Speed up progress, basically complete the North-South Eastern Expressway by 2025
Speaking at the Conference, Deputy Minister of Transport Nguyen Duy Lam emphasized: In 2024, Project Management Board 6 achieved many remarkable results. The Board's disbursement results contributed significantly to the overall achievements of the industry.
Deputy Minister of Transport Nguyen Duy Lam gave a speech at the conference.
"Disbursing a single dong comes with a lot of legal procedures, requiring very strict procedures and Project Management Board 6 has done well.
The results achieved by the Board are thanks to solidarity, proactiveness and determination in implementing the plan. Only solidarity, discipline and order can create the strength to complete the assigned political tasks," said the Deputy Minister.
Referring to the 4 expressway projects under the management of Project Management Board 6 with a total length of more than 200km, the Deputy Minister emphasized: Bringing the projects to completion on schedule will make an important contribution to the goal of the whole country having 3,000km of expressway, basically completing the Eastern North-South expressway by 2025 as set out in Resolution 13 of the Party.
"In addition to the two completed projects: Nghi Son - Dien Chau, Dien Chau - Bai Vot, the two component projects: Vung Ang - Bung, Bung - Van Ninh on the North - South expressway phase 2021 - 2025 are working day and night to reach the finish line early.
These projects must complete all items synchronously (rest stops, toll stations, intelligent traffic control systems, vehicle load control stations, etc.) before being put into operation, to avoid the situation where the operating route is cut across or cut vertically for construction," the Deputy Minister directed.
Regarding the Khanh Hoa - Buon Ma Thuot Expressway component 2 project, Deputy Minister Nguyen Duy Lam stated that this is a very difficult project with complex terrain and techniques, including tunnels through mountains and high bridges.
Project Management Board 6 needs to focus on directing the acceleration of progress, striving to achieve 80% of output in 2026, completing the remaining items in 2026, ensuring early exploitation and synchronization with component projects managed by the 2 localities.
"The Board also needs to focus on project settlement and coordinate with investors to effectively carry out tasks related to the BOT project on the Dien Chau - Bai Vot section," the Deputy Minister assigned.
The Deputy Minister also said that many expressway projects in the coming time will continue to be decentralized to localities. In the coming time, priority will be given to investment in railway projects.
After the North-South high-speed railway project was approved by the National Assembly in principle for investment, it is expected that in February 2025, the Lao Cai - Hanoi - Hai Phong railway project will continue to be submitted to the National Assembly for consideration and approval.
From here, Deputy Minister Nguyen Duy Lam requested Project Management Board 6 to focus on researching orientation, arranging the apparatus, and training human resources to adapt appropriately to the new situation, with a larger and more complex workload.

Efforts to disburse large amounts of capital, increase workers' income
Previously, reporting at the conference, Mr. Tran Huu Hai, Director of Project Management Board 6, said that in 2024, the amount of work assigned to the unit was very large.
The total amount of public investment capital assigned was up to 10,570 billion VND (the capital assigned at the beginning of the year was 8,686 billion VND, with an additional 1,884 billion VND), accounting for about 14% of the capital assigned to the Ministry of Transport by the Government.
This is also the second consecutive year that Project Management Board 6 has been assigned a huge amount of capital of over 10,000 billion VND by the Ministry of Transport.
Up to now, the disbursement result has reached 10,168 billion VND, reaching 96.2% of the capital plan, being one of the PMUs with the best disbursement results of the Ministry of Transport. The Board is continuing to make efforts to disburse 99.62% of the capital plan in the remaining time.
During the year, the Board urged and coordinated with investors to complete the opening of the expressway project component section Dien Chau - Bai Vot under the PPP form on schedule.
The construction progress of the component projects of Vung Ang - Bung and Bung - Van Ninh sections is being accelerated, shortening the progress by 6-8 months, striving to complete the main route of Bung - Van Ninh section before April 30, 2025, and Vung Ang - Bung section before June 30, 2025; Basically complete the Project to renovate the Headquarters of the Ministry of Transport to ensure progress and quality requirements.
Some other projects such as Khanh Hoa - Buon Ma Thuot Expressway, upgrading and renovating National Highway 6, Hoa Binh city bypass section, Hoa Binh province... are being urged to speed up construction, striving to disburse 100% of the capital plan in 2024.
Regarding investment, the Board has actively worked with relevant agencies in preparing for investment in the project to renovate and upgrade National Highway 45 through Ninh Binh and Thanh Hoa provinces with a preliminary total investment of VND 4,500 billion.
"In 2024, the average salary of workers will also record positive signals, reaching 15.2 million VND/person/month, an increase of more than 15% compared to 2023," Mr. Hai informed.

Continuing the achieved results, in 2025, along with the goal of ensuring the progress of key projects assigned to it, Project Management Board 6 aims to actively seek jobs.
"On November 30, 2024, the National Assembly approved the investment policy for the North-South high-speed railway with a length of about 1,541km, a preliminary total investment of 1.7 million billion VND, a feasibility study report to be prepared from 2025 and basically completed in 2035.
3 Northern railway lines: Lao Cai - Hanoi - Hai Phong, Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong connecting with China; 2 Southern railway lines: Thu Thiem - Long Thanh; Ho Chi Minh City - Can Tho are also being studied for investment.
Faced with changing requirements in the new situation, officers and staff of Project Management Board 6 are studying and improving their professional knowledge in the railway field so that when assigned tasks by the Ministry of Transport, they can immediately meet the job requirements," Mr. Hai shared.
In 2025, Project Management Board 6 also aims to effectively implement the job position project, perfect the organizational structure; Continue to streamline the payroll associated with restructuring and standardizing the staff; Increase income for officials and employees with the average salary in 2025 increasing by 10% compared to 2024.
