Reporting on the status of dossier appraisal and recognition, Mr. Chu Ngoc Kien, Deputy Director of the Department of Organization and Personnel, said that on September 12, 2023, the Ministry of Natural Resources and Environment issued an Official Dispatch on the implementation of the work of recognizing the effectiveness of application and scope of influence at the ministerial and national levels of initiatives and topics.

Accordingly, the Ministry directs units, based on the content specified in Article 9 of the Regulations on the operation of the Ministry's Initiative Council, to direct and guide organizations and individuals under the unit to promptly and fully implement the content and dossiers requesting consideration for recognition of the effectiveness of application, scope of influence at the Ministry and national levels of initiatives and topics in 2023 according to regulations, and send reports to the Ministry (through the Department of Organization and Personnel - the Standing Agency assisting the Ministry's Initiative Council).

Implementing the Ministry's Official Dispatch, the units have conducted the review and submitted documents requesting the Ministry to consider and recognize the effectiveness of application and scope of influence at the Ministry and national levels of initiatives and topics. Up to now, the Standing Committee of the Council - Department of Organization and Personnel has received 91 dossiers requesting recognition of the effectiveness of application and scope of influence of initiatives and topics from units under the Ministry (including 14 dossiers requesting at the national level; 77 dossiers requesting at the ministerial level).

After receiving the dossier, the Department of Personnel Organization checked the completeness and validity of the dossier; discussed with the unit to supplement the dossier according to regulations. When the dossier was complete and valid, the Department of Personnel Organization reviewed, appraised, evaluated, and gave opinions on each initiative dossier.

The Standing Committee of the Council met on November 9, 2023 to review the initiative dossiers; discuss, request clarification of the assessment contents and give directions to continue completing the dossiers.

Regarding the results of the initiative assessment, Mr. Chu Ngoc Kien also said that out of a total of 91 initiative dossiers proposed for recognition, the Standing Committee of the Council agreed on 81 dossiers, including 13 dossiers proposed for the National level and 68 dossiers proposed for the Ministry level. In the 81 dossiers, many initiatives have brought new, creative, practical solutions applied in natural resources and environment activities, as well as brought practical benefits and efficiency to the whole country. However, besides that, there are still some initiative dossiers that need to be further improved such as: not clearly stating the novelty, scope of influence, and benefits for the initiative level proposed for recognition...

At the meeting, the Council members basically agreed and highly appreciated the Standing Council for its impartial and objective work. At the same time, they also discussed and analyzed to clarify the novelty, scientific nature, practicality, effectiveness and spread of the proposed initiatives.

Speaking at the meeting, Deputy Minister Nguyen Thi Phuong Hoa, Chairwoman of the Council, praised and acknowledged the responsible role of the members in reviewing and selecting the initiatives. In the coming time, the Deputy Minister suggested that the Council should continue to innovate in the work of appraising and approving dossiers, further improving the quality of its activities.

Appreciating the initiatives submitted to the Council, the Deputy Minister said that the Ministry of Natural Resources and Environment as well as the Council are looking forward to receiving more initiatives from units to contribute to improving the effectiveness of state management of the Natural Resources and Environment sector, which also brings practical benefits and efficiency to the country. Therefore, the Deputy Minister requested that units closely coordinate with the Department of Organization and Personnel to continue reviewing and perfecting the initiative dossiers. The initiative dossiers must be specific, clear, highlighting the effectiveness as well as the great impact on the sector and society.

According to the Deputy Minister, in addition to national initiatives, it is necessary to pay attention to small initiatives and improvements of civil servants and workers to help make work better, more practical for the industry and have great influence.

The Deputy Minister also requested the Department of Personnel Organization to collect opinions from Council members before submitting to the Minister for approval. The selection of initiative profiles must ensure compliance with regulations, impartiality, objectivity, and quality.
