On the morning of February 19, the 9th extraordinary session of the 15th National Assembly closed after 6.5 days of serious, democratic, innovative, scientific, and highly responsible work, completing all the contents of the proposed program.
Attending the closing session were: General Secretary To Lam; former General Secretary Nong Duc Manh; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; former National Assembly Chairmen Nguyen Van An and Nguyen Sinh Hung; Politburo member, Standing member of the Secretariat Tran Cam Tu; Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.
In his closing speech, National Assembly Chairman Tran Thanh Man said that at this session, the National Assembly considered and passed four laws, including: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended).
At the same time, through the Resolution on handling a number of issues related to organization State; 4 resolutions to implement the organizational arrangement of the National Assembly and the Government for the 15th National Assembly term; 6 resolutions to promote the country's socio-economic development and specific mechanisms and policies for a number of important projects and key national works.
"This is an important milestone in the law-making process, of great significance in serving the revolution of streamlining the organization and apparatus of the political system and promptly removing difficulties and obstacles in terms of institutions and policies, creating breakthroughs to perfect infrastructure, promote resources, and create new development space for localities and the whole country," the National Assembly Chairman stated.
The National Assembly Chairman said that during the discussion, many National Assembly deputies noted that the draft laws submitted to the National Assembly this session have many new issues, are correct and accurate, concise, easy to understand, in line with the spirit of innovation in law-making thinking since the 8th Session of the 15th National Assembly; affirming timely, inevitable, objective, correct, far-sighted, and convincing policies of the Party and State; have caught the right pulse, without hesitation or delay, to promptly overcome the shortcomings, obstacles, and bottlenecks that slow down the country's development.
Also according to the National Assembly Chairman, the work human resources The meeting was conducted strictly in accordance with Party regulations and State laws, achieving high consensus and unanimity among National Assembly delegates.
The National Assembly elected two additional Vice Chairmen of the National Assembly for the 15th National Assembly; approved the Prime Minister's proposal to appoint two Deputy Prime Ministers for the 2021-2026 term. The National Assembly also elected one member of the National Assembly Standing Committee and six Chairmen of National Assembly Committees; approved the Prime Minister's proposal to appoint four Ministers for the 2021-2026 term; and at the same time, dismissed a number of Ministers and members of the National Assembly Standing Committee to take on other duties.
Emphasizing that the 9th Extraordinary Session was a great success, National Assembly Chairman Tran Thanh Man requested agencies, units and localities to urgently organize and implement it with a proactive, creative, determined and drastic spirit, matching words with actions.
The Government is requested to make the greatest effort to develop plans and documents detailing the contents assigned in the laws and resolutions of the National Assembly; agencies urgently review to amend and supplement specific contents in legal documents related to the arrangement of the apparatus that need to be handled immediately, are of a special nature, and cannot be handled according to general principles for promulgation under authority.
