National Assembly Chairman Tran Thanh Man said that it is expected that around the second half of April 2025, the National Assembly Standing Committee will meet continuously to adjust and rearrange about 60-70% of commune-level administrative boundaries.
Prioritize preparation for the 9th Session
Speaking at the closing ceremony of the 43rd session of the National Assembly Standing Committee on the afternoon of March 14, National Assembly Chairman Tran Thanh Man said that after 2.5 working days, the National Assembly Standing Committee had completed 12 contents in the program.

In particular, the National Assembly Standing Committee gave opinions and basically agreed on 7 draft laws prepared to be submitted to the National Assembly at the 9th Session.
Specifically, two draft laws were commented on by the National Assembly at the 8th Session, including the draft Law on Special Consumption Tax (amended) and the draft Law on Corporate Income Tax (amended).
In addition, there are 5 draft laws that will be submitted to the National Assembly for initial comments, including: the draft Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; the draft Law on Railways (amended); the draft Law on Personal Data Protection; the draft Law on State of Emergency; and the draft Law on Participation in United Nations Peacekeeping Forces.
National Assembly Chairman Tran Thanh Man requested that National Assembly and Government agencies absorb the opinions of the National Assembly Standing Committee at the meeting to complete and send documents to National Assembly deputies within the prescribed time limit.
For issues with different opinions, the drafting agency and the reviewing agency continue to review and discuss to have a unified plan.
At the meeting, the National Assembly Standing Committee also voted to pass a Resolution agreeing to the Government's issuance of a Decree regulating the reduction of land rent in 2024; reviewing and agreeing that it is unnecessary to issue a Resolution of the National Assembly Standing Committee explaining the regulations on the standards of "clean and strong party and mass organizations" in the Law on Emulation and Commendation, suggesting solutions for handling, and requesting the Government to study and select solutions to remove the obstacles pointed out.
The National Assembly Standing Committee has commented on the draft Decree regulating the time for determining land prices of land funds paid under construction-transfer contracts in the Thu Thiem New Urban Area, Ho Chi Minh City.
The National Assembly Chairman suggested that the Government study and absorb the opinions of the National Assembly Standing Committee at the meeting to soon complete and promulgate the Decree.
The National Assembly Standing Committee also summarized the 9th Extraordinary Session; reviewed the National Assembly's report on people's petitions in February 2025.
To ensure full implementation of procedures in amending and supplementing the Constitution and implementing the requirements in Conclusions No. 126 and 127 of the Politburo and Secretariat, the National Assembly Chairman said that the 9th Session is expected to open early, in early May, after the April 30 - May 1 holiday.
The National Assembly Chairman emphasized that the amount of work to prepare for the session is huge, including laws that need to be passed before June 30, but so far, agencies are still researching and reviewing them, and have not yet submitted documents to the National Assembly Standing Committee.
"The Government and relevant ministries, branches and agencies need to send quality-assured files and documents on time," the National Assembly Chairman suggested.
Adjust about 60-70% of commune boundaries
The National Assembly Chairman noted that there are still some contents that have not been prepared for the National Assembly Standing Committee to comment on at this meeting, so it is expected that the Committee will hold another meeting at the end of March to comment on the preparation work for the 9th session as well as the draft Law on Management and Investment of State Capital in Enterprises and other contents.
Then, in the meeting scheduled for mid-April, the National Assembly Standing Committee will meet continuously to adjust and arrange about 60-70% of commune-level administrative boundaries.

This session is expected to last 10 days, organized in 2 sessions. The National Assembly Standing Committee will consider more than 45 contents, not including laws that need to be amended according to Conclusion 127 and other laws and resolutions that the Government plans to propose to supplement.
During the period between two sessions, the National Assembly Standing Committee will organize a conference of full-time National Assembly deputies to collect opinions from National Assembly deputies on a number of draft laws and other important issues before submitting them to the National Assembly at the 9th Session.
