The National Assembly held the closing session of the 5th Session, 15th National Assembly:

- Conduct human resources work;

- Discuss the draft Law on Forces participating in protecting security and order at the grassroots level;

- Voting to pass: Law amending and supplementing a number of articles of the Law on Exit and Entry of Vietnamese Citizens and the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam; Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City; Resolution on the results of thematic supervision of "mobilization, management and use of resources for the prevention and control of the Covid-19 epidemic; implementation of policies and laws on grassroots health care and preventive medicine"; Resolution on questions and answers; Resolution of the 5th Session of the 15th National Assembly.

Yesterday, Friday, June 23, the National Assembly continued the 22nd working day of the 5th Session with plenary sessions in the hall under the chairmanship of National Assembly Chairman Vuong Dinh Hue.

Morning

Content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh present a Report explaining, accepting and revising the draft Law on Bidding (amended); then, the National Assembly voted to pass the Law on Bidding (amended) by electronic voting, with the following results: 474 delegates participated in the vote (equal to 95.95% of the total number of National Assembly delegates), of which 460 delegates approved (equal to 93.12% of the total number of National Assembly delegates), 4 delegates did not approve (equal to 0.81% of the total number of National Assembly delegates), and 10 delegates did not vote (equal to 2.02% of the total number of National Assembly delegates).

Content 2: Under the direction of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly discussed the draft Law on Management and Protection of National Defense Works and Military Zones.

At the discussion session, 14 delegates spoke, in which the delegates basically agreed on the necessity of promulgating the Law and many contents of the draft Law.

In addition, delegates discussed, reviewed, evaluated, analyzed and proposed to continue to carefully study many issues such as: Scope of regulation, consistency in the legal system, application of law on management of defense works, military zones at sea; explanation of the terms "dual-use works", "ranked relics", "works left by history";

Principles of management, classification, and grouping of defense works and military zones; preservation, maintenance, and conversion of purposes of use of defense works and military zones, especially conversion of defense land use, and resolution of historical problems; determination of protection scope and protection regime for restricted areas and safety belt protection areas of defense works and military zones;

Policies for forces performing the task of managing and protecting national defense works and military zones; regimes and policies for localities, organizations, households and individuals in protecting national defense works and military zones; responsibilities of agencies, organizations and individuals in protecting national defense works and military zones in regular state as well as in transition to national defense states.

At the end of the discussion session, Minister of National Defense Phan Van Giang explained and clarified a number of issues raised by National Assembly delegates.

Content 1: Under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly's Law Committee Hoang Thanh Tung present a Report explaining, accepting and revising the draft Resolution on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils (amended); then, the National Assembly voted to pass the Resolution by electronic voting.

The results are as follows: 473 delegates participated in the vote (equal to 95.75% of the total number of National Assembly delegates), of which 470 delegates approved (equal to 95.14% of the total number of National Assembly delegates), 1 delegate did not approve (equal to 0.20% of the total number of National Assembly delegates), and 2 delegates did not vote (equal to 0.40% of the total number of National Assembly delegates).

Content 2: Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed the draft Law on Real Estate Business (amended).

At the discussion session, 12 delegates spoke and 2 delegates debated, in which the delegates basically agreed on the necessity of amending the Law to institutionalize the Party's policy on healthy, safe and sustainable development of the real estate market; strictly manage and restructure the real estate, land and land resource markets; make the market transparent and create social justice for each policy group.

In addition, delegates focused on discussing: Scope, subjects of regulation and regulations related to real estate business; explanation of terms; principles of real estate business; real estate transactions; contracts in real estate business; responsibilities of investors in real estate business projects; conditions for transferring real estate projects; real estate formed in the future; payment, guarantee in buying and selling houses, construction works formed in the future; procedures for granting certificates of land use rights, house ownership rights and other assets attached to land; construction and management of housing and real estate market data information systems; prohibited acts...

Delegates also suggested that it is necessary to have more specific regulations on real estate trading floors, real estate brokerage, notarization, deposits, and payments in real estate business transactions; continue to review and provide more specific regulations on principles and conditions for real estate business and land use rights; add the purchase and sale of houses and construction works must be associated with land use rights or land use space attached to land to the draft content in Article 15 on conditions of houses and construction works put into business; continue to perfect regulations on resources and mechanisms for mobilizing construction, management, operation, and exploitation of information systems on land, housing, and the real estate market, etc.

At the end of the discussion session, Minister of Construction Nguyen Thanh Nghi explained and clarified a number of issues raised by National Assembly delegates.
