At the Tra Vinh provincial bridge, the XV National Assembly deputies of Tra Vinh province included comrades: Ngo Chi Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the XV National Assembly Delegation of Tra Vinh province; Thach Phuoc Binh, member of the Provincial Party Committee, Deputy Head of the Delegation; Tran Quoc Tuan, member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Propaganda Department; Huynh Thi Hang Nga, Secretary of the Cang Long District Party Committee; Pham Thi Hong Diem, Deputy Director of the Department of Labor, Invalids and Social Affairs attended the question and answer session.
Also attending the question and answer session were representatives of the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Standing Committee of the Provincial Vietnam Fatherland Front; Office of the National Assembly Delegation and the Provincial People's Council, Office of the Provincial People's Committee, Department of Justice, Department of Agriculture and Rural Development.
The question and answer session took place over one day. During this morning's working session, National Assembly deputies focused on questioning groups of issues in the judicial field:
(1) Implementation of the law and ordinance development program; solutions to ensure progress, quality and procedural records of projects and drafts submitted by the Government to the National Assembly; solutions to improve the quality of the legal system, solutions to control power, prevent and combat corruption and negativity in law-making work under the responsibility of the Government;
(2) Current status and solutions to improve the capacity, effectiveness and efficiency of the work of inspecting legal documents. Solutions to overcome the situation of slow promulgation, overlapping and contradictory content, and limitations and violations in the promulgation of documents detailing laws, resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee;
(3) Current situation and solutions to overcome limitations and shortcomings, and improve the effectiveness of asset auction and judicial appraisal.
At the question-and-answer session, in addition to the main responsibility of Minister of Justice Le Thanh Long, Deputy Prime Minister Tran Luu Quang, the Ministers of the Ministries of Home Affairs, Finance, Natural Resources and Environment, Health, and Public Security; the Government Inspector General; the Minister, Head of the Government Office; the Chief Justice of the Supreme People's Court; and the Chief Prosecutor of the Supreme People's Procuracy also participated in answering questions and explaining related issues.

During the working session this afternoon, National Assembly deputies focused on questioning groups of issues in the field of agriculture and rural development:
(1) Solutions to remove difficulties for agricultural exports (narrowing output markets, many businesses have no orders, prices of some key agricultural products have dropped, farmers' income and lives are affected...);
(2) Activities of exploiting, protecting and developing aquatic resources; solutions to remove the European Commission's (EC) "yellow card" for aquatic products;
(3) Conversion of land use purposes, recovery of rice-growing land area, ensuring food security and rice export.
At the question and answer session, in addition to the main responsibility of Minister of Agriculture and Rural Development Le Minh Hoan, Deputy Prime Minister Tran Luu Quang, the Ministers of Finance, Industry and Trade, Natural Resources and Environment, Science and Technology, Information and Communications, and Foreign Affairs also participated in answering questions and explaining related issues.

Speaking at the end of the question and answer session, National Assembly Chairman Vuong Dinh Hue highly appreciated the question and answer session.
The National Assembly Chairman emphasized: at the question-and-answer session, 107 National Assembly deputies registered to participate in the question-and-answer session; 54 deputies exercised their right to question and 8 deputies debated to clarify issues of concern to the deputies.
The National Assembly deputies carefully prepared quality questions that were close to the real life and aspirations of the people and voters; fully implemented regulations on the method of questioning, exchanging, and debating, ensuring the prescribed time. The Minister of Justice, the Minister of Agriculture and Rural Development, and other ministers and heads of sectors participated in answering questions with a high sense of responsibility, grasped the current situation of the sectors and fields under their charge, explained and clarified the current situation and proposed many solutions to the issues questioned.
The National Assembly Chairman requested the Government, the Minister of Justice, the Minister of Agriculture and Rural Development, and relevant ministers to fully absorb the opinions of National Assembly deputies, and resolutely direct and implement the proposed solutions.
In particular, regarding the work of establishing and implementing the Law and Ordinance Development Program, it is necessary to tighten discipline and order, and enhance responsibility in the work of law development, especially the responsibility of the leaders. Continue to thoroughly grasp and seriously implement the tasks, solutions, and requirements for innovation and improve the quality of law development activities set forth in Conclusion No. 19-KL/TW and Plan No. 81/KH-UBTVQH15 and the resolutions and conclusions of the National Assembly Standing Committee on legislative work since the beginning of the term.
Focus on fundamentally overcoming the situation of slow dossiers, proposals for law and resolution drafting of the National Assembly that are not in accordance with the provisions of the Constitution and the Law on Promulgation of Legal Documents. Strictly control the drafting and promulgation of documents detailing and guiding the implementation of laws, ordinances, resolutions, etc.
Directing the synchronous and complete implementation of solutions to improve the quality of law-making work; enhancing the responsibility of legal agencies and organizations of ministries, branches and localities; ensuring resources for law-making work; proactively perfecting the legal organization, improving capacity, professional qualifications and paying attention to regimes and policies for this team. Strengthening the effectiveness and efficiency of power control, preventing and combating corruption, negativity, group interests and local interests in law-making work.
The National Assembly Chairman acknowledged that the agricultural sector has made many important contributions to the country's socio-economic development, continuing to be the pillar of the economy. The balance of supply and demand and national food security are firmly ensured; the supply and output of rice, meat and seafood all increased compared to the same period last year, meeting domestic consumption and export.
The Government, the Minister of Agriculture and Rural Development and relevant ministries and localities have issued many documents under their authority to guide the implementation of the Fisheries Law and EC regulations on combating illegal, unregulated and unreported fishing (IUU); creating a legal basis for sustainable fisheries development.
The National Assembly Chairman pointed out solutions to overcome difficulties for agricultural products: urgently complete policies and laws to develop brands and trademarks of key agricultural products. Update, analyze and evaluate information and market developments comprehensively and carefully to promptly disseminate and support people and businesses to overcome difficulties and take advantage of market opportunities. Strengthen existing markets and open new markets for Vietnamese agricultural products. Organize sustainable agricultural production.
Closely monitor the market developments and food prices in the world, have a plan to fully meet domestic rice demand, ensure food security, and meet increasing export demand. It is necessary to take the factor of ensuring rice quality and brand, ensuring delivery progress as a "deep-rooted, lasting" solution.
