws that the National Assembly has decided in the Resolution on the Law and Ordinance Making Program for 2024, supplementing the Law and Ordinance Making Program for 2023.
According to the schedule, the National Assembly will consider giving initial comments at the 6th Session and consider approving them at the 7th Session. These two draft laws have been prepared for quite a long time and up to now, according to the proposal of the National Defense and Security Committee, they have met the conditions to be submitted to the National Assembly Standing Committee for early comments so that relevant agencies and organizations, especially the drafting agencies, have more time to study, absorb and complete them to achieve the best quality.
The National Assembly Standing Committee will consider and vote to approve the Resolution on the arrangement of district and commune-level administrative units for the 2023-2030 period. National Assembly Chairman Vuong Dinh Hue said that in the previous period, 2019-2021, the arrangement of administrative units was well implemented in the spirit of Resolution 37-NQ/TW of the Politburo. The National Assembly Standing Committee has conducted thematic supervision on the arrangement of district and commune-level administrative units for the 2019-2021 period.
Based on Conclusion 48-KL/TW of the Politburo on the continued arrangement of district and commune-level units, the Government has directed the Ministry of Home Affairs to coordinate with relevant departments, ministries, branches, agencies of the National Assembly Standing Committee and the National Assembly, especially the Law Committee, to carefully prepare the content of this draft Resolution. Previously, the National Assembly Standing Committee gave preliminary comments on this content.
The National Assembly Chairman added that the early issuance of this resolution will create conditions for the Government, ministries and localities to organize its implementation. In fact, through contact with voters, it has been shown that voters are very eager to implement this issue soon. The Government and relevant agencies and localities have made preparations to promptly serve the Party Congresses at all levels, leading up to the 14th National Party Congress.
The National Assembly Chairman requested the National Assembly Standing Committee to carefully study the review file to promptly institutionalize Resolution 37-NQ/TW and Conclusion 48-KL/TW of the Politburo, which is a very important content in the overall implementation of the National Party Congress resolution and Resolution 18-NQ/TW of the 12th Party Central Committee on streamlining the apparatus, improving the effectiveness and efficiency of state management activities, the context here is Resolution 27-NQ/TW of the 13th Central Committee on continuing to build and perfect the socialist rule-of-law state of Vietnam. Certain, thorough and cautious
Regarding supervision work, the National Assembly Chairman said that the National Assembly Standing Committee will give opinions on the initial results of supervision on the National Assembly Standing Committee's supervision topic on "Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks". This is a very important issue that the People, voters and public opinion are very interested in. The supervision delegation has organized the work very elaborately.
The National Assembly Chairman and Vice Chairmen have listened to the report and given their opinions twice. To ensure the utmost caution and quality, this time the National Assembly Standing Committee will give its first official opinion in full, giving its preliminary opinion for the Supervisory Delegation to study and absorb to complete the report on the results of the supervision, and will officially work with the Ministry of Education and Training and the Government before submitting it to the National Assembly Standing Committee for official supervision at the regular meeting in August. The National Assembly Chairman said that this is a sure, thorough and cautious way of doing things.
Like other regular meetings, in the July regular meeting, the National Assembly Standing Committee continued to give opinions on the National Assembly's petition work. The National Assembly Chairman said that recently, the National Assembly and the National Assembly Standing Committee continued to explore and innovate. Previously, the petition work was only considered twice a year at the National Assembly sessions in the form of sending reports.
During this term, the National Assembly Standing Committee has made an important innovation in reviewing monthly reports on people's petitions to work with the Government and relevant agencies and organizations such as the Supreme People's Court and the People's Procuracy to promptly resolve voters' opinions and recommendations, citizen reception work, and complaints and denunciations.
In particular, at the recent 5th Session, voters highly appreciated the National Assembly's arrangement of time to discuss in the hall and broadcast live this very important session. Following that result, the National Assembly Standing Committee continued to review the results of the month's petition work.

Another important content that the National Assembly Standing Committee commented on and carefully prepared early was the Summary Report on 10 years of implementing Joint Resolution 525/2012/NQLT/UBTVQH13-DCTUBTWMTQVN dated September 27, 2012 between the National Assembly Standing Committee and the Presidium of the Central Committee of the Vietnam Fatherland Front on voters' contact with National Assembly deputies.
The National Assembly Chairman stated that this is one of the contents to implement the Resolution of the National Party Congress and the Action Program of the National Assembly Party Delegation for the entire term. Joint Resolution 525/2012/NQLT/UBTVQH13-DCTUBTWMTQVN has been issued and implemented for 10 years.
The situation has changed a lot over the past ten years, the way the National Assembly operates has continued to change, such as combining online meetings with in-person meetings that were not available before, or election campaigning and voter contact have also changed a lot. In the past 10 years, many results have been achieved.
There are many contents and laws that have changed and need to be adjusted accordingly, and the reality requires that the quality of the National Assembly's activities must be increasingly improved. Therefore, summarizing Resolution 525 is very necessary, the National Assembly Chairman affirmed.
The National Assembly Chairman said that at this session, the National Assembly Standing Committee will listen to opinions on the results of the 10-year review of the implementation of Resolution 525, on that basis, it will issue a conclusion to provide guidance on whether to amend or not and in what direction, assign the agency in charge of the review, and coordinate between the National Assembly Standing Committee, the Government and the Central Committee of the Vietnam Fatherland Front in considering and formulating to soon submit to the National Assembly Standing Committee for approval of this important resolution.

Consider issues for decision at the 6th Session
Also at this July regular meeting, the National Assembly Standing Committee will summarize the 5th Session and give initial comments on the program, content, and preparations for the 6th Session of the 15th National Assembly. Based on the opinions of the National Assembly delegations, National Assembly deputies, especially the opinions of the people and voters, the Secretary General of the National Assembly has prepared a summary report of the 5th Session.
The National Assembly Chairman requested the National Assembly Standing Committee to evaluate the positive aspects, important results, and research and continue to innovate, while also pointing out the contents that need to be learned from to do better.
The National Assembly Chairman noted that the Ethnic Council and the National Assembly Committees should proactively study and propose opinions on major contents of the National Assembly Standing Committee, coordinate with the Government, the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit and relevant agencies and organizations in preparing for the 6th Session, in addition to the clear contents, there are tasks being assigned to research agencies.
The National Assembly Chairman emphasized that the agencies should coordinate together to determine the content early, so that after this session, the list of bills, drafts, resolutions, and tasks that the National Assembly must consider and decide on at the session can be determined so that ministries and branches can proactively deploy, prepare, and overcome the delay in sending documents and records of the session to National Assembly delegates.
The National Assembly Chairman pointed out that the meeting time is not much, the content is quite rich, he requested relevant agencies, organizations, and members of the National Assembly Standing Committee to study the documents, promote the results of previous meetings, try to speak deeply and continuously, and give opinions so that the meeting can achieve the best results.
