According to comrade Huynh Cong Lap, Provincial Party Committee member, Chau Thanh District Party Committee Secretary, thoroughly grasping the documents of the Central and the province, the Party Committees and authorities from the district to the grassroots level have led and directed to focus on improving the quality of implementation, thoroughly grasping Conclusion No. 01, the whole-term theme of the 13th Party Congress, the annual themes of the province have achieved good results, with 4,578/4,578 party members developing plans and writing commitments.
The model of “Above sets an exemplary example, below actively follows” has been implemented by organizations and individuals in the political system with positive results, with 44/44 groups and 5,310/5,310 individuals developing and publicizing plans. In implementing Conclusion No. 01, the Standing Committee of the District Party Committee closely combines studying and following Ho Chi Minh's ideology, morality and style in carrying out the political tasks of each locality and unit and the work of Party building and rectification; effectively resolving breakthroughs and key, pressing issues in the area. In particular, associated with implementing the Resolution of the District Party Congress for the 2020-2025 term, focusing on 06 key tasks and 03 breakthrough tasks identified in the Resolution. Specifically, the Standing Committee of the District Party Committee identified promoting the construction of e-government, friendly office government, and building a strong contingent of cadres and civil servants at all levels as the top breakthrough tasks.
Comrade Thach Thi Sa Thy, Chairman of Chau Thanh District People's Committee, said: promoting learning and following Uncle Ho in conjunction with administrative reform, building e-government, friendly government, the moral qualities, working style, and professional capacity of the staff and civil servants are increasingly improved, meeting the requirements of the task. Every year, over 99% of party members are assessed as completing their tasks well or better.
Regarding professional tasks, by 2023, 100% of Party, government, and district and commune agencies will implement the transfer and processing of documents in the online environment; provide instructions on installing electronic applications on social networking platforms for all people; provide online public services at "one-stop" and "one-stop-shop" offices; and resolve records on time and before the deadline, reaching 94.8%. Level 3 and 4 online records account for over 20%; issue 18,946 electronic identification accounts.
Creating a breakthrough in administrative reform, improving the effectiveness and efficiency of the state apparatus, Party committees at all levels have synchronously implemented administrative reform work, reviewed and improved the quality of document issuance, eliminated overlapping and inappropriate documents; effective coordination within the apparatus has been promoted; administrative discipline and order have been strengthened; effectively implemented the administrative reform index, improved the district-level competitiveness index, properly resolved administrative procedures, and prevented the emergence of illegal and unreasonable administrative procedures; ensured the process and time for receiving and returning results of public service records; the attitude and style of serving the people have been increasingly improved, proactively overcoming the backlog of records at the "one-stop" office in 2022.
In the first 6 months of 2023, the one-stop, one-stop mechanism received 26,094 records. As a result, 2,985 records were resolved ahead of schedule, 22,381 records were on schedule, and 728 records were late. The Executive Document Management System (Office) received and submitted 66,755 documents to the competent authority for resolution in the system in the first 6 months; 8,433 documents were issued on the system. 7,476 documents were issued electronic documents with digital signatures, without sending paper documents.
The district's electronic information portal basically meets the provisions of Decree No. 42/2022/ND-CP, dated June 24, 2022 of the Government regulating the provision of information and online public services of state agencies in the network environment; building a section "Announcement of administrative procedures" to post sets of district-level administrative procedures; the section "Administrative reform" regularly updates plans and decisions on promulgation and abolition of administrative procedures...
Electronic One-Stop System and Online Public Services (iGate), all agencies and units under the District People's Committee use the VNPT iGate system to implement the one-stop mechanism, the interconnected one-stop mechanism in handling administrative procedures for all administrative procedures under the responsibility of each agency and unit according to the Government's regulations. All communes have generated online records, communes with high rates of online records such as: Luong Hoa A, Hung My, Hoa Minh, Phuoc Hao over 70%.
Breakthrough in maximizing resources for rapid and sustainable socio-economic development. The Standing Committee of the District Party Committee determined to strongly promote the potential and advantages of a clean, "nature-friendly" agricultural economy associated with the marine economy; the key economic zone along the Co Chien River; focus on developing tourism to become a spearhead economic sector; restructuring economic sub-regions has created many products, brands of goods and high-quality agricultural products.
Localities have promoted their advantages and potentials, creating many typical products under the One Commune One Product program, notably: pure Mekong cocoa powder, Song Loc commune; clean hydroponic vegetables in Chau Thanh town; clean rice - shrimp, organic biology, clean clams certified to ASC international standards in Long Hoa and Hoa Minh communes. Con Chim Community Tourism Site in the form of "following nature" tourism attracted over 36,000 visitors, with revenue of over 8 billion VND, recognized as 3-star OCOP eco-tourism; recognized by the Tourism Association as a typical tourist destination in the Mekong Delta in 2022 and selected by the Ministry of Agriculture and Rural Development as a pilot model of rural tourism in the New Rural Development Program, period 2021 - 2025. The Khmer Cultural Tourism Village of the South in Ba Se A Hamlet, Luong Hoa Commune, associated with Ao Ba Om Tourist Area and the historical relic of Bo Luy - Ao Nam, spiritual tourist destinations at Vinh Phuoc Pagoda, Hang Pagoda, Phat Quang Pagoda... contributed to increasing the value of trade and services to VND 5,815 billion, reaching 38.9% of the resolution, with an average growth rate of 17.11%.
According to comrade Huynh Cong Lap, after half of the term of implementing the Resolution of the District Party Congress for the 2020 - 2025 term in conjunction with the implementation of Conclusion No. 01, 18 targets were achieved and exceeded (13 targets achieved, 05 targets exceeded); 02 targets were not achieved in the middle of the term. In the remaining half of the term, the Standing Committee of the District Party Committee continued to identify key targets and resolutely and effectively implement them.
