At the invitation of Chief Executive of the Hong Kong Special Administrative Region (China) Lee Ka-chiu, Permanent Deputy Prime Minister Nguyen Hoa Binh led the Vietnamese delegation to attend the Conference.
With the theme “Building a green, innovative and
"Connectivity", the conference focused on exchanging ideas and proposals on expanding trade and investment between countries, promoting green and inclusive growth, connecting transport and logistics infrastructure, financial cooperation and trade in services, people-to-people exchange, science and technology development and innovation.
In his opening speech at the conference, Chief Executive of the Hong Kong Special Administrative Region Lee Ka-chiu emphasized Hong Kong's role as an important bridge between China and the world, the vision of a "Super-connected and Super-Value-Added Hub", and expressed his desire to continue expanding cooperation with countries in many fields towards building a multi-faceted global economy with connectivity and green development.

Permanent Deputy Prime Minister Nguyen Hoa Binh was a special guest of the Conference and delivered an important keynote speech at the Opening Session.
In his speech, the Deputy Prime Minister highly appreciated the contributions of the Belt and Road Initiative in promoting global economic connectivity and linkages as well as South-South cooperation; and highlighted the focus of cooperation in the new period as ensuring stable, long-term and nature-friendly economic growth; maintaining an open and inclusive world economy; as well as connecting the Belt and Road with regional and national development initiatives and strategies.
The First Deputy Prime Minister emphasized the need to ensure the spirit of equal, open, mutually beneficial cooperation, and compliance with international law, in implementing regional and global economic cooperation and linkage initiatives to contribute to the common goal of peace, prosperity, sustainable and inclusive development, and bringing a prosperous life to all people.
The First Deputy Prime Minister affirmed that Vietnam is an open economy, always upholding multilateralism, respecting international law, supporting and actively participating in many economic cooperation and linkage initiatives, including the Belt and Road Initiative.
The senior leaders of Vietnam and China agreed to promote the connection of the two countries' development strategies, implementing the Cooperation Plan connecting the "Two Corridors, One Belt" framework and the "Belt and Road" Initiative.
Promoting the complementary strengths between the two economies of Vietnam and Hong Kong (China), the First Deputy Prime Minister proposed five priority areas in which Hong Kong can contribute to implementing the agreement of the two countries' senior leaders.
The first is to further promote financial cooperation , especially financial services and securities; share experiences in digitalizing the banking sector, building and developing regional and global financial centers, and building a voluntary carbon credit trading market.
The second is to further facilitate trade and goods circulation, research and expand regional economic corridors, share information, coordinate trade promotion and support businesses to expand their markets.
Third is to promote high-quality investment, especially expanding investment into new technology fields such as biotechnology, artificial intelligence, semiconductors, renewable energy, and smart cities to serve the digital transformation and green transformation process.
Fourthly , promote infrastructure connectivity, especially the development and connection of border gate and railway infrastructure between Vietnam and China; Hong Kong's potential enterprises participate in capital investment, technology transfer, and human resource preparation for large-scale transport infrastructure projects, which are symbolic of Vietnam-China relations.
Fifth , promote connection between friendly cities and people-to - people exchanges, facilitate connections between people and businesses on both sides, and promote two-way tourism.
The First Deputy Prime Minister shared Vietnam's outstanding achievements and orientations for socio-economic development, especially in economic restructuring associated with growth model innovation, digital transformation, and implementation of three strategic breakthroughs in institutions, infrastructure, and high-quality human resources. The Deputy Prime Minister asked the business community to continue accompanying Vietnam on the new development path, and affirmed that the Vietnamese Government always cares about and accompanies the business community.
After two days of effective work, Permanent Deputy Prime Minister Nguyen Hoa Binh successfully concluded his working trip to Hong Kong (China).
* In addition to the Belt and Road Forum for International Cooperation held every two years in Beijing, China, the Belt and Road Summit is also one of the key annual foreign economic events of the Hong Kong Special Administrative Region Government. The purpose of the event is to promote public-private dialogue as well as trade and investment cooperation among countries participating in the Belt and Road Initiative (BRI).
